Luwingu council introduces dog levy

The Luwingu District Council has introduce dog levy in a bid to reduce the suspected rabies out break which has rocked many villages in senior chief Shimumbi, chief Chipalo and chief Tungati’s areas of the Bemba people in Luwingu district.

This is according an open letter to the public by the local authority.

According to the letter, which was distributed to residents and availed to ZANIS, the council made the resolution on the introduction of the dog levy during its sitting on September 13, 2012 under minute No. LDC 51/09/12.

The letter states that, residents will be paying K30, 000 (K30 rebased) each for the first two dogs and K50, 000 (K50) for any extra dog per annum.

The letter emphasises that the council has introduced dog levy in order to control diseases like rabies and to reduce on stray dogs.

The letter warns that residents who will not comply with the council regulation will have their dogs shot dead.

“Before you come to the council for dog licenses you are supposed to take your dogs to the veterinary department under the Ministry of Agriculture and Livestock for the vaccination,” read the letter in part.

Last year, many people in senior chief Shimumbi, chief Chipalo and Tungati, were severely bitten by stray dogs and foxes of which five of them died of suspected rabies diseases.

At Joko Health Post, Ndoki and senior chief Shimumbi Rural Health Centres in senior chief Shimumbi’s area, about the 32 cases of dog bites and fox bites were recorded out of which three died as they opted to seek medical attention from the nearby traditional healers.

  2. THE DOG IN PICTURE IS DEFINITELY MAD. DOG LEVY MUST BE INTRODUCED THROUGH OUT THE COUNTRY. AND NOT DOG LEVY, BUT ALSO DOG TRAINING AND DOG-WALKING MUST BE INTRODUCED. DOG OWNERS MUST BE RESPONSIBLE FOR THEIR DOGS POO.

  3. Zambia has been independent for over 40 years now. We live in the 21st Century. Is it really necessary to always mention tribes when we write a news item or speak about a particular area?

    For example, why can we not just say Luwingu District, Lundazi District, Lusaka District, or Kabompo District?

    Because it is apparent that we have failed to celebrate tribe, it might be high time we banned tribal references in the same way that we are doing with racism. Nowadays a week cannot pass in Zambia without the mention of tribe in a derogatory manner in the media, particularly the electronic versions of media. This is also true in political references in the print media or on TV.

    • The tribal virus was planted by our colonial masters and our governments have failed to get rid of it. Our identity documents, such as NRC, still carry one’s tribe on them. There has been a collective failure on our part to eliminate this scourge.

      Coming back to the topic at hand, I do not see why they need to charge so much to control rabies. All what will happen is that people will not comply and I don’t think the council has the resources to enforce the bye-law. What is needed is to mount a campaign against stray dogs. All stray dogs must be rounded up and put down.

  4. That’s why Zuma doesn’t want us to be as close to dogs as whites are. Africans know dogs are good helpers but they aren’t humans so they can’t be kissed or be allowed to sleep on our beds.
    I personally broke up with my white girlfriend because she was always hugging and kissing the dog. I told her dogs are supposed to sleep outside because they are watchdogs but she insisted it must sleep in her bedroom . I waived goodbye.
    This so called love for animals I think is a weakness in which a human attaches the emotion of love to any living being as long as you have come to know it. Humans should separate love for humans from love for animals. Nasila.

  5. gundix boi be pround with your tribe maybe you are coming somali, kenya or luanda. zambia has seventy two tribes we only know the big seven. be informed that isoka has 9 tribes chinsali one, kasama one mbala three nakonde five luwingu two. we need to know the tribes through such stories thank you
