Opposition MMD Vice President, Michael Kaingu, has threatened that the party will have its scheduled meeting tomorrow at the Livingstone central police if the police command fails to give them a go-ahead.
Speaking during a press briefing in Livingstone today, Mr Kaingu mentioned that the police were given adequate notice for the meeting to be held at Victoria Hall but that no response has since been given to the party.
He charged that what the police were doing was completely un-constitutional and unprofessional because they were getting instructions that opposition should not hold gatherings.
He has since advised civil society groups and churches to condemn the current attitude of the police towards opposition political parties.
The MMD vice president has further appealed to other opposition political parties to join in condemning what he called un-democratic tendencies by the ruling party to prevent other political parties from holding political rallies.

While I am not happy that MMD has been denied permits,  I think it is their fault because they did not want a constitution that could have reduced the president’s powers. Now they are victims of their own manipulation. As for the request that other political parties should condemn this backward move by PF, i think that it is unfair because when these things were happening to UPND these guys were quiet with very little support to their friends. Honorable Kaingu must hold his fire, there are always better ways to express such issues, let the politician not dare the police who are simply doing their work. He and his baby (the MMD) must just wait for response from the police and not rush. They have not answered and you simply wait, no need to threaten the police that even if they do not give the permit, you will hold your meeting, then why did you apply for the permit if you knew your position already. Calm down and just wait for that long awaited response!Â

MMD, do you need police permit or you simply need to requisition the police to provide you with manpower for crowd control – vide Christine and Others v Attorney General. Leaf could also be taken from the English Public Order Act. Surely if police do not provide resources to assist you with your preparations, you can use your own resources and it should be perfectly in order. Why doesn’t the MMD apply for judicial in order for the nation to have another test case? Shall we stop complaining in the media and do the right things in order to move this nation forward! Note that the police could still be made liable, whether or not they provide you with security resources. Kindly take heed.
