BNC acted quickly, they should have waited for cabinet to study the recommendations of the inquiry- Wina

Nalolo Member of Parliament Inonge Wina feels the people of western Province should have waited for cabinet to study the recommendations of the Commission of inquiry that was instituted to investigate the Mongu riots before coming up with resolutions on the Barotseland agreement.

Mrs. Wina says it is for this reason that the government has not commented on the matter because cabinet has to study the report before it can give its position.

She adds that it would also be premature for her respond to calls by the Barotseland National Council suggesting that western province members of parliament resign in order to pave way for the preparations for the secession process.

Mrs. Wina the current gender and Child Development Minister has told QFM news that she is however happy that peace has continued to prevail in western province and that business is running as usual.

In the resolution passed during a meeting held recently in Limulunga, the Barotseland National Council (BNC) recommended that Barotseland secedes from Zambia to become an autonomous state.

And Women for Change Executive has said that Barotse Agreement of 1964 is not about seceding from Zambia but decentralizing power to ensure that resources are shared equally. The agreement is about promoting development and addressing social and economic rights of people.

Women for Change Executive Director, Emily Sikazwe also called for dialogue between government and the Barotse Royal Establishment.

The organisations understanding of the agreement is that it is about devolution of power and resource allocation and this can be applied to the rest of Zambia as most communities are wallowing in poverty.

Ms Sikazwe said in a statement that there is need to uphold peace and security. She says conflict should not be tolerated because it will mostly affect women, the aged and children.

Meanwhile, A clergyman in Western Province has appealed to Christians in the Province to preach peace and be a source of hope as the region experience issues surrounding the Barotseland Agreement of 1964.

Speaking during a Church Service today, Mongu Assembly of God Church Reverend Raphael Silwamba said there is need for Christians regardless of their tribe to be a torch of hope in the province if peace is to continue prevailing.

Reverend Silwamba cautioned Christians against altering words that can bring tension and havoc to adding that people should consider seeing each other as one in Christ Jesus.

“I want to urge you not to speak words of violent against one other because of tribal differences, such issues have the potential to create tension in our society,” he said.

He noted that if not handled properly, the current reported relationship between the Lozis and Nkoya speaking people can result into apartheid as situation he said was not good.

“Theses indifferences we are reading in the newspapers of the Nkoyas saying this and that is very dangerous, it was such misunderstandings that brought hatred and war in some of our neighboring countries” he added.

Reverend Silwamba further urged Christians to ask God for wisdom for government and the Barotse National Council so that the two can reach a comprehensive agreement on the matter.

“Our role as Christians is to pray for the two authorities so that God can give them wisdom in handling this matter, we should not be seen to take sides whether Nyoya, Mbunda, Chokwe or what language we are. In fact for us if do not know what to say just keep quiet,” he said.

  3. What a surprise statement coming from Inonge who is regarded highly in western province as an eminent Lozi. She is in PF government as minister of Gender and fimo fimo who should have guided intelligently the Lozis in their quest for validation of BA64. Inonge is aware what her boss Mr Sata’s position is regarding the issue at hand. Mr Sata is the only president of Zambia that made pronouncements of restoration of BA64. Indeed in the eyes of people from western province and to Inonge her self, this went well and made all past govts look like impotent to resolve the BA64 issue. This was made between Mr Sata, Inonge and PF on one hand and the people of western province on the other. She is correct that Lozis jumped too soon to make resolutions on their meeting. However, Inonge was at hand

  4. Bo Inonge, The person who acted too quickly and did not wait for Cabinet to consider the issue is President Sata who dismissed the report out of hand. This was quickly followed by a paid for television program featuring Wynter Kabimba trashing the BA64. Are you not fooling the Lozi people by telling them to wait for Cabinet to look into the issue when your President and your Chief Executive (secretary General Wynter Kabimba) have already stated your party and government position on the matter?
    When is this proposed cabinet meeting seeing that this issue is urgent?

    • Did the president reject the report? No.Did he make a resolution that could cause the Lozi brothers to hhastily jump to that reaction? Please spare the president. He is very innocent. Up to now he has said nothing to that cause.

  5. to advise her fellow Lozis what needed to be heard from PF cabinet decision before convening their meeting. After all she is like a go between her party and her people. From her current statement it appears she has betrayed her own people and made a foregone conclusion that they(Lozis) will never achieve their desire to create their own country. A word of caution though is that since Lozis claim to have their tribe extention in Botswana, Namibia Angola and Zambia, they will be perceived as trouble makers and may not be entertained by any of these countries. A cause Inonge knows very well, she can only laugh at her people with a cabinet position in PF government.

    The fact that they rushed to make resolutions before hearing the results of the inquiry just shows that the BNC is more interested in antagonizing the situation than actually exploring peaciful solutions to the problem. I think this is a subject that shall expose the real pacifists from those who just want to tear the people apart. Lozis, Bembas, Tongas, Ngonis, Lenjes and all others have been living together peacifully all these years, so who does BNC think they are they to divide them? God created them as one nation! He will not allow selfish individuals to seperate them.

This is so bcos, imagine this one tribe which is so determined to impose its King, language and culture over all other tribes. Reason? Becuause when this tribe arieved from SA, whoever they found & and whoever came later was supposed to be under it or else, leave. Bcos of this, please, shud Zambia finaly give away WP, Kaoma and Lukulu should remain part of Zambia just to provide a peaceful haven for other tribes. Currently, the Nkoyas, Mbundas, Chokwes have no right to compalin about top GRZ jobs cos all what is known in WP are Lozis, what more then? The Lozi’s have been left way behind in development and have therefore been living alone far away from the rest of Zambia. What is in Zambia for the people of Barotseland? Did those words inspire confidence that if the BNC would wait there would be fair consideration of what was in the report? It is this insensitivity which makes the BNC resolve as it did.     • @Peters , the unfortunate part is there is no real plan for these regions. Except of course recent Muchinga which will overtake all these areas. Compare with our neighbouring Malawi, where 85% of the population is in the rural areas. We are still wallowing in the mud of indecision about what to do with our own country and waiting for who to develop these areas? So if you want a semblance of quality life, you have to migrate to either Lusaka or Copperbelt. Governments from the beginning have demonstrated a clear lack of commitment to balance development and growth and 48 years down the line, it doesnt inspire confidence that anything will change. Hence the calls for alternative regional development paths. I think you are aware that until Mwanawasa, there were no shoprite in many provinces.

  29. On reflection so much is clearer…Most people had opinions that will not be swayed no matter what is presented. This could essentially be about pride. So in time when we reflect back to our own ‘wise’ words at this point in our history will we be telling grand kids about our pride or our shame.   30. People are saying Sata said he will honor the Barotse Agreement. But I feel honoring the agreement is not tantamount to secession. And LIKE i said yesterday, when Kaunda and others were signing the agreement they were not doing it for secession, but for a unitary state. And if my memory serves me well, all those who are advocating for secession were yesterday, when P.F. was in opposition, saying that it is not secession that they were protesting for but development in Western Province. What is needed now is to advocate for development in Western Province and to refine the Barotse agreement through dialogue so it conforms to today’s challenges, not this extremism that we are seeing. Why have you not had the cabinet meeting over the same. It seems you think this is not serious an issue and so you are taking your time. Who is the cabinet in Zambia? Isn’t Sata Kabimba and Membe? Do you seriously think that you the”cabinet can reverse what Sata has said. How many meetings have you had since you came into office.     The question however is, was the resolution to breakway from Zambia the only option that was available to the BNC and the lozi people in general? The answer ofcourse is debatable depending on how passionate you are about the One Zambia, One Nation. However, I can safely argue that, to the younger generations whose aspirations goes beyond restricted boundaries, the answer is an emphatic NO! Lozi or no Lozi alike. The Nation knows fully well that Sata publicly rejected the main thrust of the Chongwe Commission of Inquiry touching on Barotseland Agreement of 1964. The Chief Exucutive Officer of PF threw away all tenets of diplomacy to publicly criticise Dr. Chongwe on ZNBC just to consolidate Sata’s stance. Apparently, PF got Lozi votes by promissing that Barotseland Agreement of 1964 would be restored within 90 days of PF being in Govt. In fact the 180 days have come to pass with no glimer of hope on the fulfilment of the election promise. Mrs. Inonge Wina, Mr. Sata, Mr. Kabimba and Guy Scott must seek God’s favour for wisdom to resolve the impasse they created through the deception of God’s peoples.

Sata him self made it clear when receiving the Rodger Chongwe Inquiry Report that he would be reluctant to table the recommendations to cabinet. The lozis and Rodger Chongwe team were even insulted by Wynter Kabimba that BA1964 was a rubbish document and that Chongwe and his team have no knowledge of development . In fact, Kabimba referred to the Agreement as —the so-called Barotse Agreement. The truth is Sata never thought the lozis would react the way they have done. What is worse is that Sata does not seem to understand that the Government is in a weaker position .

  42. When did the ‘Barotse Kingdom’ become a legal entitity? Where can we find the earliest maps of it? When did it change from Rotse to Lozi? You brains out there, please help.

    • Interesting questions! It became Barotse when the Kololo invaded and conquered in the 1830’s. Barotse means ‘people of the plains’ in the Sotho language spoken by the Kololo. Lozi came about because of the inability of the local people to pronounce the letters ‘ro’ and ‘tse’ in Rotse – just like ‘kuta’ and ‘pizo’ which came about because of their inability to pronounce ‘kgotla’ and ‘pitso’. What I’d like to know is, what was it called before the Kololo came?

    The BNC have been patience enough, waiting since 1964… so many cabinets have come and gone since that time. How long did you want them to wait for?
    Besides the Chief Cabinet, the President has already made an official position on the issue which was broadcast to the whole world. If your cabinet was really serious, they would have met at night while the BNC was deliberating and issued a statement, pre-empting that of the BNC resolution. If your cabinet was even more serious, you would have had enough intelligence about the outcome of the BNC meeting. But alas your boss went to India to have his balls (aka the testicles) checked or some kind of balls transplant, and instead sent cops/soldiers

As far as Zambia is concerned that Barotseland agreement is null and void,i don t think the people who even signed it knew what they were signing for,it was just meant to give some comfort to the Litunga just like a doctor may just inject glucose to a patient who believes only an injection provides cure.
    Maybe for the sake of those who are thick headed to understand,can the LAZ be mandated to interprate this so called legal document into lay mans language or in Lozi so that some people may understand it properly.The problem here is just opportunism out of misinterpretation of a useless piece of sheet.

Signatories, especially Kaunda, may have been ignorant of what they were signing for but this has come back to bite Zambia in the butt. As they say, read the small print before you sign anything, especially a contract or agreement. By the way, Dr Chongwe is a prominent lawyer. If he says the BA64 was “abrogated”, you had better believe him.. To make it esay for you, try googling “abrogation” and “agreement” and see what you get.

  45. Sata once publicly rebuked Chongwe for taking too long a period to report back on the findings of the commission. When finally the report was given, Sata immediately stated his govt’s position. PF cadres as usual took advantage denouncing the commissioners for that inquiry. Now surprisingly, govt wish to ask for more time to study a report they already had a position on. PF mocked the collective intelligence of the Lozi people and the commisioners (Chongwe, Mung’omba, etc). I doubt the very source of wisdom for our PF leaders. I value wisdom from ABOVE.

  53. The answer lies in devolution of power so as to enhance development especially in rural areas..we have tried a centralized style of governance for all these years and look where we are today.
    The problem here is that us Zambians who are in good employment in urban areas do not feel the poverty in Shangombo, Chama, Kaputa and gwembe valley.

  54. Honestly in the 21st Century is it civilised to be identified by a primitive tribal grouping?
    Just a while ago I was boasting to a group of learned friends about Zambia being so advanced that the word tribe is fairly non existence but along came the embarrassment  ooops!
    Anyway every family has one…
