Politicians behind Barotse chaos face arrest

POLICE Inspector-General, Martin Malama says law enforcers will soon make arrests of politicians and individuals who want to use underhand methods to ascend to power through the formation of an illegal parallel “cabinet” in Western Province.

Meanwhile, Defence Minister, Geoffrey Mwamba has said his ministry has started working closely with security wings to ensure that people planning the secession of Western Province from Zambia were brought to book with minimum delay.

Mr Mwamba said Zambians should be assured that order would be maintained in Western Province because it was part of the unitary State called Zambia.

Mr Mwamba said even though his ministry was not responsible for engaging with individuals breaking the law, the Zambia Army had an interest when it came to people talking about parallel governments as that bordered on the security of the country.

And Dr Malama said people who lost the September 20, 2011 presidential and general elections should realise that there was a new and democratically elected Government in place.

In an interview in Lusaka yesterday, Dr Malama said police had covered enough work through the cooperation of the people of Western Province to identify individuals behind plans to form an illegal cabinet, an act which was in breach of the Republican Constitution.

He said Zambia was a unitary State which would not be allowed to collapse into chaos and divisions and that police and other security wings would maintain their duty to protect the Government so that it could concentrate on delivering development for the people.

Dr Malama said a combined team of security wings was on the ground in Western Province and that a comprehensive statement would be issued through the Government soon.

President Michael Sata last week asked the defence and security wings to move in and check some elements in Western Province who were trying to form a State within a State.

Reports received by the President indicated that a prime minister had already been picked for the illegal government.

The Inspector-General said the police had established that the people of Western Province were generally peaceful but were being confused by a clique loyal to some losing candidates in the September 20, 2011 elections.

“They lost the elections because that is democracy and we shall protect the same democracy and the Government which is in place right now. We want the Government to implement development,” Dr Malama said.

“It was illegal in any democracy for losing candidates or sympathisers of losing candidates to sneak into Government through the backdoor,” Dr Malama added.

He said because the people of Western Province were against the illegal formation of a parallel government, they had been giving details about the identity of those planning a parallel government.

The general understanding of the role of the opposition was to propagate alternative policies upon which they could win support and not to form parallel governments.

Dr Malama said while a few individuals wanted to fan trouble in the province, ordinary Zambians in the area were concentrating on economic ventures such as agriculture and fishing because they were not interested in agitation for secession of the province.

    • Twapapata read the BA before you expose your ignorance, the BA does not talk about secession but unites Barosteland economically and adminstratively to Northern Rhodesia so Sata has in no way breached his campaign promise! Mule joba bane!

  8. I think this gvt has no ability to ready between the lines. The batotse agreement doc is a fault line in zambia’s unity, stability and peace. We are told the region has diamonds and oil. This makes it vulnerable to ‘VULTURE’ states in need of resources like USA, UK, China etc who can take advantage of the situation and base their arguement on the BA64 to divide zambia so they can hav the resources. Be careful, arrests wont solve the problem but will just make things worse. Only intelligent and wise leadership can solve this problem. Make no mistake about this, the document is valid on the basis that there is no zambia as it is today without the BA64. I hope the recommendation from the inquiry and the action to be taken by the president will indeed bring a LASTING SOLUTION to the issue

By sending the Lindunganyambo leader to Angola as an ambassador, you have not dismantled the whole group that existed during the Rupia error and even before then.

The PF and the Post should not waste time and resources on prosecuting a corrupt fight that is clearly partisan and will further destroy zambia but should instead  concentrate  their energy in fighting these criminals trying to destroy Zambia. Secession  is possible if and only if there is referendum where all people in the so called barotseland  jurisdiction are allowed to vote. The litunga can’t win the vote when the copper belt is involved, let him forget. This problem is a creation of Sata and his useless promiseto restore BA1964  within 90 days, he has failed to deliver and let him apologize for lying.

  15. Across the Zambezi is a beautiful, rich land of my forefathers who have died because of that land. On a tour of the land, an uncle told the neighbouring people; you see these, they are the owners of the land. you will not manage to kill them all, and one day they shall settle on this land which we have won in govt courts and in the Kuta at Lealui and Limulunga. These words ring true as I watch the stage being set for omenga, the ultimate excuse to send the army to barotseland. It was RB’s miscalculation and his undoing. Kill our people, and you may have to fill your prisons to the brim with us. The wrath of the people (and the International community) shall make the slaying of Muarmar Gaddafi look like a little children’s mid morning play – acting.

  18. What is Malama talking about? I thought the problem in Western Province is about an entity called Barotseland, being advocated for by SOME DISGRUNTLED LOZIs. How do pipo who lost elections come in? I thought Malama’s boss was a hero in January 2011 when he didnt see anything wrong with these disgruntled Lozis? Hiding your heads in the sand will not help. The problem has nothing to do with anyone who lost an election, it was there before the elections and was actually aggrivated by the PF. Those disgruntled Lozis need to be arrested, and the first thing Sata did was to realese them? Deal with the matter sir, no scapegoats!

  25. Zambian politicians please never append your signatures to documents or Agreements you know too well that you are not going to honour. Please Kaunda come out of hiding and explain yourself. Your signature is on the Barotse Agreement. You signed on behalf of Northern Rhodesia. Come out of hiding big man. Has Sata given you refuge in the ‘Torture Tunnels’?

Dont misunderstand my kateka mike.Valid with development not secession you muntuz.Translate this document in their language and the problem will be over.The town lozis have misled their relatives back in western province thinkin secession means development.When HE Mike says he will honour the agreement this simply means he will bring you development NOT secession.
