Former Zambia’s High Commissioner to Canada, Nevers Mumba yesterday opted to remain silent when he appeared before a combined team of investigative wings of government at the former taskforce on corruption offices.

Dr. Mumba was able to speak to the media claiming allegations leveled against him are baseless.Dr Mumba is alleged to have solicited and received more than half a billion Kwacha from Barrick Gold, purporting to fund a Zambian cultural week in Canada.

“We have made our position very clear that there was no such thing that happened that they are talking about. So I just came to make that one statement that they are talking about private money and not public money that was given as a sponsorship to Amayenga to come and perform in Canada”

Dr Mumba said that he was disappointed with what was going on. He urged MMD members to be strong and organise the people and said that if investigative wings have questions, he was ready to go to court and answer those questions.

According to joint investigative wings Spokesperson, Charity Chanda, Dr. Mumba exercised his constitutional right not to respond to any questions from the officers.

She said that the investigating team will explore other options including recalling Dr. Mumba as investigations in the matter progress.

And Patriotic Front (PF) secretary general Wynter Kabimba says investigations being carried out on some former leaders in the MMD government are justified because people want to know whether they stole tax-payers’ money or not.

Mr Kabimba said in an interview over the weekend that law enforcement agencies should arrest and prosecute all former leaders who are alleged to have misappropriated public funds.

He said once arrested and prosecuted, such former leaders will serve as a deterrent to would-be offenders.

Mr Kabimba said he is disappointed that some former leaders allegedly abused public resources despite being aware of the suffering most Zambians go through.

“I think it will be unfair to Zambians to allow former leaders who are alleged to have stolen public funds to go without being probed. There arevarious allegations that have been levelled against them which need to be cleared,” Mr Kabimba said.

He said the PF government will only show its commitment to fighting corruption when it ensures that all former leaders suspected of having plundered national resources are arrested and prosecuted.

“When we were campaigning, we promised the people of Zambia that we will fight corruption when ushered into office and we have already started showing our commitments towards this fight.

“We want all the people who have plundered public funds at the expense of development to be arrested and prosecuted in accordance with the law,” Mr Kabimba said.

Mr Kabimba said the crusade against corruption is being done without malice. He called on Zambians to support President Sata’s resolve to rid the country of corruption.

  1. Better you cooperate and settle this matter with investigators. How private is this issue if that money was given to you in your capacity as ambassador to bring a Zambian artist? Whether private or not the question is did you receive that money and if so, account for it. I am sure PF is not wasting time on this useless case.

  3. I endorse the position taken by Dr Mumba and urge all MMD members being victimized that they have the right to remain silent and our current constitution guarantees that. If the Government have a case to answer let them go to court and we shall meet them there and answer questions and let our judicial system be the judge.

    The right to remain silent should also be extended to all the corruptly set up commissions of Inquiry set up with a per-determined out come to fill pockets of PF cadres with public money.

    The right to remain silent should be extended to these money shredding CIOs.

    If they have a case, there is only one place to settle it and that is NOT in the media, NOT at CIOs, BUT at the Zambia Court of Law. Let the real battle begin.

      You’re so right! What will be the work of the courts if these allegations are being dealt with by so called investigative wings. Let them investigate and then charge these people instead of calling them thieves. Yaba!

Well, unfortunately (or fortunately) the law and the constitution are not partisan therefore every citizen is within his rights to invoke anything from there that protects, or appears to protect him. I would urge that we patiently oblige Dr. Mumba’s right at this stage and see what unfolds from there. This expression of impatience, obscenity and outright ignorance of wider issues is exasperating, at best. Chief MMD Bootlicker #5 brings out very pertinent points.

    You were shouting and stamping about your inocence , now you are silent. What about the abuse of GRZ manees ? Is that another case you have to answer ?.
    These are the type of pipo MMD chose as leaders. Pipo with cases of plunder and mismangment sourrounding them. The embassy in canada was one of the most expensive to run with very little returns. Only to find the embassy blackmailing would be investors.

I strongly support Nevers for remaining silent.May I appeal to the other accused is that since most accusations leveled against these former leaders are ridiculous it is better that to short cut the so called investigations,let the Police proceed to charging those accused and taking them to court so that everything is heard in court Currently Peter Daka has been charged for an office of obtaining money by false pretenses just because he was making blocks at his house and the ZESCO Bill over a period accumulated to K45m.We are not told whether Peter Daka refused to pay the bill or not.If Mr Daka was in GRZ House,would it not be better to recover this bill from his terminal benefits that gathering a hod of security personnel just to quiz a guy on ZESCO Bill.

A government that is so obsessed with the faults of others is a problem, this government is spending too much time on the past, there is so much poverty in the country and every day all we hear about is what the previous government did. Cannot they focus on more than one issue, Zambia needs development and that is the issue that should be number one. Why does the justice system have to operate at the behest of the government, can the system not operate on its own. If the government can not see anything wrong with this fixation on the past they should start opening their eyes and develop the country, has any of them seen UNZA of let, a national university whose buildings are a disgrace, when was the sewerage system in Lusaka update, Come on BaSata get to work and stop this charade.

As the Catholic Bishops said, what is being done about corruption now? What is PF proposing in order to strengthen the country’s governance systems??   21. The only solution is for GRZ to put every expenditure current and proposed on a notice boad for the citizens to scutinize. It seems the checks in place are not enough for these pipo with accsess to GRZ manees. It seems like they go to bed planning and spend all next day at work thinking of how to steal public funds. By former leaders, Mr Kabimba should include all those that served from 1991 to 2001. For example all those who sold themselves and their friends and relatives Lusaka City Council taverns. Then the PF will indeed SHOW its commitment to fighting corruption. As it is now, we only see selective prosecution of MMD leaders and not “the others” including ourselves.

  32. The best way to fight corruption is to put in place strong measures of control. Chasing after people who are allegedly to have stolen is akin to bolting the stable after the horses have escaped. Prevention has always been better and cheaper than cure. We dont fight corruption by announcing that Tom, dick or harry faces arrest for this and that. That is playing to the gallery.

What is Dr. Mumba ‘s interpretation of private money? He could not have handled a dollar if he was not High Commissioner in Canada. Even if that was the case, he should given the balance of the money to mayenge, who in this case are the rightful owners. Dr. Mumba is absolutely bound to be misunderstood. He could have done a better job as High Commissioner.

    With all expenditure put in the public domain, GRZ should then instruct ministry of education and insitutions of higher education offering economics and accountancy related courses to design modules on studying the expenditure of public funds using the exposed data . This will help Zambians future leaders appriciate the process of GRZ spending on developmental projects and give GRZ advice from the pipo. This will ensure projects are inspected and scrutinised at no extra costs to GRZ. This will surely make life more difficult for thieves of public funds. The only cost to GRZ would be setting up of nthe team to collect this data and put it to the public. Even if donars are approached, they would fund this team. Only theives and MMD would object this proposal.

    Even engineering students would study the poposed infrastructure and contribute. This would also give the education ministry a chance to insist on short term placements for students. Apart from the watching of thieves and MMD, The long term benifits are astronomical to Zambia. If such a project was in place during RBs time i am sure he would not have given the contract to run the scanners to a foriegn company.
