TIZ tells Sata to consult on appointments

Transparency International Zambia (TIZ) has said the move by President Michael Sata to appoint members of the opposition to serve in the government is within the confines of the law.

TIZ executive director Goodwell Lungu says the however, it would have been the better if the government had made the appointments in consultation with the opposition political parties.

Mr. Lungu notes that the involving the opposition in the appointment would ensure that the government and opposition political parties have a win-win situation.

Yesterday, President Sata swore in MMD’s Richard Taima and David Phiri as deputy ministers of Commerce and tourism respectively.

This now brings the number of the MMD members of parliament serving in government to 10.

And Mr. Lungu has also urged the PF government to ensure that judicial reforms in the country are done in a quick and comprehensive manner.

Mr. Lungu says there is need for the country to have a judicial system that will be responsive to the needs of the citizens as well as ensure that the court cases are disposed off in good time.

He was speaking to QFM news in an interview.

And the Evangelical Fellowship of Zambia (EFZ) says there is nothing wrong with President Michael Sata forming an inclusive government.

EFZ Executive Director Pukuta Mwanza has also questioned assertions that the appointment of 10 Members of Parliament for the MMD as deputy ministers is an assault on democracy.

Reverend Mwanza has told that inclusiveness is a pre-requisite of democracy and that political parties must support their appointed members to contribute directly to national development and serve the Zambian people diligently.

He has therefore appealed to the opposition to mobilize their political parties and come up with a formidable opposition that will provide constructive checks and balances on government policies.

The clergyman adds that plans by the opposition to go round the country to campaign against the appointments of its members in government can only yield positive results if government’s intensions are to weaken the MMD.

Reverend Mwanza has however advised President Sata to consult with the party leadership before appointing any Parliamentarian from the opposition into government.

  1. Did LPM consult whe appointin HP MPs? Did RB consult when he appointed rebel PF MPs? A precedent was sent by only consulting with MPs concerned.   3. I concur. Cabinet aspirants should be checked i.e background, moral character etc before appointments in consultation with advisers.

    Sata is particular about whom his children marry and yet he doesn’t care who runs the country. How many reshuffles can a president make in one term? Its a joke.

  10. Sata does consult when he makes his appointments. He consults his relatives and his supporters from luapula, northern and so called muchinga provinces. That’s why there’s a preponderance of this lot in his appointments. It is “their govt” as mwamba the defence minister has revealed. At least it is now official, we have a Bemba nepotistic and tribal govt!

The MP makes a decision to accept or reject the offer base on the consultation he/she makes. The MP gives response to the President. If the president consults with party leaders over an appointment, it no longer becomes his power to appoint and that goes contrary to the constitutional rights of the head of state. Of course he does not just wake up and throw a dart and then pick a minister or deputy. Proper background work and consultation within his ranks are made. One is president because the majority of the citizens consider him capable of making decisions on their behalf. Some of the decisions are about who can work well with him. Consultation on this aspect is minimal.

When Sata was in the opposition he campaigned vehemently against the vice but after ascending to power, he wants to use the same as a weapon to weaken the opposition. Really, can Sata be trusted ? What kind of a President is Michael Sata and rather how many colours does he have ? Michael Sata is a disaster to Zambian Democracy and I can foresee autocratic and nipotist type of rule emmerging under his administration ?

Any onwe who knows how government works in Zambia’s semi-presidential and semi-parliamentary democrazy will tell you that it is tecvhnically impossible to be in government and opposition at the same time, with the reason being “COLLECTIVE GOVERNMENT RESPONSIBILITY.” Tell me, as an MMD MP in Sata’s government, how would you be able to vote with your party against any wicked government motion in parliament when you are shackled by the chains of “COLLECTIVE RESPONSIBILITY” to vote with the government? This is all just stinking opportunism in the part of the MPs and a wicked plan on CNP’s part to destroy opposition parties, period.

Just because Levy and RB did not consult the various political parties before he apointed its members to deputy ministers does not make it right and a serious President should not take that as a good precedence set. Sata was not going to lose anything by consulting and consultation is what makes the whole process inclusive not what my Reverend is saying. Inclusive requires dialogue and consultations where you may even agree to disagree and not doing things on your own. It is very possible for ruling party and opposition to work together as long as there is consultation. but the way it is being done is not right for both parties. It may look good from the outside but deep down it is not especially where PF MPs can stand up to the challenge, also some PF ministers are clueless on manifesto

  21. If Sata, the vernomless Cobra is advocating for an inclusive government why not appointing the MMD or UPND president to be his vice and replace the ceremonious vice president hon Scot. And why does he develop cold feet to appoint the Tonga MPs from UPND as deputies as he is doing with MMD ones.
