
The Lusaka City Council (LCC) has dismissed claims from some members of the public that it has failed to run and maintain public libraries in the capital city.
LCC Public Relations Officer Henry Kapata noted that the local authority has been on the ground in ensuring that all public libraries are well equipped with the needed facilities and material.
Mr. Kapata explained to ZANIS in an interview in Lusaka today that it was therefore wrong to accuse the council of failing to run and maintain the libraries in the city.
He added that people accusing LCC should instead appreciate what the local authority has done for the public libraries in Lusaka.
Mr. Kapata said the council has been working hand in hand with some donors to ensure that the libraries are well looked after.
He further noted that LCC shall not relent in its effort in trying to run and ensure that the libraries are maintained.
Mr. Kapata explained that the local authority wants the best for the public libraries for members of the public to benefit.
He, however, urged people to refrain from vandalizing public library facilities.
Mr. Kapata said this was important because libraries are meant for the people to utilize to acquire knowledge on various issues.
There have been concerns from some members of the public that the Lusaka City Council has failed to run and maintain some public libraries in the capital city.

Henry Kapata is just a joker. Unfortunately this country has got too many of his kind. I remember studying from the Library in Chilenje, it was a challenge as the bars next to the library blared loud music. The one at Katondo is another run down Library. For more its a mirror of our society. We dont have a reading culture and hence the dilapidated state of the library. Kapata has focused more on bars and neglected cleaning up the city. And what can he say about the public parks in Lusaka?
A library without public internet facilities. A library without books. A library without movies for people to borrow. A library too small for the grown population. How can an entire city of Lusaka have only 3 Libraries? Mandevu, no library. Chipata, no library. Chaisa, no library. Jack, no library. The list goes on. There are no libs everywhere and this guy even has the guts to refute what people are saying. Iyo kwena muli cipuba ba Kapata. You are really a hater of knowledge and wisdom.
Mr Kapata, you need to understand the role of a public library in society. Go on the internet and google for any article that talks about the role of public libraries in the community, and you will learn about the kind of services that public libraries are supposed to provide for the community. It’s unfortunate that you seem not to understand, let alone know what you are doing in your job. You do not just expose your ignorance like that, and without any sense of shame. You seem to be the educated illiterate.
Libraries, they would improve the state of the city (and country) very much. I wish I could remember the exact quote, but there is a statement to the effect that all people are equal in a library. Government should make them one of their priorities. Are there any civil society organizations that focus on libraries? And are there any library science programs in any of the universities there?
There’s a solid library science program at the Universityof Zambia which has been churning out well trained library and information managers since early 1970s, I guess. But that’s as far as the University can go, and when it comes to building libraries and providing library services to the community, it becomes a government responsibility. Unfortunately library service provision is NOT on the priority list of the Zambian government. It has never been.
