Mangani fails to pay rent, sued

The Tobacco Board of Zambia (TBZ) has sued former Deputy Minister of Works and Supply Lameck Mangani for non-payment of rent arrears for his Chipata residence amounting to K37 million.

According to a writ of summons obtained by the Zambia Daily Mail issued by the Chipata High Court and served on Mr Mangani yesterday by Fred Jere and Company, the former Chipata Central member of Parliament has not paid the outstanding amount accruing from 2009.

Mr Mangani has been given a 14-day ultimatum to respond to the suit, from the date of service of the writ of summons.

Details of the claim case number 2011/HJ/18 in the Chipata High Court are that Mr Mangani owes TBZ a total sum of K37 million rent arrears in respect of Plot number 1463 Umodzi Highway, Chipata, which the former minister is occupying.

The statement of claim indicates that the rent arrears have accumulated from K7,450,000 in 2009 to K37 million as at July this year.

The plaintiff has asked the Chipata High Court to order Mr Mangani’s eviction from the house, pay the arrears in full with interest and costs of the action.

The statement of claim also states that the plaintiff, was at all material times a registered and statutory board which runs the tobacco industry in Zambia.

Mr Mangani was at all material times a tenant in the plaintiff’s house situated on Plot 1463 Umodzi Highway, Chipata.

“The defendant has ignored several demands from the plaintiff to settle the outstanding amount and to express interest to renew the lease agreement which expired on December 31, 2010, hence the need for immediate possession of the house,” the statement of claim reads in part.

And investigations by the Zambia Daily Mail have revealed that the house whose rent arrears have totalled K37 million, is currently being occupied by Mr Mangani’s second wife Mary who is a former Catholic nun.

  3. I think Mr Banda is a very lucky person. His application of the laws if he was in developed countries would have been turned on him. This man must be pure reincarnate of Amin, Hitler and Lucifer. Someone needs to check his DNA.

  4. @4 kalos. Was the court action taken by RB?. The company itself feared mangani when he was minister. Now they can do whatever they wanna with him

    • # 6 Don’t be petty and expose your igonorance you chap this is how RB has been abusing the courts and the entire judiciary in zambia so when you come and argue ignorantly trying to say its the courts you fail to see the abuse in Zambia. If you are an MMD sympathiser surely you should condemn such acts. Why is it that you want to bring up issues when someone has left the ruling party? MMD will down badly with his UNIP man you have at the helm of the party.

  5. TBZ as a parastatal should not be used by politicians (MMD) to victimize Mr. Lameck Mangani just coz he has resigned from MMD. Why did TBZ not take action when the man was still serving in MMD Govt. Those chaps at TBZ being used by MMD will find themselvs in a wrong position should PF form the next govt. There are alot of people owing individuals and institutions huge sums of money and the public media pays lito attention to such. Why bring down hard some one who has peacefully resigned from govt position if he was not a factor. We may belong to different political parties and hold different views but end of the day we are all Zambians. One family in short.

    • #10 couldn’t agree with you more. Some MMD supporters seem to think it is cool to abuse authority & the judiciary. They claim to be true democrats but when one dumps them they want to dig up all the dirt why not do it when he is still serving what a farce.

  8. Yes this is political propaganda. Why now????? is the question that deserve an answer. However, this is a story by the journalist and i do not think RB could have influenced this.

  9. Who can honestly fail to pay K37million? Mangani will settle that bill coz he’s got enough, but we will not accept is to have a Malawian in state house. That needs to end and now. I am patiently waiting on LAZ to respond to Kabimba’s letter to them or else we will take it up and hard on this old moron.

Of course this is govt propaganda. Why are people so surprised? In politics it is about scratching each other’s backs. Mangani has not shown loyalty to RB, but RB should continue protecting him from his debts? In any case, was it RB who physically stopped Mangani from paying for his  second wife’s accommodation? Why marry two women if you are not able to look after them? If perpetual failure(pf) party can only attract people like Mangani, who despite their elevated positions in society are not able to manage their personal affairs why blame MMD when the s.hit hits the fan?

  11. Whichever way if he owes the institution anything he is required to meet his obligation.They may have ignored to persue him for some reason, but he knows he owes the institution. Many institutions are bankrupt because of such leaders. Am PF but don’t support our embattled defector.

  14. Mangani failed to pay the rent himself just like Mpombo wrote a dud cheque himself. There is no reason to bring in MMD or RB here. If pf is genuine, why dont they pay for Mangai’s nkongole using some of the $45million they have received from Afghani drug dealers?

  15. Mwachepa……when i read this a sequence of names came to mind mpombo,chungu,pule,ftj(MHSRIP),mulongoti,patrick,masebo,ex-girl friend……..etc they r all bound to face persecution. When Ala bee is involved am unsuprisingly not suprised.He is a let down.Dickson jere should explain the meaning of principle to the man.

  16. Very timely indeed! ….So they couldn’t even take the house back when the lease expired. I guess if they had attempted to do so , someone at TBZ would have been fired. This is the same culture that causes state media to tow the party line , police to be overruled by senior officials etc , etc .
    You have to follow orders from above. Even with a different party in govt , it wouldn’t change much . Maybe they might be less victimisation , but as our democracy is still evolving , it would take a generation of reform to change this culture.

  18. Those who are asking why now must ask the owners of the house.
    The complainant in my view gave chance to Mangani to pay, but as we have read the man ignored several demands in the past, and so there is always a point in time to act. The owner cannot be blamed for not acting earlier, because the same question can be paraphrased as why did the land lord give him a chance the first time he defaulted?

I think we need the RSA Sunday Times franchise to do our investigative journalism for us.  It does appear that the scanty nature of the report in an already biased paper is casting more doubt than it is clearing.  Yaba!  What a nation.  Trouble is when you swing to the Post they are also in their own league, though they of course are a private paper.  We need to know exactly what happened, complete with lease agreement if necessary.  When you go public everything (even what is pubic) must be public!!!!  Otherwise let’s shush!

How is this going to put food on the table of that little baby in Chamboli, Kwacha, Kalingalinga, Chawama etc? MMD and its propaganda media should be reminded that using this kind of cheap and childish politics is insulting to the Zambians intelligence! If you want go ahead and campaign on the basis of who owes money and who doesn’t  and i can guarantee you that no where in HELL will you get my vote with such stu.pid and childish campaign strategy.
    Just tell me what policies you wish to implement IF elected back into office, and above all how have you past policies improved Zambian lives, thats it!

Ltd. which is personally owned by Sata and Guy Scott, both of whom grew up as boys at Mpika Boma. Learn lessons from the Bembas, Lozis & Tongas who work hard to uplift development in their respective provinces. Imwe a Lucas na a Mangani, KODI MULIBE NZELU.   27. The tenant a high ranking official in government, “ignored reminders” it is normal there4 TBZ 2seek other legal intervetion 2correct the illigal occupation of the house. Ignoring reminders is being irresponsible that shudn’t be tolerated ato this has nothing 2do with RB but morality. Law can visit anyone in office or out of office or it will still visit wrongdoers who join this violent pf as can be seen frm “Online”

  28. Lameck Mangani is now facing realities of being a commoner. As Minister Mangani abused his Govt rank to disown his civic duties to pay for services rendered by the land lord. We learn that the rented house is inhabited by his 2nd wife who was a former Catholic Nun. Let the law provide the correct interpretation of his behavior in public. Mr. Mangani failed to accept the ideal plight of the Ngonis when they lament that “Wako-Ni-Wako”, especially taking into accout that RB is more human than the cruel and wild Sata who has been rejected by us the Bisa of Mpika. Ala mwalasebana ba Mangani.
