‘The media should be regulated’ – Veep

Vice president George Kunda has maintained that the media in Zambia need statutory media regulation.

Mr. Kunda has noted that the standards of journalism in the country have continued to deteriorate.

He said the position of the government is that the media should be regulated through a statutory regulation.

During the vice presidents question time in parliament this morning, Mr. Kunda observed that some outlets of the media in the country have continued to be unethical.

He added that if the government comes up with the statutory regulation, a larger percentage will be borrowed from the Fringila consensus.

The vice president further said that wide extensive consultation will be made from the media in coming up with the statutory regulation of the media.

And Mr. Kunda has said there is still a lot of time to capture the 2.5 million additional voters on the ongoing voter registration exercise.

He has expressed confidence that the targeted number of the voters will be captured, and has since called for extensive sensitization by all Zambians.

  4. Unflinchingly i put my last dollar on this one, freedom is not absolute but comes with responsibility. Overzealous Zambian tabloids headed by Ghetto quacks have lost it and deserve a catch-22. Here in the US ethics bodies and regulators such as the FCC are strong and unwavering. Even over-boarding Wiki leaks is facing Federal inquest for endangering the lives of American and coalition servicemen. Nowhere in the world not even in the democratic dispensation is freedom absolute. We will defend the country’s strongest democratic credentials anywhere around the world. This country deserves sanity in the media fraternity.

    The report you have quoted is not to punish the Wiki leaks, but stop the leaks of “clasified” info. WiKi Leaks are given authentic stories by the community, the poeple concerned or on something. Whistle blowing to enable the citizens to be enlightened. America sent in troops for an un-popular war, which was not supported by the greater world because the terms of reference for war were not clear, in part it cost George Bush party the elections and equally caused ripple effect in the UK. If a tabloid is fake, people can shun it. In Zambia the POST is the biggest selling paper surpasing the Govt Owned & MMD controlled media outlets like Daily, Times & ZNBC. In Afria laws are targetted at those exposing GOVT thieving like in Zambia.

We have EIZ pa Zed it regulates us Engineers, LAZ regulates lawyers, but George and Shikapwasha + their Boss want to regulate the media because it affects their daily bread nothing to do with with bringing sanity. There are existing laws in Zambia, why not take the POST to court – The reason they have been losing. So leave the regulation to the Media itslf and free public media of Politicial interference. currently ZNBC has an acting D/General – acting to be controlled by the Govt. By the way FTJ liberalised Unions, so the POST is free legally to refuse to join media organisation they deem compromised and belong to the one they trust. It’s within the constitution.   16. Senior Citizen is a letdown. Don’t be a bootlicker if you are indeed senior. Who says there is no regulation of journalism in Zambia? What do you have to say of the libel, slander, defamation, defamation of the president laws and other laws that empower a president to ban a publication, don’t these have bearing on the work of the media? What is required is only a development of a standard ethical codes that take into account local tastes, values, of course these have to be in tandem with international tastes. Media regulation in GK’s sense is licencing of who should write, who should write in a blog like you are doing, who should run a media organisation. The words foolish, dull, being called by your name is not insulting. Viva Media self-regulation. Anyone aggrieved can go to court

Really a lawyer in this global environment should know that information is key to development in all spheresof life.   20. Article 19 of the Universal Declaration of Human Rights states that

    Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

    Therefore, journalism is a human right. Anyone can practice journalism which is the reason why journalists should regulate themselves.

  22. #9. Please don’t confuse wikileaks with the subject on hand. Wikileaks is not a media organization and the FCC’s media regulation does not infringe on the 1st amendment. Remember Janet Jackson’s superbowl wardrobe malfunction on prime time TV? That’s one example of the FCC’s regulatory role because it was done during prime time. We’re looking down the barrel of a dictatorial muzzle here. If you surrender your freedom of expression to politicians, you’ll need to catch the devil to get it back.

  23. Veep whatever you call the proposed regulation, please go ahead. Some media are damaging the country’s ethics. Just to give an example, last week a politician called Lille addressed a Democratic Alliance conference in Cape Town. As captured by E-News she said “…. of late President Zuma has been in the news for the wrong reasons…..”. Very polite indeed but her message got across. Imagine what the headlines would have been in the Zambian Post. I will not attempt to state it, as I abhor immoral language. Ba Veep, just legislate, we shall revert to self regulation when everybody has learnt a lesson and we have sorted out the Post.

    I regret that you are easily confused even with straight forward issues. What has confused you with irresponsible quack’s work? The work of Zambian quacks in the media is inimical, borderline and indisputably sub-level journalism. Enforcement of professional codes, ethics and legal frameworks will sanitize the media profession now under siege. I presume you are a credentialed professional who belongs to a professional body and understand why you strive for those credentials. Why then do you want journalism to be none professional melting pot of any jerk?

    Take time to understand the the Federal Communications Commission regulatory powers. Painstakingly look at the US media law and how it has been divided into two areas: telecommunications and print sources (newspapers, periodicals, etc.). Take time and you will see that there are some federal regulations regarding both categories, and there are state laws governing both areas as well. Its only that the scope of these laws is limited by the First Amendment tied to ethics and codes which you are vainly opposing in Zambia.

The Media Bureau regulates amplitude and frequency modulation, low-power television, direct broadcast satellite, and regulates cable television. The Wireline Competition Bureau regulates telephone and cable facilities. The Wireless Telecommunications Bureau administers all domestic commercial and private wireless telecommunications programs and policies. The International Bureau manages all international programs. In a sweeping overhaul of the Communications Act of 1934, Congress enacted the Telecommunications Act of 1996 (47 U.S.C. 51.). Its goal was to deregulate the industry and encourage competition.

  29. The FCC would never condone the impunity in the Zambian tabloids of dedicating the whole editorial to insulting citizens on uneven platform.

  30. Statutory media regulation is NOT accepted. I have supported RB on several occasions against the incessant attacks from some private media, but I do NOT accept that statutory regulation is the answer. The Right Hon. G Kunda and the government must ask themselves where Zambia would have been by now if the UNIP government had such instruments of power in their last days. Law should never ever be enacted to serve the interests of a few people in power. Whatever the media report ‘unethically’ must be challenged with the truth and they must be engaged in debate. Why is it that the President has never given an interview to iron out any misgivings the media may have? There is nothing to fear if truth is on your side.

I am now thinking may be it could be a good idea that there is media regulation so that after MMD loses elections and they are in opposition next year the same law will apply to them then they can be regretting why they put it there. The problem we have with Zambian politicians especially is that they think of now and not the future.
