UNZASU President arrested for forgery and attempted theft

The Drug Enforcement Commission has arrested the University of Zambia Student Union (UNZASU) President and two other students for forgery, uttering of false documents and attempted theft involving K50 million.

Ali Tunkara, 25, of 22/11 Emmasdale Lusaka, has been arrested and jointly charged with Augustine Mukuka, 24, of Chilanga and Philip Siame, 24, of 7876/2 Woodlands Extension, Lusaka, for forgery, uttering of false documents and attempted theft.

Particulars of the offence are that Ali Tunkara, UNZASU President whilst acting jointly together with Augustine Mukuka and Philip Siame both students at UNZA, between 1st December 2012 and 31st January 2013 did forge the signature of the Deputy Dean of Students, purporting that he had authored an introductory letter to a named bank to enable them open a bank account for the union and deposit a cheque of K50, 000,000.

The cheque was donated to the student union by Prof. Nkandu Luo through Constituency Development Fund (CDF).
The suspects are currently in custody and will appear in court soon.

    • He has all the major qualifications to be appointed into the PF Executive. Go on man go to State House and demand you seat at the table!

    • Appears to be a case of wanting to do a good thing in a bad way,a bit like the removal of RB’s twanikane by parlianment.

    • Sorry I don’t want to sound tribalistic but these Tonga chaps are useless why didn’t they just deposit it in the normal Unzasu account and forge a withdraw or task someone to print fake Tshirts

      The Guidelines on CDF state, 10. Disbursement of Constituency Development Funds The Ministry of Local Government and Housing (MLGH) shall disburse the funds either by Bank Transfer or by Cheques to Constituency Development Fund Accounts maintained by Councils accompanied by a list of beneficiary constituencies and reflecting the allocation to each Constituency in the District.
      4. Beneficiaries
      Beneficiaries such as Clubs, Associations and Societies must be registered with the Local Council within their Constituency to benefit from the Fund.
      Was UNZASU registered with the Council?

    • @octopus.. among those three no one is tonga, Tunkara is zezula, thats why he lives in emmmasdale very close to mandenvu… the other two am sure you know where they come from..hahahahah
      @just saying.. good question.. But with PF, any govt developmental money is always treated as donation to zambians

    • I suspect they wanted to open an account separate from the authentic UNZASU one, where they were going to be the only signatories and then loot the K50million.

      I am reliably informed that they were trained by RB

    • CDF cant be donated. It’s actually a grant to deserving communities for specified projects. All payments are made by check to registered suppliers of requested goods/services. It was financially, technically, socially, logically, economically & morally inappropriate for pRof. Nkandu MP, to give a check to those boys when they are not suppliers. She knew what she was doing & they could have been assigned to do some dirty jobs for her. What a shame. UNZASU qualifies to be funded for student body benefit, not individual souls. Be aware of Luo.

  4. Ok Ali has gone thru a lot,they shuld jus forgiv him. He has obviously learnt his lesson and expulsion from Unza is the worst. He publicly pleaded for forgivness mwebantu.Let him be freed mweh!

    • There is no allowance for emotions where you are before the law. No love, no liking, no sympathy…. you just go by the matter at hand. Facts….mum. If they guy stole or tried to steal…the appropriate punitive measures take effect.

  5. Why donating CDF to a students union? can someone please help me understand this? This money is meant to improve roads, water supply,healthy facilities etc in communities where these students come from. Prof Luo, roads in Obama(part of your constituency) are in a pathetic condition and u are busy dishing out CDF to thieves. Please don’t let us down.

  6. young man learn to work hard for your money and be honesty in life,the possibility that you forged your grade 12 results can be true looking at your acts of behavior.But let the law enforcement officer pardon the young lady has his parents has spent a lot for him on the paying the tuition fees.forgive the thief he has being taught a lot while in custody.

  7. Young leaders are stealing now, What a shame. Should be Jailed. We can no longer allow leaders who steal or corrupt to go free. President Banda made President Chiluba to go free and made him unpopular. People are asking how RB has acquired wealth in such a short time. 1+1 does not add up to 3 years, but it can added up to 3 years if RB invested wisely. So president Banda is not guity until proven. So the boys will have to answer charges.

The crime these students are being accused of is “forgery of the Dean of Student signature on the introductory letter to the bank to open a Student of Union account. On face value we don’t have any facts if the intention was to defraud the KR50,000 by accessing the account once opened for their own use as signatories. I would imagine the authority to open the account for UNZASU would be enshrined in the office of the Treasure for UNZASU, who may have delegated his authority to the President to do so. All said let’s wait for the full facts before hanging the accused to dry

Nkandu Luo was going to have a commission in that money,DEC get permission from Satana before he dies and interview this ugly Luo.Where on earth do give developmental money to students?That money was supposed to go to community projects UNZA is well funded through the relevant ministry.This is how GRZ money is stolen by these cheap ministers who want to buy popularity through bribing students.I wonder what the parallel president Fred and his girl friend Nchito will say about this.This is abuse of office.Shonky minister.

  10. This case should not die a natural death. This boy called Tunkara should be given a length sentence once found guilty but if he will acquited, let him still be quarantined to Mukobeko as he is a danger to our confers like Transfigura Summer Kamimbya & Fredrick 14 billion Mumembe.
    And dont forget to lock up the supplier of govt money to young thugs, Luo Icasa money.

  12. Sad baane, I see nothing wrong in Hon Luo giving UNZASU CDF unza is party of munali constituency. I was Hall Rep in the 90s at unza. Unza funds assist many students from transport money to hospital bills for vunerable students. I think the MP meant well. May be the fella wanted to keep appearances while coming from humble home. At least Hams & E Tembo never stope that low.

    • The MP can NOT donate CDF funds. It is contrary to the Guidelines. The guidelines state –

Is it any wonder that the affairs of the State have been hijacked by an unelected cabal for the simple reason that there’s a half literate in State House who doesnt know what he is doing? can someone remind us about the politician who deposited local govt Ministry budgetary allocation into his personal account in 1994?

  13. There are guidelines regarding disbursement of CDF funds, my interest would be to know what purpose this money was given to the students body.@gorrillaZ, the guidelines do not allow allocations for consumptive activities such as transport money, hospital bills etc.

  15. All this is as a result of the ‘get rich quick’ culture that is currently prevailing in Zambia. A lot of people, young people included are under pressure to make money as quickly as possible because their neighbour or family member or friend is suddenly doing so well financially. What happened to working hard for your money? Men are leaving their wives for rich women. Women are leaving their husbands for rich men. Young men are dating women the age of their mothers for material gain. Young girls are dating men the age of their fathers for material gain. God help us.

  17. Let him ask Sata how he chanelled GRZ funds to a private account and got away with it when he was minister under Chiluba. The Cobra knows how to argue out such cases!

  18. So an MP can single handedly disburse CDF money? This is a very big loophole for those with long fingers to snatch the funds.

    My advice to the three boys is that they should quickly join PF and their case will be nullified. They should follow the examples of people like Masumba, Namulambe and others.

It seems UNZASU is cursed in our time that is 2006, only four people graduated, two failed, one was not a legally registered student, one went awol after getting a 10 million kwacha and the other just diffused from school. One there is only one office that is porous and the vents need to be sealed, it needs a proper investigation team to conclude the problems there. Very sad indeed.

  21. Those days when we were supper monks in the ruins of that great University, these chaps by now would be gasping for breath in UTH! Its a pity our university today is full of chongololos who have continued to bring shame on that once respected university!

  22. This is the leadership you get when you allow pipo like alabi to be in state house. PF please clean up the mess. When the stealing is institutionalised by removal of a clause the stops people from stealing and you call it innovations to get rich. The fruits of alabi are now made manifest. Yaba.

  23. These boys just liked basic stealing skills,they would have excuted this task with perfection.we conduct free lessons/consultations for all those who need these skils .we thank the drug enforcement for the job well done,and this should act as a lesson 2 would be leaders.

  24. Its so shameful and scandalizing to our very own students from a university of good reputation,it really portrays a negative picture to the world.Let those chaps face the law accordingly
