Fate of Reform Party to be decided soon

The Registrar of Societies says it is still contemplating on whether or not to cancel the records of the opposition Reform Party (RP) in its data base.

The latter was headed by the then President Dr Nevers Mumba who is now Movement for Multi-party Democracy (MMD) leader.

In an interview with ZANIS in Lusaka yesterday, Acting Chief Registrar of Societies Willis Manjimela disclosed that the society is in the process of making a move to go ahead to deregister the existence of the party as was directed by government.

Mr Manjimela who is also Home Affairs Deputy Permanent Secretary noted that a decree is a decree and when it is passed it has to be complied with.

He stressed that action would soon be followed regarding the way forward for the RP as to whether it still holds legal ground as an official political party in Zambia.

He further said Zambians will soon know about the fate of RP.

Home Affairs Permanent Secretary Maxwell Nkole recently instructed the Registrar of Societies to remove the Reformed Party from the records as being one of the official political parties existing in the country.

Earlier this week the Registrar of Societies was told by Mr Nkole to use its discretion and de-register the controversial Reform Party (RP) because it is ‘dead’,

Mr Nkole said this when he appeared before the Parliamentary Committee on National Security and Foreign Affairs.

He said the RP is only active on paper but its operations on the ground are non-existent.

“RP on the shelf is an active party but it is dead out there. It has not been active since 2007,” he said.

Mr Nkole was responding to a question raised by Zambezi East member of Parliament Sarah Sayifwanda who wanted to know why the Office of Registrar of Societies is seemingly applying double standards to political parties.

Ms Sayifwanda said there is need for the civil service to guide the PF government correctly so that it delivers development.

Mr Nkole said the argument about RP is merely an academic exercise.

“The issue about RP is an administrative one and not a political matter as is being portrayed,” he said.

Mr Nkole said civil servants must speak the same language with policy-makers, adding that the Office of the Registrar of Societies must advise the Ministry of Home Affairs correctly.

He said the civil service is not proactive in keeping the government informed on certain matters.

Mr Nkole said the current administration wants to change that attitude towards work.

“We haven’t given sufficient guidance to Government as civil servants,” he said.

And Ms Sayifwanda commended Mr Nkole for being candid on the matter which has attracted public debate.

“We only have one country…. that’s why we want things to go well,” she said.

  1. This counterfeit regime of Perpetual Failures (PF) too distant from the law is trapped in its extraordinary incompetency. Its dangerously confused and biggest risk on Zambian peace and future. Even the Somali-land transitional regime is better.

The country is facing mealie meal shortages and all that Sata cares about is politicking and fixing his political enemies for reminding him to fulfill on his campaign promises. what worries me is that Sata doesn’t seem to understand the root cause for this mealie meal crisis hence he has no solution i say so because most farmers haven’t received their fertilizers meaning we are in more shit next year as the majority of maize comes from small scale farmers, commercial farmers have been allowed by PF to do away with growing maize for more profitable crops like soya and wheat, what a disastrous PF policy.

    • Stop and think. A commercial farmer is in business of making money and not feeding the nation.
      This is simple economics, a farmer will earn more from growing wheat than maize. Besides, Zambians consume wheat products as much as maize products.
      A wise farmer be it subsistence or commercial should plan is advance and that means sourcing his or her farming requirements well in advance before planting season.
      For the country to run efficiently every branch of government has to focus on it’s department.
      Presidents come and go but the nation’s desire to develop is embedded in the minds of ordinary people.

  4. I didn’t know that a DPS could act as Registrar of Societies which in my view is equivalent to Director of a Department. I stand to be corrected by seasoned civil servants at PSMD.

    • You are right, something very fishy here. Isn’t there a deputy registrar who could act instead of the DPS? Infact the positions of DPS are defunct in Goverment, why does Home Affairs still live in the Iron age? Yes the DPS is equivalent to a Director and possibly higher than the Registrar. The appointment of Registrar should be monitored very closely otherwise PF may be planning to put a stooge. If there’s a Deputy Registrar or any senior person in that department that person should act with a view to promotion. Secretary to the Cabinet look into this.

    Why is there so much inerest in this party. The registrar should do important things instead of wasting his time and our money. As long as they are submitting their returns and furnishing his office with the required information they should not dig toom uch unless something illigal is happening.
    Please come out of politics and become a civil servant!!! You illitrate man. When did Zambia start having decrees?

    • That caused me to wander. Surely Zambia is not ruled by decrees. How blind can these fellow become. They seem not to know any laws. Little wanders why they have lamentably failed to manage the affairs of the beautiful Zambia.

  6. This whole event has brought glaring inconsistency in the function and activity of the Registrar of Societies, especially one Andeleki. In the same breath they de-register or threaten to de-register dormant (or non-paying entities) while in another they wish to perpetuate the life of a dormant and virtually non-existent entity like RP. This, to me, is the turning point on how not to run government. Lets turn away, as Max indicates, and do the right thing that is uniform and consistent. Forget RP, formalize its dissolution (with penalty if that is what the law says), and let Nevers go on with what he has started. Let him fail or succeed without pretence.

  7. THAT is good move by New Registra of Societies but i demand that Mjr. Kachingwe and Andeleki be arrested and charged with a case of tampering govt files and stealing documents in govt files with intention of disadvantaging innocent citizen in name of Dr. Nevers Mumba. The facts are that on dates an known Mjr. Kachingwe while acting together with Mr. Andeleki former Regisra of Societies removed folios in the MMD file and also RP file at Registra of Societies the move which was intended to disadvantage Dr. Mumba by accusing him that he was stil RP President while not and that he was not registered as MMD President when MMD did so on 2nd August, 2012. This move by ANDELEKI and Kachingwe is criminal i appeal to Libongani to arrest the two with immediate effect.

  8. IN the alternative, what will happen if a decree is made to say RP is still alive? What will be expected of who? Will Nevers be forced back to RP? Will they threaten Nevers or other RP members of deregistration for not submitting returns for the years they were not doing anything? Will they arrest them of having formed a party that went nowhere? Please allow me to understand.
