Speaker allowing Government to use Parliament to break the law and abrogate the constitution-Opposition MPs

Opposition MPs have accused Dr Matibini of taking a position to protect Dr Scott of not providing satisfactory answer to the House and members of the public to justify the allocation of K1.5 billion to the First Lady.

Reading a three-paged petition signed by 66 opposition MPs, MMD Chief Whip Geoffrey Lungwangwa said at a press briefing at Parliament media centre that by protecting Dr Scott, the Speaker was allowing Government to use Parliament to break the law and abrogate the Constitution.

“From the event of today, it is abundantly clear to us that Mr Speaker has deliberately taken a position to protect the Vice President who has not been able to provide a satisfactory answer to the House and the general public.

“By protecting the Vice President, the Speaker is allowing Government to use Parliament to break the law and abrogate the constitution,” Professor Lungwangwa said

He said the MPs swore allegiance to protect and defend the constitution and would not support a system of presiding those abrogating the Constitution.

He said the Speaker allowed Dr Scott to continue with triviality of a serious constitutional matter which required Government to seek Parliamentary ratification to a proposal for a new office of the First Lady.

Prof Lungwangwa said Dr Scott has failed to answer whether the money allocated to the First Lady was for salaries or not.

“It is a known fact that salaries of employees attending to the First Lady are either State House or Cabinet,” he said

    • i though being in Europe gives you better understanding on how developed countries strategically plan for their respective economies, but alas you appear to be supporting blindly. Am in Europe too maybe in the same country with you but what parliament and pf govt did is wrong. if they want to legalise the office of the first lady let them enact a law; otherwise thus illegal and day time stealing from our poor people back home.

      What would happen in the case Dr kaseba misused the money? Has Dr Kaseba presented a budget for that money? How did she come to that sum of 1.5 Billion.
      its simple just appoint her as a Minister and allocate her money.

    • Imwe this is not an issue.Why should we spend time talking about this nonsense.The first ladys office surely needs a budget.Even in the united states the first lady’s office is apportioned with a budget.President Jimmy Carter had a similar problem in 1978 when he approved public law 95-570, which provided the first lady’s office with a budget.This is nothing new here.

If Mr and Mrs 7 Guns want to be rich they should go into the private sector rather than using taxpayers money as if they are withdrawing from their own piggy bank. Michael and Christine please stop dipping your dirty fingers in Zambia’s cookie jar. Your criminal activities are nauseating! Seems Sata has been cured of his allergy to corruption. Praise be to the Indians for a job well done!

  4. This is a no brainer. MPs pledge to uphold the constitution of our Country. Allocating money to an office that is not gazetted is a breach of the constitution. Period, So well done to all MPs who are objecting to this anomaly. Remember you are there to serve the people who elected you, and you can best do that by upholding the constitution and the rule of law. Well done, you sent a clear message to that effect. May God be with you. 

  5. The MPs are right to ask for an explanation. We did not vote for the first Lady. She is not a government employee and she is not entitled to use any taxpayers money, without an act of parliament. This is abuse of the office of the president.

It has already been made clear that the first ladies have had to use taxpayers money in the past governments, but this money was not properly vouched for and it was subject to abuse. The intention to allocate money to the first lady in the PF government is in tandem with the fight against abuse of public resources and corruption.

  7. Is Guy Scott deaf to the nonsense that comes out of his mouth because if he could hear himself he would feel ashamed. The VP has failed to justify the allocation saying other countries do it. which country? has that country got the same constitution as Zambia?
    Dr kaseba don’t be a Humanitarian with stolen money please lobby like the previous first ladies or better still go to UTH at least you be paid for actually working not expecting to be paid for going shopping in the presidential jet to buy Groceries and bikinis. as for those supporting just because there cadres shame on their souls.

She sued for defamation and won her case. Stop justifying criminality by your tribesmen. Tell your Kaseba that she’s not entitled to public money. Let her go back and work for her money. The other MPs and the so called speaker(who should have known better) are are pathetic clowns who are conspirators to the “crime” to steal from the people and put the money in Kaseba’s pocket.

If someone differs in opinion it is just that. Is this why we cannot tolerate people who think differently or believe in different things?? It is appalling. Cool it bloggers. By the way, is it possible to quantify how much of state funds ex-first ladies used despite them not being gazetted? Would be a nice start…
