ZFE welcomes the extension of the revised minimum wage implementation

Zambia Federation for Employers (ZFE) Executive Director Harrington Chibanda has welcomed government’s move to extend the period in which to implement the revised minimum wage.

Labour Minister Fackson Shamenda announced last week on Friday that government has decided to give employers who have faced difficulties in implementing the revised minimum wage up to June .

He however warned that employers that will fail to meet the June deadline will face action from the state.

And Mr Chibanda said the federation expected that some employers would find difficulties in effecting the revised minimum wage following numerous complaints.

He told ZANIS in an interview today that the gesture by government is good because it will give employers and the business community ample time to bargain with employees’ trade unions to reach agreed figures.

Meanwhile, Mr. Chibanda has urged the government to critically analyse the move it has taken not to allow non-Zambians to perform human resource functions.

He stated that it is important to note that there are many Zambians outside the country performing human resource functions especially in the multinational companies.

Mr Chibanda said the field of Human Resource is dynamic and as such government needs to strengthen the Zambia Institute of Human Resource Management (ZIHRM) Act which would see human resource managers being registered for easy regulation rather than banning foreign practitioners.

He has also said that it is important for the government to look at the qualification of people with the positions of human resource management which is also an important factor.

  1. This would have been far better if minimum wage was defined for all job disciplines or qualifications & not forgetting experience.

    Btw – nice reporting by ZANIS saying “up to June”. Is that 1 June, 30 June….. or maybe 30 June in the year whenever.

  3. Mr Chibanda, u seem to have a big problem. Human resource positions must be given to Zambians only. Most country are doing this. Is this the same man who took the gvt to court over minimum wage and lost? Thats why u have chinese HR managers geting in problems with workers, they dont understand our culture such ukulala pa malilo

    • Kwekwe – you are the one with the problem! The practice of “ukulala pamalilo” is not a cultural one but technological. It done because in the old days, a deceased person’s corpse was kept in the house over night. Therefore, to keep the bereaved family company, some mourners would sleep in the house with them so that they are not afraid of the corpse. Others would sleep outside the house and lit a fire for two reasons: keep wild animals away who may want to eat the corpse, attracted by the smell; and to wade of witches in the belief that they travelled at night and may want to dismember the corpse. With changes in technology, corpse are now kept in morgues and Christianity has taught us how to deal with witches-expel them! Therefore, “ukulala pamalilo” is no longer necessary!

    • ukulala pama lilo is now part of our culture u can not deny that fact. most culture start the way you have stated and are passed on to generations. how about uku fwala ifitenge by our Zambian ladies do u know how it started? Even Christians encourage uku lala pamalilo. go to a funeral of UCZ member you will be amazed on the attendance by church members.

  4. I do not support the “immediate effect” syndrome. It has never supported entrepreneurs, frustrates planning and scares FDI. Another area of improvement is the need to consult before passing legislations such as minimum wage. How embarrassing for Govt to pass laws that they cannot enforce!

  5. THE ISUE OF MINIMUM WAGE HAS NOT DONE ANY GOOD. LET US LOOK AT DUNAVANT ZAMBIA LTD. THE COMPANY MAKES A LOT OF PROFIT FOR THEY EVEN SALE TRASH. BUT THE GENERAL WORKERS ARE BEING PAID AFTER A FORTNIGHT (2WIKS) PERIOD FOR 4 MONTHS NOW AT KR 29 REBASED CURRENCY. CACULATE HOW MUCH IT IS PER 14 DAYS. IS IT FAIR SURE FOR GOVERNMENT TO GIVE THESE INVESTORS DEADLINE UP TO JUNE WHEN THEY HAD ANNOUNCED THAT MINIMUM WAGE INCREASE WAS WITH IMMEDIATE EFFECT? WITH ALL THE HARD LABOUR INVOLVED.WHAT TYPE OF EFFECT IS THIS?
