Opposition MPs walk out of parliament, forcing VEEP to issue motion to adjourn proceedings

OPPOSITION Members of Parliament (MPs) walked out of Parliament on Wednesday evening to protest an apparent reference of the National Constitutional Conference (NCC) process by the former ruling MMD and the opposition UNPD as a conduit of corruption.

The protest by the opposition bench was triggered after Home Affairs deputy Minister Stephen Kampyongo stated that the partnership between the MMD and the UPND to support the NCC process was a corruption scheme.

The opposition bench trooped out of the House at the peak of debating President Michael Sata’s speech, amid jeering from the right-wing, comprising the ruling PF MPs.

Vice President Guy Scott issued a motion to adjourn proceedings, 15 minutes later as the House could not continue the business of the day minus the presence of other MPs.

Mr Kampyongo was during his presentation responding to concerns raised by Lunte MP, Felix Mutati (MMD) over the current Constitution making process and the need to ensure that Zambians were unveiled an all-inclusive national document.

“Some members of the opposition were bundled at a hotel to be taught what to say and they took part with the MMD in corruption through the Constitution making process,” Mr Kampyongo said.

He advised fellow MPs to desist from engaging in divisive politics saying this had the potential to influence political party supporters.

He said Zambia would greatly benefit from peaceful politicking which was a prerequisite to promoting peace and unity.

He emphasised that it was for the country’s benefit that the opposition worked hand-in-hand with Government to spearhead national growth unlike being antagonistic.

He also advised that the Zambia Police should be left to operate independently unlike the current situation where some opposition members were attacking the security wing based on accusations that it was partisan.

He said the Police service was there to provide peace and stability and should not be judged to be in support of any political side.

Mr Kampyongo’s concerns on the need to work together was also echoed by his Labour counterpart, Ronald Chitotela who said Government’s open-door policy was a healthy channel to propel the country’s growth agenda.

Mr Chitotela said Government was committed to deliver on its election promises and it had already anchored itself to doing so, through various developmental projects that were taking place around the country.

“We are ready to work with all Zambians despite their political affiliation. Peace is cardinal in our country and when we speak as MPs, let us ensure that we preach peace,” he said.

He said the road infrastructure development plan would be a catalyst for growth of the nation.

On job creation, Mr Chitotela said his Ministry was working to establish data on how many Zambians were looking for jobs in various fields to understand which sectors were hard-hit with a shortage of professionals.

He said all investors were welcome to operate in Zambia but that they should respect local labour laws.

  2. WE ALL KNOW THE ROLE OF THE OPPOSITION IS TO CHECK ON GOV’T BUT THE WAY MPS SHOULD DO THIS MUST SHOW RESPECT TO THE RULING PARTY COZ EVEN BEST GOV’TS HAVE CRITICS. OPPOSITION MPS JEERING AND WALKING OUT OF THE HOUSE DOES NOT SHOW ANY SIGNS OF MATURE POLITICS.

  3. Cobra’s govt is the worst ever, new avondale hasn’t had water in the last two week, the airport didn’t have power for 4 days and now avondale aint got power from last night. Livingstone residents complained of not having water for 3weeks yet the still pay utility bills. A govt that doesn’t work but spends all working hours criticising others, what a govt. For the love of zambia can mps unite and in peach Mr sata. Coz giving him 5years will put us in all sorts of mishaps, Loving zambians please unite

  6. What happened to the Simuusa sponsored private members Bill to force government to publish Employment statistics?
    George Kunda rejected iron the basis that it was meant to embarrass government. Now that PF is government, why doesn’t Simuusa, now a Minister introduce the Bill again IF it really was in national interest?

  8. What is the difference between what Dr. Kaingu did and the actions of the MP’s. It shows Mr. Kaingu was right, he tore a speech that was not read in Parliament. The MP’s also tore the speed that was being given.

  11. The quality of parliamentary debate from the ruling party legislators leaves much to be desired of. Just because one GBM & Kabimba are allegedly corrupt doesn’t entitle Kampyongo to use the floor of parliament to make similar allegations against his opposition counterparts.

  12. How hard is it to use a voice that people have given you the mandate to use? If one guy says something on record then you stand up and reject it on record if it is not true. No need to get crazy parliament about it and have a punch out as suggested or storm out en masse, to make a point no one cares about. Next it will be talking in the media instead of in parliament. Don’t you folks get tired? As for the guy mouthing off, parliament needs to be used for more serious debate than scoring points with punches below the belt. Does anyone actually want to work for the people or are all your egos out of control as soon as the vote gets you a seat at the big cry baby table? 

  13. I would care less if the opposition left parliament, I am returning to Zambia for a Holiday an for all I want to be assured is that I am not robbed, I am respected with Nick and could someone confirm the ‘must see places’ when I come?

    I am told there is KFC there people confirm, I really cant wait I am there in December and I know I will be the ‘must see person’ seeing that I will come with a white fiance, who wants to see my family
    Could people give me a breakdown on what to expect, and things to buy ?

Serious debate on issues is what people want to hear.The idea of the front bench attacking the back bench because they are vulnarable makes sad reading.Parliament seems now to be diluted to a marketeers board room where one wakes up and attack the other, tear speeches,walk-outs,bragging etc.Can the speaker control unpalatable language from these parliamentaries,its disgraceful.

If someone says something unacceptable you respond with a counter argument, not with a temper tantrum which closes all doors to discussion. That is not how I want my MP to handle issues.   23. The opposition are either very smart or very stupid, there can be no middle ground. Is PF doing everything 100% wrong? MMD should know they messed up the country and from what they are doing, we can see they know that once a party goes out of power after making a big mess, it is impossible to have a reasonable come back. MMD stole and made UNIP look like angels and that tag will always be on them, it’s just reality. Now today all the opposition are saying the PF is wrong in all they do, how possible is that? National Service is wrong, the Euro bond is wrong, repossessing ZR is wrong and the list goes on. Why not be part of development and use that as leverage in campaigns to say we supported that and look what we have today. Goes on to say older but non wiser. This is what we are seeing.

  25. It’s now one party, dictatorial and police state. The onelanguage ukwa and his cohorts will understand is walking out on them in parliament. The other one is tearing the presidential speech in parliament like Kaingu did. I would have done the same for of what use was this SPEECH if ukwa did not follow it? Opposition, continue walk outs and this ruling POOR FINISHING party and its leader is able to distinguish tissue from issue or the other way round.

MMD and UPND stole our money through a useless NCC. Is this not true? Who were the people getting over K 1 million per day?…is it not MMD and UPND and the Pentecostal Pastors? How long did the conduit for corruption NCC last?… eternally with no end and yet with billions of Kwachas (300 Billion) being shared among MMD, UPND and Pentecostal Pastors…SHAME ON THEM…SHAAA.

Walking out of parliament is childish.Councillors seem to be more mature than most Parliamentarians in our country.Walking out of Parliament is just another barrier to effective communication.I personally enjoyed the debate between Kasisi Girls and Chizongwe (Chiz Metal) last week, and admired the intelligence, and researched presentations, and wondered why our Parliamentarians are so daft.It’s so unfortunate.Walking out is even worse for people who gave themselves a 57% salary increment (tax payers money).

Even if Stephen Kapyongos’ debate was below the belt, couldn’t these representatives of the people raised a point of order through the speaker? The behaviour of tearing speeches, mass walk outs & debating retrogressively will not contribute to moving this nation forward. By the way, it is a fact that MMD lost last years elections due to the worst of huge funds through the NCC. This is a fact and MMD cannot cleanse itself too fast, we the people still remember. As # 38 has stated pastors like Rev. Masupa, UPND and MMD MPs are all plunderers in the correct sense of the word! Foolish opposition!!
