Dr Musokotwane agrees to provide Police with bicycles documentation

POLICE have asked former Minister of Finance and National Planning Situmbeko Musokotwane to provide documentation on the procurement of the 1,230 bicycles confiscated from his house.

Police spokesperson Ndandula Siamana said the police want Dr Musokotwane to provide receipts as proof of purchase to ascertain if the bicycles are private property.
Ms Siamana said in an interview in Lusaka on October 10 that Dr Musokotwane has agreed to produce documents that will prove that the bicycles belong to him and were not procured with public funds.

“We discovered that they were actually 1,230 bicycles which were confiscated from Dr Musokotwane and now we want the documentation which will prove that this is personal property,” Ms Siamana said.

She said the receipts will also help the police determine whether tax was paid on the bicycles and which company supplied them.

Ms Siamana said it is important for the police to get the documentation from Dr Musokotwane as this will also reveal the source of funding for the buying of the bicycles.
“We want the receipts and tax paid which will prove whether the bicycles are personal property or not,” she said.

She said Dr Musokotwane has agreed to provide the police with all the documentation regarding the procurement of the bicycles.

She said when the police complete studying the documents it will further determine whether to hand back the property or not.

Police last Friday confiscated over 1,000 bicycles from the private residence of the former minister.

  1. Iyoo kwena kwali pwando mu MMD. They didn’t even know what to do with these surplus bicycles at the end of the day because all Rupiah’s campaign boys in all provinces were already flooded with the same. Shame!!!

  2. This is very disapointing, but anyway maybe he has a wholesale where he wanted to take all thes bicks coz just saying these were for personal use will be very difficulty to understand,hope he comes out clean.

  3. Yet there are camp extension officers (agriculture assistants) in the ministry of agriculture & livestock, and  social workers in the ministry of community development who still cover long distances on foot conducting their official duties!

  4. The Police Now working abeit against the Opposition MMD Party. Where where they when these bicycles were brought into the country? I think all MMD Mp’s seats must be nallified. They used corrupt means to get those seats. Lelo Musokotwana, the noose tight around your neck. Now the Police what to see who supplied you with thebikes. On top of that, they want to know whether that Individual paid Duty (that is a catch word). No supplier will own up. These Bicycles will be forfeited and Musokotwana will be in jail. He he he he

  5. Shame on the police, why couldnt they deal with this issue promptly under RB’s time. Much as the action may be welcome, but their partisan approach will always haunt the police. Think of the Mufumbwe violence and how the police conducted themsleves, proper shame and these Ndandula’s were there. It is surprising that the Law and its enforcement changes with political change and one wonders whether the police service are permanent cadres who change camps as and when it suits them. God save this country

  6. Shameful to RB regime. I cannot understand a finance minister trading in bicycles without a shop? Are these fat cats not able to re invest there money in the economy by creating consortiums? Is Zambia such a poor country where a FM can switch frequence to such a low level? Please do a good probe!

Was it necessary to insunuate that Musokotwane had used public funds when you didnt have the forensic financial evidence? Please learn not to make wild allegations against suspects. Simply charge them with a crime once you have quietly gathered evidence. At the moment you i.di.ots have laid yourself bare for a charge of libel and defamation if it so happens that Musokotwane has nothing to hide. And it is the tax payer who will pick up the bill!   13. THE JUST ENDED GENERAL ELECTIONS WERE VERY INTERESTING COZ OUR FRIENDS IN MMD NEVER THOUGHT OF BEING DEFEATED. TO THEM IT WAS A DEAL DONE. HOW CAN ONE DR. SITUMBEKO MUSOKOTWANE BE FOUND WITH SUCH A NUMBER OF BICYLES AS THOUGH HE HAD AN ASSEMBLY PLANT. THAT IS BICYLEGATE SCANDAL OF THE DECADE. THE LIKES OF DR. MUSOKOTWANE HAVE JUST THEMSELVES IN UNNECESSARY TROUBLE.

  17. Just five, ten, twenty, fifty or a hundred bicycles are lot for an individual, but a thousand plus! Imagine some Divizion 1 matchez are attended by about a thousand or less people and so each one could come out with a Musokotwane bike imwe bantu????!!!

    At-least this is news 1230 bicycles for personal use. Maybe he was doing a research for his PHD in Bicycle Assembly in relation to ministry of finance and national planning.

    Question is his integrity is tarnished as these are proof of bribery in the last elections.
    The results in Liuwa and many other constituencies in the country must be nullified.

  20. What does the law say about someone found with property suspected to have been unlawfully acquired? How much time does one need to produce proof of purchase and receipts or is it because Musokotwane is a big shot and he dictates the procedures to the police?

  21. Give the place a chance to investigate the issue fully.Let’s not jump to conclusions! It is possible the Doc bought the bicycles from his own resources to use in the last campaign. So long as there were no public funds involved, and tax was paid, no crime was committed.

  23. Am waiting to hear the answer our Doc. will give for owning 1230 bicycles!!!!! I have tried very hard to try and think of something that can come closer to explaining this kind of ownership and cant get anywhere closer to a sane answer…..1230 bicycles, this is madness and how long does it take to prove that you own something, all you need to do is go into your house and bring out them receipts, the thing is he has none, the damn things were illegally acquired….what a BIG ***** he is….his finger still stuck in the cookie jar long since after elections have passed. I have stated before that this man is very lazy such that when he was our lecturer at UNZA we all knew that he most likely will not show up for lectures and reserved seats in the library to go and study. I can beit that Musokotwane will serve time over these 1,230 bicycles. # 14 Musiwa Lokota, iikota imbwa? The police are just asking him right now to prove that the bicycles are lawfully his. By the way, Musokotwane is most likely headed to the chucks on this scam! Make noise or not he will serve no stealing the cobra is spitting!

    • What crime has he committed? I mean honestly fellow Zambians, is there a law in Zambia that says you cannot own a million bikes whether bought in one consignment or not? And why shd the police officer be referring to Tax? Why not ask ZRA to come and look at these bikes and state whether or not tax was paid or not? What you should know is that even if someone screams bloody murder if there is no proof that the items were acquired illegally the Police are wasting precious time. AND THERE IS NO LAW THAT REQUIRES ONE TO EXCULPATE HIMSELF/HERSELF AT THE POLICE. U CAN DO IT IN COURT. SO BREATH & WAIT…U JUST DO KUBEBA BA COURT ONLY!!!! THE ACCUSER MUST PROVE & NOT THE ACCUSED TO PROVE HIS INNOCENCE…DAMN THE LAW!!!

  25. ## 1, The policy are a law enforcement wing of Government and dont need permission from ZRA if they determine that fraud was committed in the purchase of the bicycles and tax evaded. What is tragic about this whole scandle is that Dr. Musokotwane is a highly respected professional. You may recall that he was on the World Bank pay roll when Dr. Levy Patrick Mwanawasa got him. But, if he is not careful, this may ruin his career greatly. He is not a senior MMd member and if am not mistaken may not even be in the NEC, so how was he entrusted with bicycles, except that he is the one who bought for the Party using public resources from his former Ministry of Finace????

    The MMD under RB has been seriously damaged beyond redemption and I bet there is more to come. This is when we need the ‘wisdom’ of Senior Citizen, he has lately maintained deafening silence, I wonder why.

  32. Now we all know why RB went to such great extent to put a bad name on Magande and remove him as Finance Minister and from MMD. Magande could not have been bought like Musokotwane. He would have said no to misuse of money. I hope we all learn that we cant have rats guiding our cheese! The wife should have been taught what to say if the police ever asked, saying “the 1,230 bicycles were for personal use”, just implicates them.

The man had a focus remember he knows what investment is he job was nearing the end so as a forward looking man investing in the bicycle business was what he could lay his hands on. How do you expect him to tell the nation on his private plans. come folks the man had money so this probe could be the lowest the police will be wasting time on than first following up issues of corruption abuse of office. I take it an embarrassment to the world to call the purchase of bicycles to be used within the country as a prime case to look at.Just to guide you sell of Zamtel is one big case which i am sure President Sata himself might be unwilling to follow due ot its magnitude and complexity.Musokotwanes’s bicycle issue is a just a sheild to big cases in MMD.

We are talking about K400,000,000 such a small amount to a big short like Musokotwane which under big cases that can be a payment for a bail to be granted imwe bantu let the inquiry begin so that those of you who are big winded will have no words to say. The best way is just to pick two or three major cases to book otherwise following all the case might take more than a year to resolve meaning tax payers money will be used, development time will be wasted above all some major controls of what is left will not be strictly implemented. The rule of law is good but certain things require a bit of bending for the president to punish and move on to save time if that is unattainable its better to let the sleeping do lie.

    Another African finance minister whose real career is with the World Bank. This is a plague on the continent, and explains why Africa lags behind Asia – they are implementing the World Bank’s infamous austerity programmes, all the time. Low inflation, cutting back government spending on social services, not taxing foreign corporations, etc. This is why the people are poor. The Asians protect their markets like there is no tomorrow.

Lossing political leaders should not fear to giveup power,but with the way things have been going we may set a precindent were former leaders may fear to go Because of prosecution ,and in trying to force them ,will invite wars let us give them the respect they deserve look at libya and ivoly coast it is as aresult of fear that these men held to power at the expense of the citizenry. if they have a case let us allow the law to take its course as the britain do . not to use the unknowledgeable caders who take the law into their own hands.
