
United Party for National Development (UPND) Vice President for Political affairs Francis Zaza Simenda has appealed to Information and Broadcasting Minister Ronnie Shikapwasha to consider reopening Radio Lyambai in Mongu District of Western Province.
Mr. Simenda said the community radio station which had its broadcasting equipment confiscated on the 14th of January 2011 has left a vacuum in the area and beyond.
He told ZANIS in an interview in Mongu today that the situation in the district has now normalised for the community radion station to resume operations.
” There is now so much pressure from the community that the radio station gets back on air, ” he said.
Mr. Simenda said once reopened, the radio station will ensure that peace and harmony is promoted in the district and Province at large.
He further said that the closure of radio Lyambai has also affected the livelihood of it‘s workers as they rely on the station for their monthly income.
Mr. Simenda added that the local radio station was also being utilized by upcoming artists in promoting their music hence the need for the station to be opened.
Radio Lyambai has been off air from the 14th of February 2011 to date after a team of police officers broke into the station and confiscated its broadcasting equipment while on air.
The radio station has 10 employees and about 7 people on part times basis.

So exactly what offence did the Radio station commit? Is Shikapwasha allowed to take away private property? Do his powers of giving and/or withdrawing broadcasting licences extend to confiscating broadcasting equipment? If Radio Liambai committed a crime; I thought the only avenue for redress is the court of law or is it a politician? I am afraid Zambia is a sh/ithole. You just have to look at the level of thinking from #1 downwards.

• Again The intimidation on the closure of the radio station by Mr Banda Government. Pride is a hob in Zambia culture. People especially in MMD earn respect in various forms and once the respect is established, the fear of failure sets in, and they will do anything it takes to retain that position. That is typical African mentality not just the presidents. That is why most MMD leaders will rather absorb scandals to remain in office than resign. They always feel they understand their people and will always know how to deal with them. They have two strategies of violence or bribery to deal with the people to remain in power. Firstly, understand the level of our politics and the base it is coming from. I think we have achieved a lot. Some of the mature democracies around the world took over 150 years to mature. So keep the context in perspective.
Democracy comes with responsibility and clearly it is still an issue with our friends in Mongu. Government have the right to block someone deemed a danger to society. Remember at some point it is illegal to Show Gerry Adams from Sinn Féin on BBC TV/radio in a mature democracy.

There is a generational gap in leadership in Zambia at moment. Most of the leaders are from a different age and are too set in their ways – very much creatures of their time. A vast number of them should be in retirement, I would say the core of MMD leadership These octogenarians including Sata can only be dislodged from their positions through natural demise or through outrageous public outcries, civic institutions and a more coherent opposition as democratic principles are archaic to them. this is great from the UPND Group and I hope the MMD government will do the right thing over this request.
I am also glad to note that UPND will soon intensify its operations in terms of news dissemination across the country so that the POST will be left to work as a PF magazine while real news will be diffused by cheap and affordable daily newspapers.

I personally would agree to the re-opening of Radio Lyambai if the current manager is sacked and a new manager (preferably from another tribe) is brought in. That way, we might curb the irresponsible radio broadcasts that the radio was alleged of doing.

#40 – why does it have to be someone from another tribe? Can a Tonga be a community radio station manager in Kasama or Solwezi? I know you are going to give me a rational answer like “why not?” – but the question is: Is it actually happening? That won’t happen. Community radio stations are for local development and are meant to be run by individuals who understand the local culture and dynamics and subtleties. A person from another tribe won’t do. I seem to recall that a few years ago somebody was brought it and he started playing music the locals didn’t like. You can’t blame them. Every tribe deserves a bit of something they feel much closer to than always listening to somebody from somewhere else – and that is not tribalism.
The reason I said someone from another tribe is because someone from another tribe will most likely not allow tribalist rhetoric to be aired on radio. That is the reason I stated so. I do agree with some of what you said. Yes it’ll unlikely happen, yes locals want something that feels closer to home and yes every tribe deserves a bit of something. I have not denied any of that. That is the reason I stated it is my personal opinion that what I stated in #40 is what I would like to see. Just because I would like to see that does not mean it is going to happen.

If a crime was committed by Radio Lyambia why hasnt RB’s id/io/tic govt taken the case to court? Which law in Zambia empowers Shikapwasha to confiscate private property? Shikapwasha’s powers are limited to granting or withdrawing broadcasting licences. He is not empowered to steal. Some people dont have brains, you cannot support a govt that rules by decree in a so called democracy!
