Govt. expresses displeasure at shoddy works in Lusaka province

Government has expressed its displeasure at slow and shoddy works carried out by local contractors on several developmental projects in Lusaka district.

Lusaka Province Deputy Permanent Secretary Richard Chinjili charged that some named contractors were frustrating government’s efforts in delivering development to the people.

Mr. Chinjili has since urged some named contractors to speed up and improve works on infrastructural projects that were tendered to them, saying government cannot afford to lose colossal amounts on shoddy works.

The Deputy Permanent Secretary made the remarks when he led a team on a Monitoring and Evaluation tour of some health and education projects undergoing rehabilitation and construction in Lusaka urban.

At Matero referral clinic Mr Chinjili and his team found defects on the newly constructed theatre to which a number of fittings, including sinks and doors, were leaking and falling before the infrastructure is officially launched.

At Chunga and George compounds where the Ministry of Health is construction new health posts, the DPS was disappointed to find work moving below expectation while convention of two classrooms into laboratories at Thorn Park High School was also going below schedule.

Mr. Chinjili warned the local contractors that they risked being blacklisted if they do not improve and advised the Ministry of Works and Supply to supervise the contractors with the seriousness they deserve.

  1. The government is to blame for the shoddy works, it has all to do with the corruption and nepotism in the way the tenders are given. The system has collapsed and things are done haphazardly on a ‘wako ni wako’ basis.

  2. I’m sure the contractors bought the work. Don’t they have building inspectors who carry out regular quality control checks? Throw the contractors off and put it out to tender for completion. They should also hold back retention until work is acceptable. What a corrupt government we have. It’s time for some other party to have a go.

  3. Don’t pay them until they put it right. Don’t you people have delivery standards for all these contracts? If they don’t deliver according to acceptable standards, simplydon’t sign off the job and they won’t be paid. Why cant you enforce contracts? Unless it is your friends or relatives who you awarded contracts, you should be the ones to blame for failing to manage projects.

I am one of the contractors mentioned, the truth of the matter is that whenever its a local contractor doing businness with government, the client is very slow to honor invoices at times not even paying, now how can a contracor execute his work without value for money concept. Many a times we improvise to protect the already finished structures whilst awaiting payment to procure materials for superstructure. I thought DPS went to contest for Msanzala as MP or he was wired by Peter Daka???

  8. in normal contracts, the contractor is liable for faults in his work until an agreed amount of time elapses. so if he does shoddy works just recall him to fix them. simple. dont just complain.

  9. And how do you expect some of these so called “Contractors” to do the works when all they have in their inventory is a couple of wheelbarrows and a set of shovels?! You don’t award Contracts based on personal connections some briefcase company have with some govt official or some civil servant bigwig without independently ascertaining the capabilities of the Contractor.

    For as long as govt contracts in Zambia keep being handed out based on something other than the abilities and capabilities of Contractors to do the job, Zambian taxpayers will continue pouring Billions upon Billions into this abyss!!!!

  12. ninshi you didnt evaluate the contractors on the quality of their previous works? olo muna tamangila ku woneka bize maninigi? what use is the ministry of works and supply then?
