PF promised not to impose fishing ban during 2011 campaigns-claims fisherman

The national fishing ban, which runs from 1st December to 1st March every, has this time around been received with mixed feelings by fishermen in Mongu district of Western Province.

Siyoto Likezo, a fisherman, claimed that the Patriotic Front (PF) promised during its 2011 pre-election campaigns not to enforce the fish ban in the province once elected into power.

Mr. Likezo said now that the PF in power has not scrapped off the fishing ban, it should consider reducing the period from three months to two months.

He said many people in the province depend on fishing and selling fish for their survival.

Mr. Likezo told ZANIS in an interview that he was a bread winner for his family and he suffers a lot when the fishing ban is in effect.

He noted that he makes more money in fishing than in growing crops.

He said fishing should be an ongoing activity saying that breeding of fish could even take a month or two.

Every year, government enforces a fishing ban from 1st December to 1st March the following year to allow fish to breed.

According to the Fisheries Act of 2011 of the laws of Zambia, it is an offence to carryout fishing activities or to be in possession of fish during the fishing ban.

Government prosecutes all offenders and if convicted they are liable to a fine or imprisonment.

And Luapula Province Minister Benson Kapaya has called for concerted efforts in the enforcement of the fish ban in the province.

Brigadier General Kapaya made the call when Community Development, Mother and Child health Minister Joseph Katema paid a courtesy call on him at his office.

He said he had witnessed fishermen in over 30 canoes at Kasenga when he was coming from his tour of the northern part of the province who were busy fishing regardless of the period being that of the fish ban.

He said it was important for everyone to observe the fish ban in order to let the fish to breed and replenish its numbers during the breeding season.

General Kapaya said he had also seen a young man selling fresh fish by the road side when he was coming from Chienge district who only took off quickly when he saw the flag on his vehicle.

He said if some fishermen have the courage to display and sell fish by the road side, it shows that there should be a lot of fish than was being sold away elsewhere.

And Dr Katema said he was in the province to explain to the health staff and community development and social welfare workers the policy shift and direction under the PF government that they will now be under one ministry except the hospitals which will remain with Ministry of Health.

He said all the clinics, health centres and all the health staff who provide primary health care including the district medical offices and staff will be under his ministry.

He said the ministry of health will only be tackling complex secondary and tertiary health care cases referred to the hospitals and that will give them enough time to attend to serious cases and reduce on referrals abroad for specialised treatment.

  1. Further demonstrates how dull people could be at times.How do they expect the stocks to be stable if the fish is not allowed sufficient time to bleed ? The best thing to give to such people is education.

Politicians should be held accountable for the promises they vomit during campaigns. we can’t allow a situation where a worker works without targets, its like finishing Grade 12 without ever writing a single exam where someone just day dreams and starts promising people more money in the pockets within 90 days, without explaining how? is he going to open a bank where people just go and withdraw for free ? illiterates shouldn’t be allowed to vote in Zambia voting is very important in building a Nation we cant let Grade 7’s decide a leader for the educated just because of a chitenge worth K 5. we need qualifications to enter employment so they should be qualifications for one to vote. then lets let kindergarden’s vote as well because an illiterate is no different from a kindergarden.

    • How far did you your father go in education and why did he not become the president of Zambia if he was so educated than our beloved President Sata? Or let alone, why are not President of Zambia or just at least close to that if you fell you are so educated than others who voted for the President?   3. PF were desperate up to the run up of the elections, they could have promised anything under the sun and stars. It was a must win at all cost even if it meant lying through there rotten teeth.You need an 80 page hard cover book just to keep track of all the PF promises and another 120 hard cover for the u turns on their promises.
    its a living nightmare living in a Nation without leadership direction, in Rupiah’s time we were on auto pilot but at least we were moving but now we are over speeding in reverse. Even fish need time to have sex you illiterates.

    • You are a liar man and big liar . Lie to those who are not in Zambia, but us who are in Zambia we can see a very big change in the way the PF are running the government affairs. Keeping on ranting in the diaspora while back here we make more money.

    • I don’t know if having a road linking kasama to isoka and a bridge on chambeshi river is overspeeding in reverse. I also don’t know if tarring mbala nakonde raod is overspeeding in reverse.

      but what I know is that we need a good road network to accelerate development and that we can not do everything at once. resources will not allow.

      after road net work we need good water supply by way of opening and redirecting rivers to arable land.

      later work on the marketing system for farm produce. this will reduce over dependence on mineral.

      but am not saying we forget about minerals. we need to come up with means to open national mining companies so that we can earn fully from the mines.

PEOPLE WILL EVEN STARTING SHEETING ON THE ROAD AND CLAIM TO HAVE BEEN PROMISED THAT THERE WILL BE NO LAW ABOUT IT. HOW SURE CAN THE WHOLE MSC TELL PEOPLE THAT THERE WILL BE NO BREEDING SEASON FOR THE FISH WHEN PF IS IN POWER.

  5. The fisherman is not to blame really. What does he know? The problem is those who were so desperate to win that they promised people things that they knew could and would not be done. There is need for serious civic education in Zambia. People need to be taught to be critical thinkers in order not to be taken advantage of

  8. To avoid’’The tragedy of the commons ‘’ Fish ban is necessary. Just remove the then political rhetoric and do the right thing, which is let the Fish multiply for you and your family to continue with your livelihood. December to march is the rain season; you can shift your labour to agriculture( you can grow Rice).

    • the problem is the people lied to. how can one for instance believe such a thing if it was ever promised. did one think pf would be maufucturing fish?

      please people time for politicking is over we need to concentrate. whether you like it or you don’t pf has 5 year term. the best we can do is to provide meaningful criticism. avoid being pet. ifikulu tafyalulwa. next time it will be you. think again even as you accuse the government of the day un-necessarily

Lets talk about facts of life here. a fisherman feeds his family and provides for his family thru fishing if u ban fishing for 3 months where do u expect this man to get his income from. i suggest the goverment should come up with altenative forms of resorces for these families. i cant beliieve that stupid politian is seting alight the poor fishermans net i think if he was wise enough he would just confiscate the net keep it somewhere and return it the owner at the lifting of the ban. its simple . mr politician the job u have is to provide projects in the community to earn these poor fishermen some money. I hope you will able to call the papers again to show us pictures of what development you have brought in the affected areas.RUBBISH!
