BRE dismisses calls by Kazanga cultural association, Nkoya Royal Council

The Barotse Royal Establishment (BRE) Naliele Kuta in Kaoma district of Western province has dismissed outbursts by the Kazanga Cultural Association (KCA) and the Nkoya Royal Council (NRC) calling for the creation of Kafue province by ceding Kaoma and Lukulu district from Barotse territory.

Kaoma BRE spokesperson, Induna Yutanga alleged that Messrs Nkomesha and Moyo have exhibited the highest level of dangerous ignorance and therefore do not qualify to speak on the topics they elected to speak on.

In a statement to ZANIS in Lusaka during the week Induna Yutanga said the outbursts were an act of provocation and described them as uncalled for as they were only designed to mislead the nation.

He explained that the boundaries of Barotseland, the territory which joined Northern Rhodesia to found Zambia at Independence, were international in character and well documented and narrated adding that these boundaries can never be altered.

Induna Yutanga vowed that no centimeter of boundaries shall ever be allowed to be ceded off to join the other area in Zambia.

He added that land cannot be shifted in the manner being suggested by the duo saying that Kafue province’s dream should therefore be forgotten because it is untenable.

Induna Yutanga said the BRE has noted with concern that this was not the first time their Nkoya brothers have the suggestion and sympathized with their lack of historical knowledge and conspicuous ignorance.

And Induna Yutanga said the two organizations have also demanded to be included on the Commission of Inquiry into Mongu riots and urged government not to reinstate the Barotse Agreement of 1964.

He said with regards to the Barotse Agreement which the Nkoyas were allegedly campaigning against, was another question of ignorance on the part of the Nkoyas.

Induna Yutanga said the terms of reference as published in statutory instrument 113 of 2011 were clear saying they were free to give evidence to the Commission but not in the manner they were suggesting.

He said the non – implementation of the Agreement by the government of Zambia had also disadvantaged the Nkoya speaking people.

He explained that the Barotse Agreement was a matter for discussion between government and the Barotse National Council (BNC).

Induna Yutanga said in all the discussions concerning the subject, the Nkoyas have declined to participate adding that past records provided evidence that all the stakeholders including the Nkoyas had taken part in the negotiations leading to the Barotse Agreement of 1964.

He advised a Mr. Moyo and Mr. Nkomesha to direct their views to the Barotse National Council or the Commission of Inquiry in an acceptable manner instead of inciting people by issuing seditious statements which he said could bring anarchy in the country.

Induna Yutanga also warned Mr. Nkomesha not to masquerade as spokesperson for the 35 tribes in the province because nobody ever gave him the mandate.

He has since appealed to media organizations not to take pleasure to publicize seditious propaganda by the duo whom he accused of thriving on propagating lies and un-researched information.

  4. These Lozis are the most unrealistic and unreasonable people one can ever find in Zambia. They have made claims that parts of Botswana, Namibia and Zimbabwe also belong to Barotseland. However, they continue to agitate for homeland on the Zambian side. How ludicrous! Why don’t they go to the other three countries to lay claim? They know that their nonsense with not be tolerated.   5. The woes of colonialism –the scares left behind still haunt us up to this day. I am Chewa and my genealogy traced ~5 hierarchies above includes people whose lineage is now in Malawi& Mozambique.
    Surely, there ought to be an amicable way of sorting this whole mess out. Let us learn from what has/is happening to those that decided otherwise. Any well meaning Zambian will agree that waiting until the commission of inquiry finish with what they are currently working on –before coming out in the open– is the way to go.

  7. Number 4 you are exposing your ignorance in Zambian History. The Luyis who later became the Lozis originated from the ancient Lunda Kingdom of Mwata Yamvwa in what is today Western Zaire. The leader of the Lozis’ during the trek to what is now Western Zambia was Mboo son of a woman called Mbuyamwambwa they came over in 1500s’ way before other tribes. For instance the Bembas crossed over from Baluba in what is today Zaire around 1650 and the Ngonis’ came from the South under Zwangendeba Jere around 1835. Most people tend to mix the origins of the Lozis with the Makololos who came from the South. Makololos merely conquered the Lozis and settled in Western Province for 25 years, but Lozis hit back and wiped all Makolos’ except for the women. So when did the Nkoyas’ arrive?

Africa was one, now we have about 50 States. Sudan is divided, Central Province was divided, now northern province is split. If Nkoyas want their own province, no one can stop them.

If you guys feel so strongly that you can overrun the Nkoyas, the fact of the matter is that the Zambian government will not sit idle but intervene and in the end there is no victor. The Nkoyas may have come later, but history also shows that just like every other ethnicity, you did not originate from there. Due to what we`ve witnessed over the  years since the dawn of Multi-party democracy in Zambia, where each and every leadership past and present has thrived on Cronyism, tribal bigotry and chimbuyarship, the best  system of government would be Federalism. The Makololo and Luyi came in and overcame the people who were there first. It is a conquered land like any other. On another note, you need to know that Sata is not the author of the division of Norther province.If you follow current affairs very well, you will discover that the issues has been there for a long time. I don’t Sata by the way! The Barotseland agreement had flows, to live a better life you have to forget the past-either good or bad. Otherwise you might live in bitterness or regrets. Laws change, time change, governments change, countries also change. You can not stand still and let the world  pas over you.   29. Kaoma was once called Mankoya district – the realism of nkoya-ness and to suggest that Lozis tradtionally own Kaoma district is absurd. More so that even Naliele the Lozi palace is gaztted under chief Mutondo, a nkoya. The Lozi have failed to respond to the High Court case against the Lozi chief at Naliele since 2000. Some files are assumed to be missing at the High Court. Nkoyas, put an injunction on the use of royal drums and the world will know that Lozis are empty with no heritage grounds to claim Kaoma district and east of Lukulu boma. Where are real leaders of the nkoyas who were so clear in the 1990s! Sinci lozi is not a tribe, which among the lozi ethnic grouping is claiming to first in Kaoma, your palace as Lozi came in the late 50s. This is after Mankoya boma was founded. Fact.

    One of the childred of Mwambwa was mbuywamwambwa where the curent leadership comes from and the other one was Soka ,then Nalinanga ,Its from this family that the responsibility to look after the drums (yona milupa yamulena) of the Litunga mulena yomuhulu caming from.So the poeple of the family of Noleya coming from the family of the brother of Mbuywambwa became know as the Nkoya.Now when those poeple where busy exhibiting their ignorance i was just looking at them.And are the type of poeple when things be come heated up they runn away like Sulapwa and start alk from other countries .We need poeple to seriously talk about what they know with facts.

Now my question is did the BRE take into consideration the other 35 tribes that are settled in the province including the Nkoyas who’ve come out in the open to revoke the Agreement. How would you feel if out of the blues one of them said they want their own separate province? If you say nothing, then there is no poiint carrying on with this discussion because we are thinking at different levels. In a civil war, you don’t fight with stones, you fight with arms. You are probably the only Zambian who thinks what happened in January was a civil war in western province. If yo0u love the Nkoyas so much, then have them mate. The call by messers Nkomesha and Moyo is a noble cause that has been going since 1945 when the provincial borders of Zambia where created by the British colonial government. This Yutanga is himself an illegal immigrant in Kafue Province and he has no authority to speak about the areas under the Nkoya Royal Establishment.

    Even the article in question was produced by some pro Lozi journalists because a balanced article should have also asked the opinions of those calling for Kafue Province to find out why they hold this view. The BRE think it is there right to restore the BA64 but at the same time seem to deny the Nkoyas their cultural right to self governance through Kafue Province.

It may be desirable to the Nkoyas to have their own province but so have the Nsengas been claiming that they need their own province with headquarters in Luangwa. And so have the Lundas and Kaondes in North-Western continuously fought over who actually owns North-Western and that the province should be split. The list goes on. Every educated jim and jack knows that provinces are expensive to create and so they are not created necessarily for tribal reasons, they are created primarily for economic reasons. Nkoyas need a strong economic reason for a separate province – and that reason is non-existent. May be get a lawyer, a Nkoya lawyer!

Kafue Province does not need an economic reason to be created because the reasons are obvious, Kaoma is a power house for agriculture, it is also a potential tourism power house because of the vicinity of Kafue National Park. There is potential for mining and more importantly as a trade hub in the Western part of Zambia due to its central location.

    Therefore the economic reason is well known and we firmly believe that the creation of Kafue Province will contribute to Zambia’s overall economic development.

  57. For those who do not know Mankoya (kaoma) is one of the areas that was captured by the Makololo, it is the Lozi warriors with the Mbunda fighters who reclaimed when the Makololos fell. From way back the Nkoyas appealed to BRE in Lealui to position Lozi princes at Nalieli for protection. Nkoyas and Lozis are brothers nothing will change that. Nkomeshya is just a trouble maker who lives in Lusaka and gained part of his wealth through dubious allocation of plots @ Lusaka District Council where he worked. He also speaks fluent Lozi by the way. It is even a waste of time debating statements from Nkomeshya. He is one of those that was being used some MMD members before general elections following pronouncements by MCS they will review the BA1964 when PF comes into power.

  59. The struggle of the people of South Sudan was due to marginalization and suppresion. Yes, the Lozis coinived with colonial rulers to send a nkoya chief in exile. Then a nkoya chief was killed by poisoning. Nkoya books were burnt in all Mankoya district schools and the teaching of shinkoya was abolished. Nkoya was blocked from been aired on ZNBC. The lozi MPs met at some old lozi poltician in 1997 to fight the only nkoya MP in parliament. The list of an agenda to destroy the nkoyas by lozis is endless. Nkoyas can be forced to be lozis. they are Zambians and BA64 CREATES a supper tribe in Zambia and all Zambians, nkoyas included can and will never accept to be second class citizens. No government or president worth of his salt can consipire to destroy his people. Think again.

I am sure it is a similar case of a mix of tribes for many others from Western Province and nothing will change that BA1964 aside. However everyone has a right to be heard, the Nkoya head-men and chiefs are also part of the Barotse National Council which is reviewing the issues of concern in Western Province why not give them a chance. Just this week there was a documentary on BBC on how large tracks of land have been sold to commercial farmers displacing locals. In some provinces you have even Chinese boasting of ownership of large areas of land, with the anticipated population boom in Zambia, land will become a major issue. For example Kaoma is one of the areas with fantastic timber which finds its way into South Africa where it processed, but the manner in which this timber is exploited does not benefit the locals, these are the issues BA1964 is about. There is also the issue of re-stocking of trees, without efficient land and tree management all the trees will be wiped out.

The challenege in BA64 debate is relations as already witnessed by nkoya marginalization in government jobs and business. Also, the abuse of the Litunga in land thefts in Kaoma. Lealui has choosen to ignore these issues. In 1995, people physically fought in Namilangi area and the imposed Kalunga is now a senior induna in Limulunga. So where is brotherhood of nkoya and lozi tirbes! Nkoyas have vehemently objected to this black “racialism” in 21st century. There educated nkoyas and will never accept this exploitation. Never, never and till death takes every nkoya, lozis must be careful.

Bearing in mind that the people of Western Province are related and inter-married across tribes, the issue of Western Province can not be alikened to that of Sudan as with Sudan there is a significant difference between people of the North and those of South even in colour. Difference always occur even within brothers, the petinent issue is resolving disagreements in an amicable manner.

NOBODY has forced them to be part of Western Province – they are less than 5% of western province.. Nkoyas can go wherever they want. STOP talking about Lozis as if they’re a group of miserable people with no hope on this earth and want to cling to the littlest thing they find. We are a group of very capable and intelligent human beings. In the great scheme of things we don’t need any other tribe including the nkoyas to make it in life. What the BRE are saying is that there is the right channel for doing things. At the moment the BRE have the authority over traditional matters in the province.

Listen, when your province is finally created, you will still be waking up in the same bed that you are sleeping now in the same house as now. She is not the president of PF and was actually invited by the President to join PF and she agreed because she saw the need for change. If the President did not invite a Nkoya, you can’t blame that on Inonge and all the Lozis. You will eventually get your province probably, but your personal failures will continue.   71. Lozi or Nkoya nationalism should well harnessed. Currently, we are at each others’ throats, to the plessure of those who vow not to see Barotseland make progress. Where is our sense of unity that saw us conquer much of South – Central Africa in the 19th Century. Fact – Nkoya, Mbunda, Luvale and all the Luyi groupings in unity we created a nation state and structures of governance such as the British did not think existed on the face of the earth. We conquered the land we claimed, just as others had conquered the same land from earlier people. 21st Century, my foot! Are we going to blame ourselves for the disappearance of the Bushman race from Central Africa?

  72. Inonge Wina pleaded with Sata. She hates MMD because Chiluba made the husband lose elections for MMD presidency. President Sata like any president is supposed to look after all Zambians. Leaders from the provinces look after their regions in terms of recommendations to the president. That is why regions look for representation in cabinet to fully get people who understand those regions fully and honestly advise the presidency. So it is not about frustration, it is about right represenation in government, a right of all Zambians. So the Inonge lies about the nkoyas and bundas are hurting the PF government. As for Kaoma and our own province, we are more than ready. Am I poor, well, this e-world, you need proper training to know where an e-mail is coming from. Are all nkoyas poor, never.

  74. I met a Luvale man from Kawaya area of Zambia’s Lukulu District in Botswana, who told me, with nationalistic pride, that he was now a Mutswana. And here we are debating whether or not a Nkoya is a Mulozi. Truth be told. If a Nkoya, is not Lozi, then who is. Why do we want to devide our people on narrow, selfish interests. Barotseland is a nation state united around a common heritage and language. Read the debates in the House of commons in the years just beore 1964, and in 1964. You get a sense that parliamentarians were opposed to the betrayal of the Batrose to the Zambian Government. At independence, Barotseland was number on development indicators, had the most educated population. Where are we today? Poverty avearges 83%, and 98 percent for Mitete in Lukulu district.

  75. BA 64, is lozi diven document to gain privildge status among Zambians and steal land in Kaoma. The old man who has no village in Kaoma. He lives in Chief Mutondo’s chiefdom and asked a nkoya induna for a piece of land. Even the Naliele lozi chief had to ask Mwe Matanda and other nkoya indunas for land. Surely, knowing the self=esteem of lozis, if this land in Kaoma was theirs, would they ask a nkoya for land. Then remember that Naliele chief was sued and using lozi connections, ask the curent minister of jistice, he was the lawyer and Mwanawas was used and he was given a job. All the cases in magistrates court between lozi and nkoya, lozi lost. so go for injunction over the nkoya royal drums being abused by lozis. nkoyas be strong, your hunters not fishermen, batubulu abe nyela meshi.

I have met some Nkoyas before even trying to change their names to those from other provinces. They are completely unreliable. This is a colonial relic and until they negotiate land from Angola and Namibia and the other Chiefs such as Mukuni, Kapijimpanga and ask them to be subservient to the LITUNGA then we can start negotiations. I see this whole issue as a non starter. There are infact serious warrior tribes in Zambia that could have owned the whole country at the time.   81. There has never been a tribal census carried out in Western Province for some of you bloggers to claim that Nkoyas only make up 5% of the population. If that is the case, who makes up the other 95%, can you give the percentage of each tribe in WP since Lozi itself is not a tribe? You will be suprised to note that Nkoyas make up over 65% of the population of WP and that is minus other Nkoyas who reside in other Provinces like CP, SP and NWP.
