When some of our people expressed serious reservations about the so called UPND-PF Pact, they were met with severe intellectual attacks. Both Sata and Hichilema, decided to promote an idea of the Pact that they both were not fully committed to. They both were singing a song that they were not truly committed to. The Pact was going to work, not because the people of Zambia wanted it to work. The only people that were going to make it work are two: Hichilema and Sata. And it is the two that have made the Pact to fail. Sata and Hichilema were both naïve. They thought that somehow, the main issue in the Pact was going to resolve itself. They encouraged everyone around them to unite and convalescence around an ideal of a Pact, and yet they were the two gentlemen that never united in the first place. This so called Pact was a failure right from the start. It would be unnecessary to belabour the reasons why it would not work, but for the sake of argument we must revisit these reasons so that we may learn from them and hopefully posterity will judge our activities.
The first reason why the Pact was doomed to fail from the very beginning is a fundamental issue to do with our constitutional republican system. Zambia’s republican system impedes the subsistence of a coalition government. This is because; the President or the Executive is not elected by parliament but directly by the people through universal suffrage. As such, in our system a parliamentary coalition just cannot exist. Coalitions only work in parliamentary systems like the UK, Israel, Canada, or South Africa. In these systems the President or the Prime Minister is not popularly or directly elected by the people, but rather is chosen from parliament, or from the party with the most seats. It is the leader of the party that has the most seats in parliament that heads the State or the government. If no party has taken the most seats, the parties then can jostle with each other and form coalitions so that they can form a parliamentary majority to form a government. Contrasted with the Zambian situation, the leader of the Zambian government and Head of State is not elected from among the MPs, but through direct universal suffrage. As such, parliamentary seats are irrelevant to the presidential question in Zambia. It does not matter how many seats the president’s party has won in parliament, all that matters in forming the next government is whether a particular candidate has won the presidential election. It is after he wins the presidential election that he can now choose his Cabinet from among the MPs. And he can choose any MPs from any political party to form his cabinet. In Zambia, the President is the Executive, he is the government. This fact was stated very clearly by President Mwanawasa when he fired Nevers Mumba. Levy told Mumba bluntly, “I am the Government.” The UPND/PF Pact framed themselves on the basis of a coalition. A coalition that is alien to the Zambian political system—it was indeed a deceased idea before it even started.
Second, to build on the item above, a clear definition of who was being earmarked to become the president was an essential question that the Pact needed to answer right from the start. But in their wisdom, both Sata and Hichilema somehow thought this issue will resolve itself. We all knew that the Pact would only succeed to the extent that both Sata and Hichilema make it work. Additionally, before even defining the perimeters of their relationship these two leaders started presenting themselves for candidacy to stand on the Pact’s ticket. Nothing is more concerning to me, than for intelligent people to make decisions based not on fact but on illusions. HH when coming back from his overseas trip, thought that Zambia was as mature as the USA or UK, by claiming, right at the airport, that he should be considered for Pact’s presidency on account of his age. His political illusions led to yet another even more concerning delusion—the fact that the Pact’s presidential election is a free and fair matter that anyone can openly campaign for. Sata at least did not react immediately to HH’s insinuations, instead he waited until now to tell off Hichilema, in the words of the song, “age aint nothing but a number”.
Third, the Pact has failed because these two parties have radically different manifestos and philosophies. Sata is anti-Chinese investment, and has promised that he would grab ZAMTEL back from the Libyans when he assumes office. HH on the other hand is pro-business and pro-market enterprise. In fact, HH is more acquiescent to Chinese investment. On the constitution making process, HH’s party accepted to be part of the Constitutional Conference, whereas participation in the NCC was the reason why Sata fired 16 of his MPs. With such radical differences between the two, only time would tell whether they would go anywhere. Interestingly, there are several commonalities between the UPND and the MMD. Could this be the reason why a Pact between UPND and MMD is being floated as more realistic than the present one?
Fourth, the corporate structures of the two parties also were radically different. UPND has three vice-presidents and they are searching for a fourth, while PF only created the position of Vice-President for political expediency—to create room for former Secretary General Guy Scott. UPND at least has even had the decency to pretend to hold a party convention while, the PF has not even bothered to do so. Sata has repeatedly dismissed the idea of a party convention saying it is just a waste of time and resources. He would rather use the time and the money for campaigns instead of a convention. A man, who thinks like that, has the potential to cancel national elections so that he can have some more time to campaign.
Fifth, the regionalism and tribalism characteristic of both the UPND and the PF could not just make the Pact work. It is evident that the PF enjoys more support among Bemba speaking peoples, while the UPND enjoys wide spread support among Tonga speaking peoples. This regionalism between PF and UPND was very fatal. Parties with such tribal and regional encroachments cannot possibly work together. Sata has been accused several times by non-Bemba speaking peoples that he is a Bemba hegemonist. Most recently at a campaign rally in Mwinilunga a speaker accused Sata of having made some tribal remarks. As for HH his behaviour towards Saki and Lubinda is still fresh among many Zambians. In spite of efforts at making these two parties have a more national agenda, they have not made any real effort at changing their tribal perceptions.
Six, the Pact has fallen because the Pact in fact never existed at all. Zambians were taken for a ride. They were forced to believe a lie. Some within the two parties even met together, ate together, held conferences together, all in a bid to promote something that was just a fiction of their imagination. The Pact has failed, because a Pact never existed in the first place!
Coalitions are marriages of convenience in the event of failure by parties to amass eough votes to win an election.
And presidential office is not a preserve of the “annointed few”.
Only a very dull person would accept to go into politics to forever remain a party cadre. Why do people get into politics in the first place, if it is not to aspire for the highest office, that of the presidence?
It is for the same reasons why Sata and HH are both aspiring to lead the PACT into State House.
And it is, of course, also for similar reasons why Katele Kalumba, Magande, Mpombo and others have been aligning themselves for consideration to be adopted as possible presidential candidates for their party. Only the feeble minded want to for ever be boot lickers, party cadres and the like…

The day we advised this imploded pact the truth, we took helpless showers of insults. I personally forewarned that in open democracy Voters align with leadership that is clear, historically risk-adjusted, measured across a broad spectrum of criteria and with a record of holding best practices and building upon them. When norms are missing in party politics, members become disillusioned and susceptible in the political arena.
I warned them that in many mature democracies, political campaigns articulate issues of public bearing on which citizens can comparatively make informed decisions.
Politics of insults as if Zambians are a perverted lot with a national passion for insults has no political dividends.
I warned them that Voters’ predisposition cannot be counted as naturally given for respective parties based on previous alignment. Believing otherwise is flawed logic and more dangerous in competitive democracy because most voters change their alignment based on given circumstances and details in the political campaign.
In politics, the worst thing is to trap members for long time in a valley of uncertainty on the fundamental issues of leadership and political power framework in view of the challenges political marriages of convenience create.
I warned them that unless these competitive politic changes the act, voters see no alternative leadership on public issues.
Zambians are very sober people that deserve civil and issue-based politics that foster national development and unity. We have deep aversion for anarchy and tribalism.
I warned them that as a country we cannot risk our treasured country with irresponsibility, immaturity, hatred and opportunism; otherwise posterity would judge us harshly. We voters expect all political actors to magnanimously appreciate the Zambian spirit of responsibility, democracy and unity.
Irresponsible politicians brazenly truncating national unity, enduring peace and the democratic process with their narrow end self seeking goals for power at all cost will have it tough again in 2011.
I did remind them that as a country we must guard our hearts against politics of embracing tribal cabals that are publicly pushing the country to dangerous fault-lines of failed narrow ethnic nationalism, which experienced nations regret and have vowed never to revert to.
If all political actors can start showing political will by addressing their own political party residual structural problems in the polity, start institutionalising decision-making process in their entities against individualising everything, the Zambian democracy would nurture even faster.
I did warn them that Political convulsion devoid of comprehensive agenda for national progress would find no constituency.
Political parties with fragrance for tribalism and writing manifestos that put party patronage as a prerequisite for public service jobs in their administration must be proscribed from politics because they are a danger to national peace.
I warned them that Constitutionalising political patronage is actually the most dangerous political pathology we must all reject as self -respected citizens. It is inimical to a dynamic society of the freethinking with choices.
Therefore, the way forward in our democracy is for all political parties to inject democratic leadership in their politics.
They must embrace intra-party democracy, increase descent, hold conventions, institutionalise their party decision-making, alienate all cabal crusading tribalism, comprehensively articulate their vision for Zambia to the smart citizens and avoid selling utopia, insults and xenophobia against foreign nationalities.
This is the truth Zambians need to hear. But as usual we are busy or will be busy calling this writer all sorts of names. It is not him but the leaders of the PACT.

1. This article was clearly written by a sworn opponent of the Pact (One can tell from the venom with which the article is written) The good author appears to be a big beneficiary of the status quo. He prays for the continuation of the tourist President, Deals being cut at State House (allegedly on behalf of Zambians) and singles sourcing of Govt supliers.
2. Life is never a straight curve. Every process and activity in life encounters challenges like the one the Pact is going through. This is normal and only enermies of the Pact are exploiting this to create confusion, to their political advantage.
3. Given the 2 points above, this article could have been written by an MMd sympathiser like Emmanual Mwamba or Dickson Jere.

SINGER Ozzy and the Brathahood Crew of Roberto and Manas last week took Lusaka’s Klub Vegas by storm with a spirited performance.
On “The Pact was going to work, not because the people of Zambia wanted it to work. The only people that were going to make it work are two: Hichilema and Sata. And it is the two that have made the Pact to fail” the PF-UPND PACT has not failed yet and in fact, I believe, it has just started ironing out the major differences so that the PACT will be a more united democratic front in readiness for the upcoming 2011 presidential and general elections.
I still have hope that the PACT will work following words of both Messrs HH and Sata MC especially now that Mr PF/Sata MC has openly told the Nation that he is ready to become Zambian Vice-President under the Presidency of UPND’s HH although currently PF is numerically stronger than the mighty UPND.

While the MMD is in illusional overdrive happiness and trying hard to cheat Zambians that they PF-UPND PACT has failed, I am optimistic that the mighty UPND’s president HH will respond diplomatically and positive to Mr PF/Sata MC’s immature statements including the good one where Mr Sata MC has told the Nation that he is ready to be Vice-President under the Presidency of HH should the PACT win the 2011 presidential elections.
In light of this, I urge president HH to call a UPND meeting of NMC where they must discuss how to respond nicely to PF-post alliance media attacks on the UPND.
Since president HH is the initiator and founder of the PF-UPND PACT, according to the POST, HH has a responsibility to manage the PACT so that it survives these challenges.

In a story of the 24th May 2010 Times of Zambia newspaper entitled “I’m Better Candidate for 2011 – Hichilema“, the only directly quoted words of HH were ““The world knows what type of leadership this country needs and surely you the people of Zambian cannot see. I hope Zambians can make the right choices next year,” Mr Hichilema told the cheering crowd“. Now, can someone who understands the English Language then write that UPND president HH restricted his above quoted statement to the PF-UPND PACT alone when his words “people of Zambia[n?]” and “Zambians” refer to the Nation Zambia as opposed to PF and UPND members only who will be voting for the 2011 PF-UPND PACT presidential candidate?
Nothing but spin! A premature pronouncement of the pacts death will not have the desired effect. If we are being realistic, we all know that fundamentally the pact parties differ and that it is a marriage of convenience. It is for this convenience that the Pact will endure despite the differences. This bloodletting is a natural process for the critical questions that have been in everyones minds to be asked and answered.
To quote Churchill, “this is not the end, it is not even the beginning of the end, rather, it is the end of the beginning.”
My take is that president HH was telling Zambians (you and me who are Citizens of Zambia) that we should follow the trend that the world has shown us in the recent past and that he hoped Zambia Citizens (and not PF and UPND members alone) can make the right choices in 2011 presidential elections (not 2010 or 2011 PF-UPND PACT presidential elections). HH must humbled himself to accept that PF is more popular than UPND. for that, he should accept to be the vise presido. UPND is only strong in Southern and Western Province, but PF has Copperbelt, Lusaka, Luapula, Northen province, and we should consider which provinces have more parliament seats. Of course its Lusaka and copperbelt.
We knew that this pact would not work because these leaders have different ways of doing things, Micheal Sata appoints whoever si suppose to stand in any constituency, I remember in one of the constituencies on the copperbelt in 2006 three people appeared at the same time to fill in their nomination papers what a circus. As for UPND they have a strong structure where for one to be adopted you need to go through a process of veting from the adoption commitee where you have to state what you can do to people. In upnd candidates have to apply and the adoption committe sit to scrutinise candidates and interview them to choose the best. Pf has no written constitution and UPND has a strong constitution and policies some of which are used by MMD now given to them by Sikota when he was acting.

#35 – That’s the beauty about democracy, it’s a game of numbers and Sata doesn’t need the votes of all Zambians, and later on not your vote. They will be people that will vote for RB, but we just need to have a majority of the total votes counted, thats what counts.
# 36 – I do not agree with your statement, if not for rigging, Sata would have been President from 2006. Munshya, the problem in Zambia is that we believe words spoken, not because they are right but because who is saying them. You begin by quoting the constitution, what its tenets are and how clearly they are stated to the degree that you want us to believe those tenets cannot be contravened. And just as soon as we begin to believe you, the inevitable happens:

People were almost gaining confidence in Sata because of the pact, but he has now rejected it. We have to learn to respect others in society regardless of age, minority, majority, gender or even status, though I know that asking Sata to respect others is demanding too much from him. We know HH really wanted the pact because he disliked this regional politics taking place in Zambia. Sata does not care whatever he says to whoever and even try to appear to be good in the eyes of those he can deceive but when people know your character it is hard to erase. Sata chased Sakwiba Sikota like a dog from his pf party, in 2006 how special is HH now to survive this man. He does not allow signing any writen agreement whenever he goes into a pact so that it will be easy to chase the other party.

Pact or no Pact, whoever will waste their vote on MMD should have there heads examined. Zambia has not moved forward under the 20 years of Fi MMD rule.
The MMD will win because, again, the opposition will split votes, some opposition parties will form alliances with MMD and most PF cadres dont even vote. VJ was quiet for sometime (strategising) and when he started talking, look what is happenning? Some media houses are also not helping matters, they are continously sowing seeds of division in there quest to sell more papers.
