A South African Elections official has charged that it is common in Africa for politicians to raise unfounded accusations against works of electoral bodies to justify their lack of readiness for, or loss of an election.
South Africa’s Independent Electoral Commission (IEC) Provincial Electoral Officer, Mawethu Mosery says the practice is common among African politicians. He says transparent, free and fair elections are not determined by the ballot paper, but all the steps in the electoral process from the campaign period, voting, votes counting and the post-election events.
And Mr. Mosery has defended Universal Print Group (UPG) from allegations of corruption raised by some Zambian politicians. He says UPG has a reputable track record among other major printing houses in South Africa. Mr. Mosery was speaking to Zambian Journalists who visited his office.
Meanwhile, the printing of local government elections ballot papers has commenced at Universal Print Group (UPG) plant in Durban. The printing which commenced yesterday has seen ballots for two hundred and fifty Wards printed as at last night, out of the total one thousand four hundred wards countrywide.
Meanwhile, parliamentary elections ballot papers printing is expected to be completed tomorrow, Sunday the 28th of August, 2011

Who doesnt’ get it? Wako ni wako (WW) as we say it in Zed. Where we made a mistake is to contract printing of ballot papers to an outside company. If you think about it, that is money leaving Zambia. We could have done a lot with it locally if we had engaged a local printer. With the money being spent we could have created a few jobs and empowered our citizens. People in decision making positions who are the educated have let down their fellow Zambians. We just happen to lack confidence in ourselves. When will it come to an end?
And who solicited for this person’s comment or opinion? He should just say he is happy his country is benefitting from stupid Zambian government.
Let another country comment, raising doubts re: UPG’s credability, MMD government will sing songs of sovereignty against that country… bla bla bla deplomacy… bla bla bla.
the money that zambian gov paid UPG to print is peanuts to south africa. i have been waiting for this from the south african leaders there. maybe UPG prints the ballots for SA. this issue is finished. the Anti corruption have frustrated Mmembe and Lubinda. the story is only kept alive in thepost newspaper. though i do think there is something fishy, i hate the fact that Mmembe thinks his a Ruppert Murdoch in Zambia, such men are dangerous in a country.

We should close the government printers then. If we can’t use a resource set-up for such activities why keep Government Printers? Government needs to learn that it can’t continue hanging on to institutions it’s failing to run and manage profitably. Obvious Government printers is using the same technology from its inception. Who know when was the last upgrade done? It’s the same story with Times of Zambia, Daily Mail, ZNBC and ZANIS. They are not only state controlled media that operate like charitable organisation but it has been proven that they are poorly managed. No wonder the standards of reporting in Zambia can make one feel nausea-tic.
Even if they contracted zambian company to print ballot papers the materials and the expert would have been imported from south africa and it would have made no difference

This electoral officer has not seen the Bank account where UPG official has deposited the money in his corruption. South Africa is a country where even President Zuma is involved in all sorts of CORRUPTION starting from ARM procurement to SEX related crimes.
Former South African Police chief was involved in a MAJOR CORRUPTION case that may not have even occurred in Zambia.
South Africa officials can not comment on UPG a South African company.

UPG is a corrupt printing company. How many blank ballot papers were in the hands of MMD in 2008? Ask Mulongoti,and by then election manager Chitala. As long as UPG prints the ballot papers the elections are already rigged. Modern advanced technology can alter the voting. Using ink that can last for few hour and dispears leaving spoilt papers in large numbers in those opposition strongholds.PF, UPND and those taking part in this years elections must proof test the ballot paper at random.

@6, The Bricklayer, please help me understand. Which elections did Sata rig against Mazoka as purpoted in your blog? As far as I can recollect Mazoka competed only in the 2001 elections and Sata was out of MMD already. Unless you say he rigged before resigning from MMD and government, you blog is not making any sense.

Guys Africa is Africa, IN SA corruption is so high they have given it a whole new meaning, the tendering process has been revised people open trust accounts were kickbacks are deposited and distributed to various beneficiaries, ARMS procurement scandals, heck they have even thrown in one or two rape cases to spice it up. BUT despite all that they ran a credible electoral system. I would put them to be the only truly democratic country in Africa. The only problem is the ANC is still riding the ave of the liberation movement.
