The Foundation for Democratic Process (FODEP) has charged that the intensification of developmental projects by government as the country heads to the polls should be discouraged.
FODEP president Dr. Alex Ng’oma has told Qfm in an exclusive interview that development projects must take place every year.
Dr. Ng’oma has observed that Zambia has a strange phenomenon where projects of development are carried out in an election year.
He says development should be encouraged at all levels and every time in order for the lives of Zambians to be improved.
Dr. Ng’oma who is also a political scientist and senior lecturer at the University of Zambia adds that even though such projects may be carried out in good faith, they tend to sway the decisions of voters during election.
And Dr. Ng’oma has welcomed the plan by government to refurbish the University of Zambia infrastructure adding that the development is long overdue.

Dr Ng’oma and FODEP are feeling the impact of the MMD government, and that is the reason they are condemning the 2 trillion kwacha road rehabilitation programme. Why should a government stall developmental plans until after elections? Dr Ng’oma should explain as to why Zambians must use bad roads and have no credible rail network until after the elections. Mr Sata had a rally in Kabwe and never once did he mention what he will do for Zambia other than making implicit threats to HH for stealing privatisation funds.

Dr. Ngoma did not say that the government should suspend its work in an election year. He simply meant that work should be ongoing instead of being done hurriedly in the last minute because someone fears to lose elections. Projects in developed countries are ongoing. Roads are resurfaced every year, universities are refurbished and expanded on a regular basis , etc. In short, what Dr. Ngoma alluded to was that projects are done uphazardly in our country without any proper planning. I believe there is need to critically analyze what goes on in Zambia instead of using offensive language.

It is not vote buying in any case for infrastructure development to take place in an election year. On the contrary, this is genuine work. If MMD lose the election, it will be easier for the PF to spend money on other projects and thereby earn the accolades from the people. You cannot muster a trillion Kwachas from the blue, even if you wanted to bribe voters! Look carefully in the budgets in 2009, 2010 and 2011 and you will find the promise to work on roads. The donors withdrew their aid due to the problems at the Roads Agency, so these projects could not be completed. Where is the Minister of Information? I am doing his job!

I now have had time to read most responses to the article and some of them make a sad reading. We still appear to want to treat our leaders as Kings, the way we treated Kaunda (who I admire so much after some rub.bish we have had in between). I don’t subscribe to this trend.
Leaders are public servants and that’s what they have chosen to do but if they fail us or seem to be failings, we need to show them the door. The point is that if Sata comes into office, his scrutiny starts just after his inauguration through to the next election year. That’s how we will make Zambia a better country for generations to come. I know Sata has been around but there is no alternative rt. now and he has a fair developmental record probably experienced and wiser.

The idea presented in the article is not suggesting stopping or pausing of development projects, on the contrary, this article is about carrying out such projects every year irrespective of whether Zambia is having elections or not. We all want our Country to develop and as such the pace at which this is done should not be determined by the holding of elections, let’s take a leaf from our developed colleagues, they are hard working, sincere and committed to improve the social, health and well being of all citizens at all times and this is not in anyway linked to election years. Dr Ng’oma’s argument is in relation to the electoral code of conduct. In matured democracies such as India observe strict electoral conduct and do not allow new ‘development projects’ to start during an election period UNTIL AFTER elections have been conducted. Voters have to judge their candidates based on what they have done so far AND NOT WHAT THEY ARE GOING TO DO. This does not mean that development projects that started before election period cannot be carried out, infact, these should be completed prior to the election date. I think that we should learn to put things in context and not try to argue for the sake of argument. Even our own electoral code does not allow for this and yet we do see blatant disregard for the entire process.
This is very foolish….what a PHD its an embarassment to all learned people. Development should not stop actually please do the roads does it mean the roads will became gravel after the elections or the schools will fall or get delapidated. Foolish , all the projects were started prior to 2011 actually three quarters were done from 2009 to date.
