Members of Parliament

Members of Parliament (MPs) today head back to the House to continue their legislative duties.Parliament had adjourned sine die on March 29, this year.

On cards is a Bill on the rebasing of the Kwacha, as initiated by the Bank of Zambia and the Freedom of Information(FoI) Bill.

The House which opens the doors to the members this afternoon will, however, be without three members who include former vice-president and Muchinga MP, George Kunda (MMD) who died on April 16, this year.Others who would not be part of the House today are Lukolo Katombora (MMD) formerly MP for Livingstone Central and Darius Mumba (MMD) MP for Chama North, who lost their seat through election petition rulings by the High Court.

During the last sitting, the House passed for Second Reading, the Anti-Corruption Bill which also re-introduced the Abuse of Authority of Office Clause which had been struck-out by the MMD Government.

The Bill, which was presented to the House by Justice Minister, Sebastian Zulu, also proposed to increase the maximum sentence for corruption offences from 10 to 14 years.

The proposal attracted support from various opposition MPs and is expected to proceed to the Third Reading in this session.

The House also unanimously ratified the appointment of Evans Chibiliti as Secretary to Cabinet who was described as a man of adequate experience after serving in the civil service since 2002.

On February 25, United Nations (UN) Secretary General Ban Ki-Moon who was on a visit to Zambia, addressed a Special Session of Parliament where he urged Zambia to ensure that there were no sacred cows in the fight against corruption.

The UN chief said that the world body was impressed with Zambia’s adherence to democratic tenets urging other countries to do the same.

The House is expected to consider a Bill on the rebasing of the Kwacha and the Freedom of Information Bill (FOI) among others.

Before adjourning sine die on March 29, the house considered 232 questions for oral answers, 11 ministerial statements and three motions.

  1. 10 – 14 YEARS !?! MAMAMA SEBASTIAN ZULU IS DIGGING HIS OWN GRAVE ! IYEEE IMWE ! WITH ALL THIS OPEN AIR CORRUPTION OF SUMMER KAWIMBA’S COMPANY BIDDING FOR SUPPLY OF FUEL, GBM’S DOTA APPOINTED WITHOUT QUALIFICATIONS ETC
THESE GUYS ARE DIGGING THEIR OWN GRAVE!
    TI ZAKAONAKO HAHAHAHA
UKWA’S UNCONSTITUTIONAL ABUSE OF JUDICIARY ! IYEEEE

  2. Good! We do not want to see any MP dozing in that August house of ours. rather, we want to see an energized, business minded  parliament, no politicking and passing all progressive bills without delay. We have entrusted you with a responsibility of developing our mother Zambia and we ask nothing short of good performance. God bless you and guide you all.

  3. Don’t drag feet, we need a bill on the constitution road map and time frame, also the referendum….Not bad idea if a bill to establish POLICY INSTITUTE OF ZAMBIA and THINK TANK were also introduced during this session…..SATA&PF Must Act swiftly, time is running out-4yrs is less

    • You are wise man….this is sooo true. THINK TANK OF OUR BEST BRAINS A MUST…. AND POLICY INSTITUDE AS INDEPENDENT CONSTITUTION OFFICES……

  4. I never used to look at tribe as a factor in Zambian life. But the things that are happening under Sata (AKA Chimbwi No Plan) have opened my eyes. It seams Sata is a Tribalist Proper. Look at his Appointments, Who he travels with, the eastablishment of the so called Muchinga (Munyelo or Kolwestan) province, attempts to realign Southern province. All these and many more are acts of Tribalism especially against the Tonga People. Nothern and Luapula Province are also the always the ones that vote against Tonga Leaders like Andy Mazoka and now HH. These guys are tribalists and the sooner well meaning Zambians recognize this the better. I call upon my fellow Easterners to Join the fight to Isolate Bembas and make them irrerevant in Zambia. These Monkeys are dangerous. Zambians Wake up and Unite

  5. Useless let all laws come from plot 1 no debate ati shinga nanani uko just going to parliament to dose and finger point at each other and get hefty allowances. SATA is the man just take anything for approval he will either accept or reject without delay no adjourns in this way the country will move forwrad, now on the kwacha issue they will debate months on end until next yr thus when the new currency will be in look at malawi a directive came from state hse within a month malawians are using new currency, now in zambia to have people like GBM (GENETICALLY BORN MADUMBO) they just dose and push for peronal bills to give them busines

  6. Bricklayer we all have a duty to leave this country better than we found it.Yes Sata has made a number of mistakes but it will be sad if we now seriotype an entire pipo.Let us shame this government by making them realise that we are beyond petty thinking like tribalism. One day you and i will leave this earth and let us concentrate all our efforts at ensuring that our children inherit a nation that does not suffer from this cancer. As for those with access to the president please give proper counsel to the man surely at 74 years old he should look at leaving a proper legacy and a nation more united than he found it.Anything less than this will be a shame.By the way iam Bemba

  7. Malibu ya ku ilombela. You asked for it. First Bembas tried to work with Tongas in the PACT it never worked. We went to elections. Bembas voted for Sata while Tongas voted for HH. Who won? Now Tongas keep insulting Sata, calling him all sorts of names. But they want him to appoint them. Ironic. It is paradoxical. We divorced some time back. Even Easterners who had Banda removed are cool and wiser than Tongas.

  8. But it is childish for a leader of a free country to engage in settling scores against the Tongas in Sate house. A good leader would rise above such petty issues. He needs all Zambians including Tonga’s in order to move the country forward. I am happy you at least admit that Bemba’s are engaging in a Tribal War of Hatred against HH and the Tonga people. Yes we Easterners are cool headed, but don’t take our silence for granted. The hour of reckoning will come!!

  9. Ba bricklayer, you are Tonga trying to deceive yourself that you are an Easterner? We know easterners when they express themselves. They are sharp guys and are not stubborn for nothing, that is why they are still many in govt. The fact is we Bembas and you Tongas married at some point but we broke up and now we are competing. Who would want to rule with an untrustworthy opposite character that can topple you?

  10. Ba kaamba if you and I stood on the same platform to campaign for ourselves for a seat in parliament on neutral ground, chances are that the voters will tend to believe me more than you. Efyo yaba fye, it’s a law of nature just like that. I am actually formulating an equation that you can use to calculate this fixed outcome. Like my simple equation of motion V = u + at, which I also write as A=v-u/t or t=v-u/a.

  11. This note is for the honorable members of Parliament from the ruling Party PF, my appeal is not to let the opposition members of Parliament steal your lime light.
We need a Parliament which will reviewf the laws of the land and ensure that only those which do contribute to the National building and to the live hood of the Zambians remain in our statutes. We need the motion to remove the imunity from Banda be tabled on the floor. We need a credible Parliament which can make laws to empower the Local Council to regulate and be able to collect revenues in order that these Councils can be able to deliver services to the people. We need to revisit the laws governing Land use, we need laws which will enable investors to be able to create jobs.
