
The Barotse Royal Establishment(BRE) has said that it is aggrieved by the continued abrogation of the Barotseland Agreement of 1964. The BRE has said that it is behind the wishes of the people of Barotseland over the Barotseland Agreement of 1964.
The BRE made the submissions through Induna Mayuni and Induna Namando to the Rodger Chongwe led Commission of Inquiry in Mongu Monday morning.
Induna Mayuni said that the BRE has engaged the central government over the Barotseland Agreement but without tangible results since 1969. He said that the BRE now wants the voice of the people of Barotseland to be heard and respected.
And Induan Namakando has said that the BRE will soon call for a national council where the all leadership of the Barotseland will make submissions on the Barotseland agreement whose resolutions will be forwarded to the Central government.
And in responding to the submissions, Commission Chairperson Rodger Chongwe said that it was clear from the BRE’s submission that it is not the Litunga and the BRE that let the people down but the Central Government.
The Commission has moved its sittings from Mongu to Limulunga.

It’s good that the BA64 is published in the news papers that we understand the contents. We read the contitution of Zambia, so we want to read this agreement as well. Where is the GVT not fullfilling? What is expected of in the agreement? Give us this document please.
Is this the same Barotse Royal Establishment which was not so long ago on RB’s side against the Barotse Agreement?
Just google it i am sure you should be able find it, it doesnt say anything about seperation, it just talks self governing (which can be taken care of through decentralilisation of every province) and where all the taxes collected should be used by and for the lozis alone and that all natural resources in the Barotse land belong to the lozis through the king. Also google the map, it includes part of Angola, Namibia and Southern Province, let the start with angola and Namibia and the come to Zambia. So the issue seperation is just idea of a few disgruntled, greed, basesless people who have nothing to loose in case of war and feel that there is oil in Western Province and once seperated, they will swim in dollars. The solution is to have a refrendum.
Mr Chongwe has already come to the conclusion that it was central government that let the people down. Is he closing his commission then?
Why contine with the exercise when all is concluded?

The best is to let go, so that  when it is clear that she needs you back then you can say, I told you. It is the same with BRE. The agreement was there and it has been abrogated, why not let them go? #5 your comparison sounds interesting but I don’t think it can be applied on national affairs.
Zambia is a republic (the word “republic” comes from “res publica” – meaning everyone is involved) so it is not up to one person, or one tribe to wake up and decide not to be a part of the republic nor can the leadership simply declare that “those who don’t wish to be a part of the republic, let them leave and let’s see how long they grapple with their concept of building their own new republic.”
We have at least 73 tribes. Just imagine what would happen if all of them decided not to be a part of the republic!
The so called Zambian Republic came into being thru the merging of two territories i.e Northern Rhodesia and Barotseland. The entity called Barotseland is a legal entity. The 73 tribes you are talking about are not. The number 73 is arrived at thru stu/pid double counting. My point is a Luyi, Subiya, Nyengo or Totela is first and foremost a Lozi because no one speaks Luyi, Subiya etc in Western Province. Former Prime Minister Nalumino Mundia was Nyengo, Lisulo was Kwangwa, Masheke was Luyi but they are all regarded as Lozi. Equally a Bisa is Bemba and there is no need for people to start splitting hairs. It is sill..y. Your ’73 tribes’ either belonged to Barotseland or Northern Rhodesia these are the only two legal entities that existed so please stop loading us with your pile of piffle!
I agree with #3 Angry above.in fact after the 47years of independence and 20years of Democracy, the freedoms of association and expression and the dynamic changes zambian provinces /tribes have gone thru,NO ONE PROVINCE will agree to allow another Lozis to rule them least it becomes another colonialism or defacto Sir Roy Welensky.The people of  NORTH-WESTERN, copperbelt, southern and part of central provinces will NEVER AGREE OR ALLOW BRE to rule them forever like a monarch. And that is just on infrastructural development. The remaining provinces are all but the same. No province can claim to having been marginalized compared to others. Lusaka and the Cooperbelt are the financial centers of the country and you should expect them to be slightly ahead in terms of infrustractural development. However, if you have traveled beyond Africa, you will probably learn that even what we are now seeing as developments around LSK and CB is far from what i would personally call development. Hence, all the 9 (10) provinces of Zambia share the same problems.Â

It covers Southern, N.Western, CB and Some parts of Central. In fact, i hear its all the section of Zambia to the south of the Kafue river. Then it also includes some parts of Namibia and Angola. Its probably bigger than the rest of the country called Zambia.

Membe and Sata made a lot of political mileage out of this issue by turning people who wanted to commit genocide by killing Nkoyas and Mbundas into ‘innocent victims’. Moreover, the same people gathered illegally, intent on rioting and damaging private and public property so let Sata and Membe deal with the fire that they helped to burn.Â
Number 9 am half Kaonde half bemba and my wife is Lozi, i found this issue rather intriguing. Do you that even in one neighbouring country this issue is thare/ actually some people were rounded up charged and I think charged with treason. but the case took a long time to dispose off you know it is sensitive. I hear some Zambian lawyers were on that case whether defending or prosecuting I dont know. So countrymen and women lets pray about it and God Almight will guide us. Coz if you follow it there are so many issues involved, implications, other countries, provinces, tribes, etc it may have to start with referendum, got te get the views of the non Lozi speaking people. First the issue of separation should be out but autonomous. No one submitting before the commission has come out clearly on the type of govt that will emerge if by mistake separation is granted. Can someone tell Zambians thru the commission whether BRE and other groups are looking to establish a monarch, multi party system, one party or one tribe participatory democracy etc? Please come out in the open. Don’t hide behind sobes, we don’t want to create another bosnia where non lozis will be cleansed
It is imperative that our Lozi friends make it clear what they really want. Maybe a group of people and government need to look at some of the contentious issues in the BRE, I have not read the document, if for example words like separation are used, they need to look at this and define what they mean or change the word as suggested by another blogger (autonomous). Also they got to be realistic in their demands if they are thinking of separation that would be pushing to far
I have a bad feeling towards this noise of BRE…thats how Bosnia, Serbia and other parts of Europe separated and many pipo lost their lives. Remember Rwanda and how people died…we have Lozi wives, neighbours and friends and this puts them at risk if hell breaks out. This has potential to break peace we enjoy if not carefully handled……what separation and self governance are they looking for? You cant have one part of the country that governs itself and uses the resources from that province for their own programmes. Who gave the British powers to make an arrangement with the Litunga? KK is alive and he should be asked exactly what transpired and why he never fullfilled this rubbish. Its time we dealt with this crap once and for all……
Crap! Therein lies the problem. That nationalism led to the collapse of some of the greatest countries in the world is crap. No one can withstand the tsunami of nationalism when it comes their way. If you read the events and negotiations leading on to independence 1964, you will understand that Northern Rhodesia and Baroseland were the protagonists, and the British acting as referees allowing for fair play to come up with agreements athat would satisfy all parties to the BA1964. Read about all the assurances and reassuances that KK made before independence for you to understand why the Lozi feel betrayed, belittled. It is for the same reason why WP remains little more than a backwater. Because KK and the zambian Govt felt a developed WP would ask for seccession.
When KK was being taken for a ride with oil from grass, and Chama, hewell knew, and the people of Barotseland havewell known for many decades that there is abundant oil resiurces right in their backyards. Go see the beacons put up by private people all over the place, just waiting for an enabling environment. But no, such development for WP would give an already proud nation mileage for seccession, as if seccession is implicitly defined in the agreement. Seccession is only implied when, and if either party does not hold true to its side of the agreement as UNIP did through successive legistation meant to fix the Barotse King.
I would urge both protagonists and antagonists to exercise great caution and reflect deeply on what would be best. This is a real issue and has the potential of being destructive or being unifying. Let good faith prevail.
This is sheer waste of public money. Sata thought he was appeasing these people by putting up a commision of enquiry, but he will realise it was a big mistake. All those that were released through the presidential pardon must be re-arrested and tried for treason. Enough is enough.

BA64 is a fraudulent document that was conceived with out the consent of all the stake holders in Western Province particularly the Nkoya people who are indigenous to the Province more than the so called Lozis who are just Makololo hiding under the so called Lozi name and only arrived in the province in 1815 onwards.
Why then would new comers to the province think they have more rights than the indigenous Nkoyas? The PF government must act in a fair and transparent manner by dividing WP to create Kafue Province. This is the real solution to this issue.
Nkoya people do not want to be associated with fraudsters, tribalists and arrogant people like members of the BRE. Just because they so out to foreigners in exchange for a document, does not make them the owners of WP.

Ive just seen the BRE agreement and the possible map. I am just wondering why the Chief forfeited the boundaries covering Botswana, Angola, Â DRC and Namibia when they signed this document. We all could have benefited from these junks of land given to other countries. Zambia couldve been much larger than this. Or is it that the boundary is exaggerated! lets give the chief power to ‘sell beer’ and control tribal land. whats so difficult about that. Dont all chiefs do that? am just worried my Lozi friends may go back to drinking in hiding after beer is forbidden again. UKUNWA ICHILOZI!
