Kaingu ordered to leave the house after persistently challenging the Deputy Speaker

MMD Mwandi Member of Parliament (MP) Micheal Kaingu who is also MMD vice president for political affairs was yesterday chased away from Parliament by Deputy Speaker of National Assembly Mkhondo Lungu for tying to challenge him.

This was after Mr Kaingu rose on a point of order of procedural on three occasions when United Party for National Development (UPND) Mwembeshi MP Austin Milambo was debating on individual heads for the Ministry of Tourism and Arts.

Mr Lungu could not grant Mr Kaingu a chance to raise his point of order starting that he would not allow points of order from any other members in the House.

Mr Kaingu however, could not heed Mr Lungu’s ruling as he constantly rose on points of order on three different occasions in an attempt to be lobby for a point of order.

It was at this point that Mr Lungu ordered Mr Kaingu to immediately leave the House stating that it was not right for him to try and challenge the Chairperson who had earlier asked for no points of orders.

“Honourable Kaingu, you are trying to challenge the Chairperson, therefore…I am ordering you to immediately leave the House,”Mr Lungu told Mr Kaingu.

The Mwandi Parliamentarian immediately walked out of the House amid some ululations from several MPs.

Earlier, UPND Mazabuka MP Gary Nkombo was also chased away from the House for improper dressing.

This was after Patriotic Front (PF) Chilubi MP Obius Chisala rose on a point of order in the House yesterday on whether Mr Nkombo was right to put on a black codrol jacket which he said was against the rules of Standing orders of the House.

In his ruling,Deputy Speaker of National Assembly order Mr Nkombo to leave the House though M Nkombo when he stood up tried to justify that he was not putting a black codrol jacket.

Mr Nkombo however, returned to the House after about five minutes in a suit jacket corresponding with the trousers.

Mr Lungu warned the members saying “Let’s not do things to test the ground next year you do that I will not allow you,”

  5. members of parliament are not serious with issues in the house.There is too much playing and jokes.It is high time they became serious and debate issues with the seriousness it deserves.We send them to parliament not to be casual in handling national issues.If they are tired,they are not supposed to waste parliament’s time.For once,we demand seriousness from these parliamentarians.

  6. This mentality that one has to put on a jacket and tie to be acceptable in parliament is a perpetuation of colonial mentality. It should suffice for one just to be dressed formally and smart. I strongly believe these are rules that were adopted from the colonial era.

    • There’s nothing controversial about raising a point of order in parliament. What is controversial is the Deputy Speaker not allowing questions in parliament. No wonder Kaseba was allowed to steal K 1.5 billion from Taxpayers.

  8. Wish the same tenacity these guys show outside govt(Mike Mulongoti in the same bracket), they would have shown when it was their chance to rule. A little to late am afraid, now its CNP’s chance and they are faithfully following the same self-destruct path all their predecessors took.

  10. I have worked with Hon. Kaingu and while I am no psychologist or psychatrist to doubt his sanity, I can certainly question his sobriety. The man is an emotional disaster and fails to reason when he insists on something. Besides, he can barely express himself, despite his recent Phd by correpondence, which, I believe does not even have an undergraduate foundation to build on!!!!

  11. Mr Kaingu is a mad man. Iris`s own case is different. Iris comes from a broken home coz his father Has married more than one wife, that is greed , then confusion, then Insanity because of over zealous behaviour. Why keep him in Parliamnet. he is a disgrace. Hooray to all ethical Mps.

    • What has this got to do with Iris? Idi.ots like you should be asking yourselves why Mkhondo Lungu doesn’t want MPs to raise points of order in the House? This why Kaseba is walking away with K 1.5 billion of taxpayers money she’s not constitutionally entitled to. 48 years after independence and you still want to accept nonsense without questions?   19. Kaingu is behaving like a child. He has lost focus, being in oppossition is a hard pill to swollow, hence the bad behaviour. He is not the only MP in the house, he has been thrown out of the house before. Very shameful MMD going nowhere just like UNIP did.

The chairperson for the parliamentary committee stated that he will not respond to anymore points of order, but Kaingus’ arse was itchy, so he had to stand up & instantly developed mouth diarrhoea! Kaingu should learn that the mark of great leadership is restraint and self control at great pain. Fyola, atase!
