Anti-Corruption Commission (ACC) Director General Roswin Wandi has asked Zambians to maintain faith in the commission’s credibility to operate autonomously.
Ms Wandi said fears that the ACC was operating under the influence of President Michael Sata was just wishful thinking, which should not be allowed to detract people’s faith in the commission.
She said this yesterday during a Copperbelt stakeholders’ meeting involving heads of Government departments and the civil organizations held at Moba Hotel in Kitwe.
“I want to assure you that the Anti-Corruption Commission is carrying out its mandate in accordance with the law and that there is no interference in the operations of the commission,” she said.
Ms Wandi who was responding to concerns during the question and answer over President Sata’s request that the ACC should inform the Head of State when investigating senior officials of his Cabinet said that should in no way suggest there was interference in the operation of the commission.
Ms Wandi’s assurance was echoed by ACC director community education, Festus Chipungu who said President Sata’s statement was only emphasizing on courtesy, which was normal in the conducting of investigations.
“The President Sata did not mean that we should be accountable to him. He just said as courtesy we should inform him because that is the normal way to conduct investigation as we do it even when we are investigating an office orderly, we have to inform the employer,” Mr Chipungu said.
Ba Wandi, why are you telling lies? By copy of the letter sent to Prof. Chirwa, you, as ACC were instructed by the President to immediately institute investigations into corruption allegations against Chirwa. Why are you denying?

Can you remember how your ACC was humiliated by Winter in front of ZNBC cameras and how the president came on TV news to give you specific instructions that you should seek permission from him first when investigating senior PF officials. Next GBM and Winter cleared via back door.

it was right the president gave specific instruction . there was perceived fear to talk ill of professor chilwa worst still investigate him. with the instruction from the president the investigation will be done with full blessings from the appointing authorities and will be thorough.
I understand the principle of courteousness in such cases. But the instruction of the President to ACC came after the Justice Minister went to your offices with blood shot eyed,drunken foul mouthed thugs, wielding clenched fists. H.E. didn’t rebuke Winter Kabimba for this kind of immature and childish approach. Instead the venom and wrath was directed at an entire institution for ’embarrassing’ the Minister. Tell me, did that inspire aggressiveness in future inquiries or raised fear in the ACC? Especially that the appointing authority is the executive. My hunch is that ACC will find it hard to court public confidence again.

These two should be ashamed to claim autonomy. They are either in a continuous state of slumber until Sata coughs or they must take Zambians for fools. As soon as Sata instructed them to investigate Clive (by way of copy), they issued a press statement saying they had instigated an investigation at ZRL. The board had been gone for days with pleas to the same ACC to investigate but no formal response until Sata instructed. This at the back of Kabimba and GBM saga.
