UPND President Hakainde Hichilema has called for a more effective fiscal regime in the mining sector. Mr. Hichilema told ZANIS in an interview in Lusaka yesterday that government should introduce windfall tax in order for the country to derive maximum benefits from mineral resources.

He said the mining sector has the potential to raise revenue for investment in other sectors such as Education, Health and Agriculture hence the need for a proper tax regime.
He advised the ruling PF to institute fair and mutual negotiations with mining companies on the need for a more profitable tax regime for the mining sector.

Mr. Hichilema added that the 2012 national budget should not only focus on expenditure but also revenue especially from the mines. Mr. Hichilema said the 2011 national budget did not achieve the intended targets due to under allocation of funds to various sectors.

He explained that the trend could be addressed through increased revenue from mines which could be allocated to other equally important sectors. He accused the former MMD government of not allocating adequate resources to critical sectors such as Agriculture, Health, Education and Energy among others.

He expressed hope that the PF government will tomorrow deliver a fine budget which will address both expenditure and revenue

Meanwhile, Mr. Hichilema has welcomed the postponement of the date for the three by- elections that were supposed to be held on November 24th this year.

Mr. Hichilema said the postponement will enable the electoral Commission of Zambia (ECZ) to put in place measures that would ensure that the elections were not contentious to all parties that would participate.

He told media that ECZ requires ample time to prepare itself so that it produces a good results certificate at the end of voting.

Mr. Hichilema observed that the last general elections were marred with a lot of malpractice because the commission could not produce results certificate for each polling station.

“In the last general elections, there are so many contentious issues that have been raised so there is need for the commission to prepare adequately for the forthcoming by-elections,” Mr. Hichilema said.

He hoped the extension by one week would give ECZ time to deliver the election materials on time adding that the idea of panicking at the last minute was unprofessional.

Meanwhile, Mr. Hichilema has advised the commission to consult with stakeholders before they make decisions concerning the nation.

“The ECZ were not aware that the grade nines will be using the schools for exams when they were setting that date. That is why it is important to always consult before you make these decisions,” he said.

And the UPND leader has disclosed that his party was ready for the by-elections in all the three constituencies despite them not fielding a candidate in Nakonde.

The parliamentary by-elections will be held in Nakonde, Magoye and Chongwe constituencies.

    As business people you and me know that windfall tax is not as easy as you want to make it sound. I think you are becoming headless and jumping on every hot fashion of the day in town. Find your own real message and stick with it. It is about values and principles and sometimes we have to be ready to suffer and pay for our values and principles than jumping on every FUD in town. Windfall Tax is just another FUD in town. It , too , shall pass away

  4. HH sound logical and cool headed. I wonder why the PF govt is uturning on the much talked baout Windfall Taxes on the mining companies. We need to derive maxmum benefits from our minerel resources and diversfy in sectors such as energy, agriculture and human capital development. At the rate mining activities are being conducted we risk finishing all the minerals and remain with big holes in the ground.Albdon Nickel Mine closed and put on maintenance and care. Are we bieng serious ? Why cant the mine borrow from Napsa or partner with ZCCM – IH.US$10M can be sourced even locally from the financial market. Lets be serious with the way we do things as a country.HH show them how do things.

  10. HH should not claime to be the chief advisor on wind-fall tax as Bob Sichinga had been talking about it for a long time as can be proved from archive imformation.

    The only deferrence is that Bob is now in government and has to wait for right moment by government to sort things out.

Good HH render your advice like a responsible citizen however you need to rebrand your approach to modern politicking in line with the new generation discard the brazen brash MCS style for EC Jr’s style before he eclipses you, then there is the tribal tag which needs to be worked on, please accept there is an issue here and deal with the misconception if that is what it is. Be assured that the PF govt will finally introduce windfall tax at an appropriate time, they are still in consultation with all the stake holders, this is not an issue that should be implemented haphazardly based on the populist premises, we are talking real economics here and not just mere politiking, let us be factual and logical in our analysis otherwise this blog risks turning out to be another zedleaks or ZWD, because some of the comments being posted are indicating how shallow some bloggers are, too shallow that that they can walk on stilts under the belly of a snake!!!!

  27. UPND as a political party, and HH as an individual politician, should learn to separate politics from issues of national development. And I am glad to see that they are now learning. What HH has said is an issue that concerns our collective national development agenda and he should be commended for that. But this shouldn’t be any different if its the folks from PF or MMD who says it.

    What saddens me though is the kind of blind support for HH emanating from certain circles among Zambians. These people do not seem to discern the big gulf that exists between personal wealth and political capital—-because there is a big difference between business and political brilliance! Hoping that HH will become president some day based on his business prowls when he has huge gaps in his political portfolio could indeed turn out to be just wishful thinking. HH needs to learn a thing or two from his nemesis, Sata. Brilliant politicians operate with an eye on the ball. They find their message early, refine its delivery, stick with it, and have an optimistic view of the future and the people they wish to lead some day. Not peddling negativity all the time!!!!

    Just like everywhere else, here in the United States politicians who are perceived to be “Bandwagon warriors” and are “wish-wash” in their core political philosophy and beliefs have a hard time succeeding in politics. This, unfortunately, is the trait HH seems to poses in abundance. These political tactics of trying to get in bed with other political parties and then turn around and start bashing the supposed alliance has really eroded HH’s standing and honesty among many Zambians. And this has made a lot of people question his motives every time he comments on national issues. Today he is implicitly telling RB and his incompetent MMD off, yet by next week we will hear about how he wants to get in a political pact with these same incompetent and corrupt individuals.

  31. By the way, if I may ask, what has changed? Just a week or so ago mines Minister (whose name escapes me at the moment) was telling mining companies how they should get ready for tough re-negotiations of their investment contracts, and we didn’t hear even a ‘beep’ from HH or UPND in support of this stance from the govt. And most of you UPND sycophants on trolling blogs went on the attack denouncing the Minister of mines. Today HH says the same very thing in slight different way, and all you UPND attack-dogs have your tails between the legs singing “praise hymns” to HH. This is what confuses a lot of genuine and independent folks in Zambia and abroad who would love to lend support to HH and UPND. Let us be honesty to ourselves and the agenda we seek for our beloved country, Zambia!

You should go to Cyprus and see depleted and abandoned open pits that used to be copper mines there. And this is a scenario where Zambia is headed to. You say HH should find his own message and stick to it. What do you mean? Politicians should be have a product/business like bahavior. Products focus on meeting needs of customers, similarly, politicians should focus on what the Zambian people have been crying for, and Windfall Tax is one of the hot issues Zambians have been asking for. PF promised that windfall tax would be one of the first issues on their to do list, but it seems they dont have the brains and the spine to engage the mines.
