MP Simfukwe faces arrest for stock theft

The Provincial Taskforce on Corruption in Northern Province is set to arrest Mbala Member of Parliament and former provincial permanent secretary Mwalimu Simfukwe for stock theft.

Northern province Police Commissioner Mary Chikwanda has told QFM that the Taskforce is also expected to pounce and seize Mr Simfukwe’s cattle from his Mbala farm.

She says the Provincial Taskforce on Corruption in Northern Province has been investigating strong allegations that Mbala Member of Parliament and former Permanent Secretary, Mwalimu Simfukwe diverted cattle his office was purchasing for the re-stocking of Mbesuma Ranch, to his farm situated in Mbala District.

Ms Chikwanda who is also Chairperson of the Taskforce states that an analysis of procurement documents and store records has revealed that over 55 cattle worth over K100 million are missing from the State Ranch.

She explains that the records show that 103 cattle were bought between 23rd December 2009 and 23rd August 2010, of these, 97 were pregnant.

Ms Chikwanda says investigations have also revealed that a head count including the resulting births from the pregnant cattle would require that as at December 2010 the Ranch was supposed to have over 202 Cattle instead of the 104 manipulated records show.

She adds that investigations have also revealed that there are no records accounting for the missing calves that were born from the pregnant cattle and if there were deaths veterinary mortality records would be available for the missing calves.

Ms Chikwanda says as at 2010, Mbesuma Ranch had 104 Cattle instead of 202.

She says the Task-Force is currently interrogating former procurement officials, Mbesuma Ranch Manager, and are pursuing a veterinary doctor who was present during the purchase.

The Northern Province Taskforce on Corruption was formed by Northern Province Permanent Secretary, Emmanuel Mwamba.

It comprises of officers from the Zambia Police (ZP), the Drug Enforcement Commission (DEC) and the Anti-Corruption Commission (ACC).

The Taskforce has seized assets, buildings, housing complex, motor vehicles and Trucks since it swung into operations last month. It is also pursuing Simfukwe for allegedly illegal award of dubious contracts worth over K3.5 Billion. A few suspects are appearing in court.

  1. I am still trying to reconcile what really the motivation of swindling your employer benefits you at the end of the day? Is this why political aspirants almost kill one another just to get into office? If this gentleman is found wanting, please let him face the full force of the law as it applies to crimes such as this.

  4. Theft is THEFT even if it is 2 ngwee; therefore it is worth the investigation. Botswana survives on Beef export why not Zambia??? @1 & 3, please the only way we can move forward is by eradicating theft and corruption. MMD MPs took ZAMBIANS to be ST.UPID, they wanted to steal anything that came their way. It is wrong and they should be arrested.

  6. Since when did slave traders become cattle rearers. Leave cattle to people who know how to look after cattle. Northern, Luapual and Muchinka Provinces are not cattle areas, they can’t even milk a cow. These provinces should concetrate on coffee and tea cultivation, as well as chilemba and delele and imbowa fish and buka-buka. Eastern province is for pigs and ba Phiri (goats), groundnuts and maize. Cattle is for Southern and Western. I now hear that since Bemba population in western province has increased also has cattle theft. Please stop stealing, of Lozis were thieves there would be no cattle in western province now….the way you have finished cattle in Bembaland. Imwe bantu, ni chani kansi!!!

The Provincial Task Force should not become narrow minded about this investigation as they might charge a wrong person.First to establish is the loading documents at the point of purchasing these animals.Does the loading record tie up with the animals that were delivered to the receiving ranch.Who were involved in both procurement,loading,transportation,receiving and daily animal records to ensure that no thefts took place while the animals were in transit or at the ranch.If the task force merely concentrates on Hon Simfukwe,they might miss vital leads.

Mr President, the only way to stop these parasites in MPs cloths is to put all GRZ expenditure in the public domain. it is our manee after all, why would you fear such actions. Even open a carriculum for our students to study GRZ expenditures and procurements. only those parasites in manegers cloths would oppose such a move.

  16. i commend mwamba for the initiative, this indeed what we need. even those who two bobo, they should be probed and brought to justice. its not about the amount, its about justice. you can’t equate justice money, if was so we would to stop arresting those who steal chickens, those who kill people etc cos the government does not gain money through this but instead money is lost. this is what justice cost. those who stole regardless of the amount they should be prosecuted to the maximum so that justice is served. and those who so now, should as well be arrest and prosecuted…we dont have to wait until they are out office…

Bembas are not the majority in Zambia, it’s a lack of understanding of which tribes should be considered to be Bembas. It also seems that all the people that can speak some Bemba lanuage or words are Bembas by your thinking. I wish you had some education Zuma.

  20. Ka #24, just because your ka tribe has been ultra-conservative refusing to share its language with others doesn’t mean anyone who speaks Bemba is Bemba. You will be surprised to find that your wife, mother and uncles are all deported when you apply that ruling! Most of them can’t even remember their language because of insulting in my Bemba tongue!!!! Ukutumpa!

Sata used to laugh and insulted Kunda when he was in helicopter and passing through that market whilst Sata was driving. Seen those ugly roads leading to Simwenda via Chibwi and mutonga? Corruption at its best.

  25. For the sake of those who did not do Social Studies,Civics and History,not every one who comes from Northern ,Muchinga and Luapula Provinces is Bemba.Just engage someone to teach you these basic subjects so that you know who is Bemba.By the way HE MCS is not BEMBA. He is BISA.

Thieves can not investigate fellow theives.Mwamba and Saviur chungu are the same.You can be called a thief even before you are taken to court.That is why they are called suspected thieves.Health expert say suspected cholera actually it is cholera.So leave Simfukwe it is difficult to prove unborn calf.When a pregnant woman dies they dont say where is the bay which in the womb.The doctor will simply certify the death of the woman.under the penale Cord there is no thection which says stealing cattle which were not born.It simply says cattle only one which you can count and see.

  27. Arrest Simfukwe. He thought he was smart. Steal calves and no one will count. In fact the current cost of 55 calves is K250million here in Mazabuka. I think Emmanuel  is a visionary leader. There are jealous fools that will allege and show ignorance about others and just show hatred. I for one think this government is on a good path. By the way when is the Taskforce in Lusaka arresting James, Henry and their sidekick Dickson Jere?. I think we need to be serious. Why pursue small fish like Simfukwe and leave the biggest thieves?

  29. #38 Lwali “kuli ndwiiii!” – I have one question for you, what language do Bisas, Luundas, Lalas etc all speak? Everywhere in the world today and more so in Africa, there is nothing more than language that defines ethnicity. Bisas and all that lot in the Northern caucases is Bemba. It’s like saying in Batotseland there are many tribes such as Subiya, Kwangwa, Nyengo, Fwe, Mbukushu etc, its being plain bonkers to think that way. Simfukwe is Bemba and that is wht he subscribes to the doctrine of “ntolele fye”.

  31. So much happened in MMD pertaining to animal thefts… this started with RB himself! Investigate from all State Ranches, not only Mbesuma… Start with the State Lodge and then spread to Chisamba etc. Mwalimu’s case is a tip of an icebeg.

  32. It is now crystal clear that the Police, ACC, DEC and select elements of OP have formed a GESTAPO variant of Task Force to harass opposition politicians in selected parts of the country. The system is too porous to operate clandestinely. Apparently, names of this special Task Force are well documented and stocked on a database for future corrective measures by the next Govt. It is a worse brand of governance to abandon development and thrive on instituting Gestapo tactics against innocent citizens. GBM and Kambwili know their fate, but persons that will suffer extreme irreperable stress when Sata dies of heart attack include: Joseph Lungu, Malupenga, Mangani, Masebo, Mmembe, Mpombo, Mwenye, Mutembo, Milton Phiri, Bob Sichinga, Sebastian Zulu. God is at hand to rescue this country. AMEN

I bet that Paramount Chief Chitimukulu and true line blood relatives of Bisa Chiefs Kopa and Mukungule can testify that this tyrrant carries foreign Tanzanian blood. Sata’s lack of understanding of traditional rulers in Zambia prompts him to antagonise NGONI Chiefs Nzamani & Mazimawe against a drankard Mpezeni. Hence Sata is neither Bemba nor Bisa. He only qualify as a Zambian by having been born prior to Zambia’s independence in the then Northern Rhodesia.

    Please respect other ethnicities,Mwalimu Simfukwe is not Bemba.If need be consult VJ about the non Bemba vote in northern and now Muchinga province.Cathrine Namugala rightly feels insulted for you to consider her Bemba just because of where she comes from.If you have not heard a language called Bisa being spoken,I have and I can assure you it is distinct from Bemba and can not be understood by a Bemba.I interact with Luapulans and most will not tell you they are Bemba,they will mention gumbo etc and their language is disctincy 
    Talking about cows,please ask any na mwanga from Isoka,they pride in cattle rearing and use it in Lobola,just like Tongas(possibly mambwes too like Simfukwe).Please let us be broad minded!!
