Constitution technical committee to account for K95 billion

The technical committee drafting the country’s constitution says all expenses related to the 95 billion kwacha set aside for the constitution making process will be made public at the end of the entire process.

Committee spokesperson Simon Kabanda says the technical committee, just like any other government department will be audited and at the end the outcome of the audit will be made public.

Mr. Kabanda told journalists at a press conference in Lusaka today that the technical committee will deliver according to its terms of reference.

And Mr. Kabanda has announced that the distribution of the translated local languages version of the draft constitution which commenced last week will be completed this week.

He says a total of 16, 000 copies of all the languages were printed and are being distributed to the offices of the provincial permanent secretaries and district commissioners.

Mr. Kabanda also announced dates for district consultative fora.

  3. The question is why spent 90 billion on 18 people within a year when we spent 200 billion in 8 years over 200 deligates bwana..and in your case ground work say more than 90% was done.so whether you give us a budget on how you spent the money you have just legalised your stealing like your CNP

    • You ever heard of a pilot project. You want former chief justice Annel Silungwe, Dr Rodger Chongwe, Prof Patrick Mvunga and the rest of the techincal committee members to travel the country over to get the views from over 160 districts as individuals, do research, type, photocopy, fax, make phone calls, rush to put fuel in the car, go pay the bills, etc come on, get serious. There are 18 adept members with several staff members to do these chola boy errands. Their concern is read through the submissions from the 4 corners of our country and try to come up with what 73+ tribes wants. They probably in planning terms have several thousands zambians doing most of the donkey work I have mentioned.

The composition of the technical committee are not bembas including former Chief Justice Annel Silungwe. My advice to you ***** is, a bemba is like a miner. Push him and he will let you push him if he believes it’s in the interest of everyone. Scratch him and then you have a problem. Most of the people purported to be bembas including chiluba where not, serve for Mwamba Luchembe who was a nephew to the late “Mutale Ngandu” mwine lubemba.

  8. What is the difference between Kunda’s led NCC and this committee led by Silungwe,they are almost the same dragging their feet for the sake of making more money in the pocket. By the end of the process they would have chewed all the monies in the Reserve Bank.Daylight robbery and a new version of corruption at it’s best by mostly Ukwa’s associates.

  9. It’s my prayer that we do not end up with another Bemba in State House come 2021. I know Sata will serve two terms. But after Him it must be HH and nobody else. HH is richer than Alias Chipimo Jnr or Nevers Mumbo.HH has got over a 100,000 cows and other investments around the country. Infact he is the richest man Zambia has ever have.So he must be given chance to rule mother Zambia.

  11. I respect Bembas for they are more level headed than any other tribe on the Continent of Africa. Infact this Bemba tribe is amongst the most civilized tribes in the entire world.

    • @Owen, I don’t think these people espousing tribalism realise that because our forefathers faced the arab traders even if it mean’t sacrificing the entire village of men to bullets. History has foretold all there’s to be told. Ask even the Ngonis after they tried to cross chambeshi river? Except, when as a tribe you have endured the equivalent of genocide by the arabs, we are more wary about unnecessary wars and would rather talk about it. But don’t nobody mistake tolerance for stupidity. It will be a very grave mistake especially that we know and are now experiencing tribalism that we have never espoused from tribes that did not experience the killing fields as our forefathers did. Whoever is misconstruing our understanding for being stupid and cowards, is making a big mistake.

    • But the MMD spent 40 times that just to try and push a constitution through our throats. Everyone that sat on the NCC walked away with not less than a billion kwacha. Imagine half a billion dollars (500 million dollars) compared to $19 million.

Am sure you will detail expenditures such as ZMK??? for Chairperson Justice Annel Silugwe, ZMK??? for Priest Simon Kabanda, etc so that Zambia know how much you have benefitted as a prevedged few. In all fairness, this amount is astronomical just as good as to what MMD did. Like the saying goes “Galu wamu kota sakandila pachanje.”

    • Annel Silungwe is one of the very rare Chief Justices the country has ever produced. That’s why they are telling you sir everything will be public news. Don’t question people that have already been to schools you are now attending. Compare US$500 million the NCC used to US$19 million (K95,000,000,000).

  14. Of what use will this accountability be when the damage will already have been done? Especially that in Zambia, it is well known that the financial mismanagement or blatant embezlement drought out by the Auditor General’s Office is not followed with prosecution. This is useless and should not be condoned. Whether K95 billion is less than the K200 billion the MMD wasted on the excercise, it will not help to add the amount to the already lost one as it just adds to the injury.

  15. The process of accountability does not work that way. The auditor general is able to determine misuse because before expenditure is approved there is a budget which the breaks down how the money will be used. As far as I can recall we have been advised that this amount is not budgeted for. So against what will the AG be auditing

  16. If you take into account inflation, time and the the number of people involved in the two constitution making processes, the present process is far more expensive than the MMD NCC. They have spent almost half what the MMD spent in eight years in less than a year with a smaller number of people and they are even bragging about it? The process is far from finished so the final cost may well exceed the amount spent by the previous regime. Weren’t we told that the whole process would take 90 days maximum by a deranged madala with verbal diarrhoea?

  18. I am shocked at people who are supporting what Kabanda is saying. Is it a failure to think or it is because you think this idea is a brain child of PF and hence you need to support it? Why should some people here say that at least K95B is less than what MMD spent, are such comparisons logical really? Ask yourself how much the referendum will cost. A referendum is almost like a general election. The only difference is that you will not have ballot papers for political parties. With regard to participation for the results to be varied I think at least 50% of the eligible votes ought to take part.

    This man has abandoned all his false principles for money. Look at how neat he now looks? He now has more money in his pocket and he has forgotten the poverty he was fighting for. Shame.

    • Sorry brother, but we get tired as bembas being criminalised. I have been to Angola, Kenya, Uganda, met tutsi and hutu’s who both became my friends, because I told them they were brothers. I am so sick of us bembas being labelled everything. Chiluba, Micheal Sata, Dr Kaunda, Dr Mwanawasa, Rupiah Banda, non of these were bembas. They just spoke a dialect that everyone understands. No bemba has ever ruled the country as the southerner tribalists purport. Civil war is never and has never been good because those places that thought they did not have, will be without nothing. Except a commando will not care less about tribal bull crap. They will protect and ensure every zambian is protected regardless of where they come from.

  24. What people are asking Kabanda is to tell the nation how he intend to use or is it to misuse the K98B. How can he say will shall spend the money and there after we shall be open to any audit? What nonsense is this? The audit that he is talking about one of its objective will be to determine if Kabanda would have spent the money according to the budget. This wont be possible because the committee wants to spend the money first and the budget based on how they are going to the spend the money. Where is control and accountability in this regard? How did they arrive at that figure now that they don’t seem to have a budget?

    People in this country condemn others of being corrupt but once they themselve have a chance to root they become the best rooters like Simon Kabanda. What a hypocrite?

MCS has never been a fool and you guys have tried his patience. 90 days, the lozi treason culprits were released, the abuse of office was reintroduced, the freedom of press bill was passed. Several thousand prisoners were pardoned. The kwacha has appreciated. state funerals have been held for almost every zambian worth deserving. I don’t get it why we still want our country to fail. It’s okey to agree to disagree, but the personal hatred of MCS and the bemba clan, is gabbage.

  30. why translate into local languages, thus villagism at its best. U cant translate certain words into local languages like Gay rights, lesbian, sex orientation,matrimonial home, death sentence etc. Anyway accounting for 95billion kwacha is not a big deal after all its not alot of money.
