Lubinda requests people in diaspora to register with embassies: ‘We are not trying to police Zambians’

Foreign Affairs Minister Given Lubinda has appealed to citizenry living in the diaspora and those intending to travel abroad to consider registering with Zambian missions in countries they are travelling to or nations they are living.

Mr Lubinda told journalists in Lusaka yesterday that it was important for his ministry to know whereabouts of Zambians abroad and where those that decided to travel out were residing.

“I should to take advantage of your interview to appeal to my fellow Zambians (that) whenever they are travelling abroad they must make it a duty to inform our representatives in those countries. It is not with the intention of policing what citizens are doing, it’s for the sake of good order.

“It is imperative for us, as the Ministry of Foreign Affairs, to know where our citizens are and where they are travelling so that in case there is need for us to provide assistance to them, we may do so. It is difficult when our citizens travel abroad and we only hear about them being stranded or them being caught up in trouble,” he said.

Mr Lubinda said the other importance for Zambians travelling to other countries and especially those that chose to reside there to register with Zambian missions in those countries was that it would assist Government to come up with good policies to enable it support those living in the diaspora as well as to cultivate a relationship with them.

And Mr Lubinda said Cabinet approved that Government opens up two missions in Riyadh, Saudi Arabia and South Korea in the course of next year.

“No country is an island and that is the reason why the Vienna Convention on Diplomatic and Consulate Relations provides for countries to have embassies and missions in other countries that is for us to enhance the relations amongst nations.

“It is therefore imperative for Zambia to maintain a good number of missions abroad and at the moment Zambia has decided to increase the number of missions and Cabinet approved that two missions be opened during the course of 2013,” he said.

Mr Lubinda explained Government had to that effect sent a team of officers from the Ministry of Foreign Affairs and Finance, among other relevant Ministries, visited Saudi Arabia and that the team had since presented him with a report on what was required to open a mission in Riyadh.

“Pretty soon I will be seeking the authority of His Excellency (President Michael Sata) for us to move into Riyadh to go and finalise the opening of a mission there.

“The second country where we are to open a mission is South Korea. You might have heard his Excellency, the President, when he was speaking in Korea that he was encouraging the Government of Korea to also consider opening a mission in Zambia,” Mr Lubinda said.

Mr Lubinda observed also that Government was considering either to reopen the mission in Libya which was closed and subsequently returning the property to Zambia last year following the turmoil that had erupted there.

He added that alternatively Government was considering opening a mission elsewhere to replace that which was closed in Libya, but that awaited Cabinet approval.

Mr Lubinda said also that besides the country being represented at ambassadorial and High Commission levels, a team in his Ministry was currently conducting a study to ascertain which countries required the appointment of Honorary Consuls to represent Zambia.

“Once they (team) have finished that exercise, I will be seeking the approval of Cabinet for us to proceed with identifying Honorary Consuls to represent Zambia in those countries where we will not have Ambassadors or High Commissioners,” he said.

  2. We know where the embassies are in case of emergency. Just concentrate on delivering on those promises you and cnp made.

  3. I think this is a very good move by Lubinda and the government. But think Lubinda should give this message to people in those embassies especially the Zambian Embassy in London. They are not concerned about Zambians but just themselves. I had 11 young people who were doing an exchange and tried to make appointments for their registration because they were to stay in the UK for 4 months but my efforts were frastrated by embassy staff that those young people were not registered. 

    The ZDDC tried to organise a reception at the embassy but embassy staff could not agree meanwhile, the British Government organised a reception for the same young people and even when the embassy was invited, no one turned up.

In any case they don’t even have embassies in some places, where I am the representative Zambian embassy is in another country miles away!

  8. I see nothing wrong in the Ministry of Foreign Affairs move. Other countries do the same and in case of emergencies (e.g outbreak of war etc), you can easily mobilise your citizens and evacuate them. The only problem is that there are many Zambians who go to countries that have no Zambian missions. It would be good if the minister could supply alternative missions and have them register there. Alternatively, our immigration system can be programmed to automatically send the details to the relevant mission once you register when leaving Zambia.

  9. Zambian Foreign Missions are manned by relatives and tribespeople of politicians. There’s nothing professional nor national about them. They are just cost centres to the national treasury. Honestly what is the point of registering with a Zambian embassy when the first question you will be asked is a rude: “What do you want?” Talk of etiquette!

  11. One thing for sure home is home, two years ago I paid 65 euros for a new passport I have not received the new passport up to today and I have not received any news from the Germany. Why should i register for what???????????? so that they get more money from me to feed their families?????? The immigration department in Zambia knows who is where they have the statistics. JUST GIVE US THE DUE CITIZENSHIP THEN YOU WILL ALSO BENEFIT IN THE RIGHT WAY. Not amasangalaton!!!

  12. Why does the president appoint, the IG, deputy IG, Commissioner f Police, Bank of Zambia Governor, Chief justice, ACC, ZDA the list goes own.

    The president ha too much power and I do not understand why these posts are appointed by the president. Basically he appoints someone as IG, and if he feels he is not up to the job, he is not demoted but fired? Costing them their professionalism there and then?

    Why don’t these bodies elect their own leaders? In UK the Treasury appoints the Bank of England, Scotland and many first world countries

  13. I do not recommend saudi arabia for any relation ship because it is supporting the breaking up of Syria via its support for the rebels. They could be supporting any breakaway entities in Zambia because our systems are not smart enough to prevent them with their billions of dollars to spend in bribing people.

  16. The whole idea is to humiliate the Zambians in the diaspora. So that, your freedom will be curtailed as registering with embassies is as good as promoting the Public Order Act. Lubinda even says this will promote order. What does he mean? Friends, take care. Me I will not register, if they insist, I will renounce my citizenship. Some of us are hunted because we have opposing views on governance issues, tribal issues, Barotseland issue and many others.

  18. This is a typical case of “Big brother watching you”. These are the marking of a proper police state. It is an intrusion on private lives who wish to undertake private business or take a holiday in the countries they visit. It is a waste of time for the traveler, whose time is limited when she/he travels outside the country. Let it be left to the individuals to choose to visit the Embassy or High Commission in the countries that they visit. What is this government afraid of? They will start to run away from their own shadows.

In the last one year this U-turner PF Govt has been in power, record shows that they do the exact opposite of what they say. So, using that same U-turn principle as guideline, when ‘honourable’ Lubinda says “It is not with the intention of policing what citizens are doing” just know that IT IS in fact with the intension of policing what citizens are doing. When he says “It’s for the sake of good order” just know that in actual fact it is NOT for the sake of good order. Once you have decoded the message in this foolproof manner, you can now make your own decision on the way forward

  23. Imprezza let me get this right is this the guy who did the famlous “Bwela Panyumba” wanidyesa gumugumu and the like. Anyway if it’s so may his soul rest in peace. He was a good musician and entertainer and I liked his dance and big voice.
    Now coming to ZaYellow I think that’s a good way of wasting time and stationery. It’s useless to register when there is nothing that the mission can do in case of calamity. Zambian missions abroad cannot be trusted under this government because they think that all of us in diaspora are against them and hammer them all the time they misfire. The idea of registering is good if the government in power can be trusted. Remember how the PamaFi Boma wanted to deny us news through The ZWD and Lusaka Times. Soon they will ask us to give them our ISP.

  24. Zambia will do everything to get others to exploit the natural resources. Then we cry about our natural resources benefitting only foreigners. But when it comes to keeping and benefitting from human resources, it is a different matter. The GRZ must expedite the dual nationality clause. They will then see how the human resources can benefit the nation more than those stones in the gorund. But again, nothing works in our beloved Country unless it can benefit either the ruling elite or their relatives. Cry the beloved Country!

    are you in return going to allow Zambians to depart Zambia without immigration procedures?

    The reason why we sign ourselves out of the Country at the ports of departure is so that you know where your citizenry are; and in collaboration with foreign immigration services, you can know where our domiciles are.

    Don’t make us busy for nothing. In fact, one of the reasons why you have staff at out high commissions, embassies and foreign attaches is so that all that data should already be with the Zambian Foreign Affairs through immigration connections and the respective foreign missions.

    Those people who have had to apply for passport renewals have already given their extra data required by high commissions, embassies and attaches. The trouble is that data is not used.

  26. I am a PF sympathiser; but on this one no chance!! Firstly, remember when government changed passports; we waited and waited; no passports. We had to pay for people to organise some in Lusaka. If my embassy can fail to get me a passport, what help will it give me? No, no thanks bo Lubinda. In fact you need not make such an announcement; you could collect this information from the airport; we always say where we travel to; and you can see on our passports if we have residences abroad.

  31. I registered, went back to get a travel document for my son and the woman there asked if I was registered and I told her I was but she could not find my details so re-registered me. The staff at the Zambian High Commission in the UK are incompetent and I surely hope that the change of government has meant better service at this mission because it is both embarrassing and frustrating. I would like to ask why the need for registration because so far I have never heard anything positive about our embassy here in the UK.

You question has already been answered in above blogs, i.e. what is the point in spending time and money travelling to our respective Embassies to register when the information about our whereabouts is already with Zambian Customs & immigration at the points of departure i.e. Airports, Borders?  

    • Brabus i dont necessarily agree with you, maybe in other countries, but in europe, EU to be specific, one can move from one european country to another, if one left Zambia 10 years ago, for Germany, they can easily move to France maybe for bussiness or work, etc, without having gone back to Zambia or the embassy in one country not knowing, its possible dear, but then again you are right, My point is, things change.

We trekked to our embassies then to register, some families even trekked back to Zambia at a huge expense to register and expedite quick acquisition of the new electronic passports. So, currently, the Govt database i.e. Customs and immigration and Embassies, is only THREE years old at the most. So, what has now prompted Govt to try make us do these costly journeys again barely THREE years down the road?    

  37. Please, our missions abroad must take the observations made by bloggers serious and change their attitudes. They are there to serve Zambians and not on holiday. I hope Lubinda is reading all these views so that he can start reforming the staff in embassies abroad by re.training them NOT retiring because PF is good at firing.

  38. Has any Zambian embassy abroad ever helped any Zambian with a problem however small? Most staff in these embassies are very unfriendly and you have to think twice before you ever try to go there again. The reason has been given already by some bloggers, the staff are relatives of ministers. Register or not? the choice is yours.
    The Americans and British and a few others are the only nations that look after their nationals well. They mobilise all resources to rescue and help their people.

  39. This is yet another publicity stunt intended to hoodwink and dupe the unsuspecting people like they are actually working for their citizens. This entire government is failing to look after many Zambians living at home in Zambia and yet they are pretending like they care about those far away in the Diaspora. They don’t even know the many Zambians suffering right now in Zambia with no food, clean water, shelter and basic medical care. How about you ‘register’ those people first and attend to their needs?

    Thanks but I’m actually doing much better myself. If I’m dead my adopted country will bury me. I would rather you divert resources to those who need them the most – the ones sitting with you in Zambia right now.

  40. Also how do you explain the fact you don’t even allow dual citizenship? You think people will volunteer to register and make it easy for them to be sent to prison? You could easily check the citizenship status of these people with the countries they live n and confirm their dual citizenship status and thus send them to jail.

    Look for Bo Lubinda countries who do this actually mean it and just don’t it for cheap politicking… merely doing the “mean too” stunt isn’t good enough.

    • Yes, please help us as we are preparing for 2016 elections. HH has started campaigning when we are still trying to fulfill a few promises we made. So it will be good if we can collect your particulars including your passport size photos. Because we know you are in diaspora, we can use the data you give us to create new NRCs and VOTERS cards. This will enable your suffering brothers and sisters in Zambia to vote on your behalf. Don’t call it RIGGING, we are trying to stay in power because it will be embarrassing only one term…awe..help us.

By the way, exit points may not accurately trail where you are at… we did such an exercise at one point in an African country where I worked and we worked very well as Zambians whenever we needed to relate information and experiences…

We trekked to our embassies then to register, gave e-mails and everything, some families even trekked back to Zambia at a huge expense to register and expedite quick acquisition of the new electronic passports.   52. I like the idea but would also love to be given the reason for doing so. Why do I say this? Over a year ago when renewing my passport I was asked to give my email address to the High Commission in London, which I did, but have never had any communication via email from them. People are not so naive as in the colonial days to jump every time a politian coughs. We are talking about missions where you cannot pay using debit or credit cards for the services they provide despite being surround by the best technology.

    • You have a point especially on the issue of application forms why not have some forms available in PDF format on the website BUT on the issue of payment I do not think its economically feasible since these embassies don’t take enough payments to justify the need for it….remember banks do charge for supply these Electronic Point of Sale (EPOS) services.

  53. Most of the comments are an indication of how people feel about embassies and how they work. Most embassy staff look at Zambians who visit embassies as a bother. They are unapproachable. They make people feel like intruders wasting their time. People will always be suspicious of pronouncements like the one made by the minister. First make people feel that you really have their interest at heart, then maybe they will register. .

  56. Zambia, as a country has an inferior and out-dated record keeping system. Take a look at our National Registration Cards, (simply pathetic) and if anyone of you has visited the passport office, you will agree with me that it will take decades for them to retrieve some information from those records discarded along the corridors. Zambia as a country needs to invest in I.T and we will have access to all Zambians in and out of different port of entries through out the world.

Zambian Embassies need to pull up their socks before they can even imagine of taking count or linking up with the people diaspora… for starters the ruling gov’t should cease using the embassies as a source of employment for its party cadres and start sending seasoned civil servants there; these partisan people do not bring value to the table. An embassy is a touch-point or first point of call like a company’s reception desk or website the last person you want there is a narrow-minded party cadre.

  68. The Hon Minister has to put his house in order first. Many a time Zambians have died abroad and yet no support has been forth coming despite the so called Embassy register. Help has been given in some cases – depending on who leads at the Embassy not because of Zam Government policy. So what is the current policy? This president has several times been breathing on Diaspora groups shoulders particularly in the UK to give exact number of Zambians there or  even London instead of asking the Embassy as they have the capacity – finance, manpower etc. Request from Hon., though sensible need to be well thought out and planned for. I am dubious especially as o/p people in UK are always snooping.

  71. How many times are we going to register. When I applied for my passport I was asked to register and did so and when the passport came after a long wait they even called me to tell me that my passport was in.What has happened to those forms?.

  72.  Zambia carried out a passport updating exercise less thanTHREE years ago. We trekked to our embassies then to register, some families even trekked back to Zambia at a huge expense to register and expedite quick acquisition of the new electronic passports. So, currently, the Govt database i.e. Customs and immigration and Embassies, is only THREE years old at the most. So, what has now prompted Govt to try and replicate the exercise again barely THREE years down the road?

  74. Mr Lubinda should be honest with people living in the diaspora. Opening embassies and high commissions is not meant to benefit our beloved country nor its citizenry. It is for jobs for relatives and friends of the president and his friends in government. Don’t doubt my words before you examine ALL current appointments of the government in power. If you are not known to anyone in government, forget about becoming a diplomat on merit regardless of your qualifications. A prostitute or nephew will get the job.

  75. Much as I want to do this, I am inclined to agree with the majority of the bloggers. Until personnel at these missions are trained properly and do realise they are there to serve us, this is going to be a non starter. It took me a year and half to get my knew passport. I had to go back home on a TDI since the embassy insisted my passport was in Zambia. I went to passport office only to be told the passport had just been sent back to the USA after having received it only 10 days prior, meaning the forms were at the DC embassy for over a year and half despite calling them almost every two weeks. The people in Zambia are doing their jobs a whole lot better than these political relatives manning these embassies.

This Govt does not even have a diaspora policy in place. They dont even have an idea where to start from. Sata removed the diapora desk at state house. And yet they are talking about registration excercise. Lubinda admitted in ny that Zambian abroad don’t derserve an office in the ministry back home. That’s we are not that important!! I will be brief !!! This govt does not have a diaspora policy period.

Bo Lubinda, I can actually give you an idea on how to get this information easily… most well organised countries with many Zambians have actually formed local associations and community groups with working volunteer leadership some of them have direct contact with ‘State House’ or so they claim. These organisations have a large database of most Zambians living in those countries. You could easily approach them and get that information.
    Having said that I WOULD LIKE TO ISSUE A WARNING TO MY ORGANISATION: PLEASE NEVER EVER GIVE AWAY MY NAME AND OTHER DETAILS TO THE ZAMBIAN GOVERNMENT WITHOUT MY PIOR KNOWLEDGE AND/OR PERMISSION. DOING SO IS ILLEGAL WHICH I COULD SUE YOUR A$SES FOR

    Good idea,especially if your kids are born outside the country.You may find it difficult to get Zambian documents for them when you are back in Zambia if no records exist.

  85. Its wise to register with the nearest Zambian embassy when you are abroad. Embassies are there to serve us, as Zambians. I always make it a matter of priority to register with the nearest Zambian Embassy whenever I travel to some foreign country for studies. I don’t mind so much the attitude of persons manning the embassies. some are truly Zambian in politeness and courtesy, while others ni kaya. Thank you government for this initiative. As for illegals, its pointless to register, why be an illegal in a foreign country when you have home. it is also an opportunity for the government to tap on the expertise of Zambians abroad. There is too much an un utilized critical mass needed for national development out there. Guys let us register please…. Zambia nyika yesu …..

  89. Hon Minister seems to be right but not effective. That exercise will not amount to desired results. What the ministry should do to capture data for the diaspora is to come up with programs based in Zambia which are catering to them. This way you will see floodgates opening much wider for the diaspora to engage in. Thereby, the ministry will gather information. Imagine if they came up with land empowerment everybody will be there submitting info. He knows our govt cannot help those in the diaspora per se. How many have they helped? Mr Lubinda devise a plan of home projects which provide opportunities and in that regard you will achieve what you want.

  97. Most people are skeptical of this move by govt because Mr Sata has already given the impression that living in the diaspora means that you are a traitor to your country. This kind of thinking by the top official is what is scaring off people. Again try to contact any Zambian embassy / high commission on this planet, you will meet with extremely rude and unwilling officials ready to shout at you! I heard getting a travel document from high commission in Pretoria takes three weeks! I was told by an official there that my passport might take 6 to 8 months to process, after paying R710 Rands!

  99. Registration with embassies is a normal requirement unless you have something to hide.

    I was very well received by the Zambian embassy in Brussels in February this year. The ambassador Inonge Mbikusita Lewanika even took off some time for a quick chat with me. I felt very welcome and this must be encouraged at all embassies. On the other hand been trying for years to contact the embassy in Congo. Telephone calls and hand delivered letters no response to date

  100. Four years ago I registered at the High Commission in Pretoria. I very much doubt if that register still exists as it looked tardy at the time.

Truth is most of these missions are abolutely irrelevant, its just a way of siphoning money from taxpayers to the relatives of govt officials, so they want to appear relevant by issuing such nonsense statements like the one lubinda just made. Just think to yourself what is it that some embassy guy abroad does 8 hours a day? NOTHING. The zambians abroad are already sorted and if you really have a serious problem the embasy WILL NOT help you, its like that passports saga, most had to go back to lusaka to get newpassports, embassies totally useless. I say get rid of them.

  102. I want my 700 Rand refund for money stolen from me by Zambian mission in Pretoria Mr Lubinda, for non existend passports that I had to pay for again in Lusaka. So just Shut the F@ck up and think of gaining some sort of credibility or respect with all these people posted above .
