Cabinet to decide whether the re-introduced ZNS will be mandatory-Kambwili

Youth and Sport Minister Chishimba Kambwili has said that no decision has been made on whether the ZNS youth skills programme will be mandatory, as that decision will be made by cabinet once the proposal is presented.

Mr Kambwili said that the reintroduction of the ZNS skills training programme for school leavers will be a measure stick for youth employment and empowerment.

Mr Kambwili has since advised critics of the programme to hold their fire and wait for the implementation of the programme.

Mr Kambwili also assured the nation that the programme has nothing to do with military training which has raised eyebrows in some sections of society, but is about imparting skills in the youth.

The Minister who spoke passionately about the programme outlined the benefits it will bring to the youths who will receive the various skills.

He also took a swipe at the critics of the programme who he described as mere detractors scared of the successes the programme will yield.

Mr Kambwili said his ministry envisages that the programme will start with the 2013 grade 12 school leavers.

He was speaking last evening on ZNBC TV’s Sunday Interview monitored by QFM News.

Meanwhile, Chief Chikanta of southern province has welcomed government’s plans to resume the mandatory Zambia National Service (ZNS) skills training programme for the youth in the country.

The traditional leader told QFM news that the programme once implemented would help the youths in the country acquire skills that would help them earn a living.

Chief Chikanta has also suggested that the education curriculum must be revised in order to incorporate the skills training aspect.

He said this will accord the youths who drop out of school an opportunity to acquire basic skills that would help them to generate income.

Chief Chikanta has also urged the government to ensure that youth empowerment fund once established to also benefit the youths in the rural areas.

  1. Here they go again. Still can’t speak with one voice. Typical example of too many cooks spoiling the broth. Just where are we headed?

  2. Its time our leaders drew a distinction between mere talk and action oriented talk. You can not develop a nation by talking but thinking, action and then talk. 
    No wonder Planning was dropped from the ministry of Finance to show that nothing will be planned 

  3. why was the idea first presented as if there was a cabinet decision. What government should try looking at is the whole curriculum and access why it not producing those skills and align the curriculum to skills needed for our time. I do not believe an 18 month programme will change that. If it was just skills that are making people not get jobs then one would expect college graduates to be employed or have those skills being talked about. It will be a very costly experiment

Why can’t you make it mandatory?There is a lot of lazing around in school leavers because they do not have anything to do.I do not know if the minister has put logistical measures in place before the training commences.People are tired of doing things in the last minute.Plans must be set so as to avoid being embarassed at the last hour.It is a good idea of imparting skills in our lost and hopeless generation.Anything that will removed our children from unemployment is welcome.This time it might look an exercise in futility but in the long run it will bear fruits.Whatever,plans government puts in place should be supported by all well meaning citizens especially job creation.Let us not just be critical all the time.Critisism without alternative is nothing.

    Serous – this isn’t the first time! 

    His boss has already told him off at least once for speaking on policy without approval (the 100% pay nonsense) and even said that would be Kambwili’s “final warning”!  Sounds to me like if Mr. Sata is man of honour that respects his own word (?), Mr Kambwili should be fired now for spreading more false information. He has had a “final warning” already!

PF must first plan and after all consultations then announce….for now they are behaving like a boy who shouted lion,lion when there was no lion..the day the lion came and when he shouted no one rushed to help him and he was killed and eaten by the lion….we can see PF taking that route and come 2016 they will be eaten by voters

  12. #12: The introduction of inflation targeting is one very good economic indicator introduced. The inclusion of all Zambians including translation of the draft constitution is welcome move by PF.
    Minimum wage is yet another. Buying of crops from small farmers and allowing for experts is another. First Female Chief Justice is another welcome move by international community. Tazara reopened is another PF good move. Muchinga as a province where I come from is yet a good move Northern Province was too big for nothing

  13. Surely, this is Chimbwi No Plan! How can you start saying you are introducing something and yet you have not even discussed it as cabinet or even presented a proposal. You even said that those that do not undergo this programme will not be allowed to get visas to leave the country! That, in a word, is imprisonment.

  14. Not only does Kambwili look like an obese chimpanzee, he acts and thinks like one! He made big pronouncements not too long ago threatening everyone and even stating that those who didn’t attend his ‘concentration camps’ would be denied visas and jobs. Now he’s back tracking as usual. This chimp should have been fired way back at Min of Foreign Affairs.

  15. ZNS is very wellcome but Should not be compulsory. Most school leavers qualify to go to university since all you need are five or six credits. The only problem is that we have only two public universities hence a limited number is chosen(Best of the best). Government should consider increasing the number of students in the Engineering field as Engineers are the ones who create wealth as opposed to having so many accountants and the like. Every year only a handfull of Engineers graduate from both Unza and CBU. But go to ZICAS and other colleges and see how many accountants graduate every six months and you wil be surprised.

  16. Chi kambwili be man enough and apologise to professor lungwangwa who you belittled in parliament when he advised you to think through this “mandatory” rubbish of yours. Problem with fools like you is you don’t listen to advice simply because one belongs to the opposition. Learn to listen you ugly thing!

    So how does the ‘no visa if you do not go to ZNS policy’ work if attending is not mandatory after all…..

  18. In a democracy Do Not Make it mandatory. But put conditions like those who attend can go to Universities and Colleges first and will receive govt scholarships. Something like that will make all wish to go. It is not a bad thing at all. You learn survival skills there.

These Jokers (Yes I include PF because starting with their president these recycled polititions have been in power since Kaunda) have failed to run UNZA, CBU, Hone, Nipa, Nkrumah and all the other institutions that should be serving our youth. Considering this how can they even contemplate another undertaking? Iyi yeve mwa faula.

The idea of making ZNS skills training mandatory is not good at all, better introduce a curriculum in schools so tht pupils can choose it as an optional subject & learn the skills whilest in schools. If they can’t implement the program in schools they should target the grade 12 drop outs who will make use of the same survival skils. Its a waste of time (18 months) for intelligent pupils who would not make use of the same skills.
    CNP Kambwili think again.

  21. please if you need skill development in the youths, do with the ones already in need of employment as a pilot project and see the success than passing it in the cabinet, Colonial way was to help Zambia be independent, but now it is the matter of investing the young one in colleges that will help youth be good citizen with creation of manufacturing, who will benefit from the ZNS rather than increasing the crime in the Country! Please think through be4 you make such decisions, thank you.

  22. Another daft idea but the daft PF government. I want my son to be a doctor, why on earth must he go to ZNS to acquire skills he will never use?? Muletotokaya ba PF. Get down to work for once!!!

  24. Not my child whom I laboured for 34hrs and conceived through artificial means after being barren for 30yrs. Over my dead body!
