Guy Scott blames MMD for subsidy removal, PF just implementing MMD Policy

Vice President Guy Scott has accused the Movement for Multiparty Democracy (MMD) of being the actual master minder of the first stage of removing subsidies on essential commodities of fuel and maize.

Dr. Scott note that, the Patriotic Front government has only implemented what the previous MMD government started.

Dr Scott said that the the development remove subsidy is not new as it was started by the MMD government. Dr Scott explained that the former ruling part agreed to remove subsidies on fuel in 2010 in three phases but u-turned on their decision towards the general election.

He said the PF government is just continuing from where the previous administration left.

Dr. Scott has also urged the MMD to support PF government’s decision to lift subsidies on fuel and maize as a fulfillment of the course the former ruling party earlier initiated.

Meanwhile, Dr Scott, has assured the people of Luangwa district that the removal of fuel and maize subsidies will not affect the distribution of relief food in the area.

Dr Scott noted that his office is fully aware that Luangwa is a drought prone area and as a result there will be will be no changes in the distribution of relief food.

The Vice Presidet added that the removal of subsidies on selected items is for the benefit of the Zambian people.

The Vice President was speaking during a rally in Luangwa to drum up support for the PF Feira Parliamentary candidate, Patrick Ngoma, in the forth coming by election.

Meanwhile, Dr Scott has dismissed assertions being made by opposition political parties that the PF government is trying to create a one party state.

He said the PF is there to work for the people who voted for it, saying it is the only party that knows how to deliver on the campaign promises it made compared to the previous regime.

Dr Scott said apart from the road construction, hospitals and secondary schools will be constructed in Feira.

He further stated that government will also look into the opening of mines so as to create job opportunists for the youth in Luangwa district.

And PF aspiring candidate for Feira by election, Patrick Ngoma, said his resignation was a result of him being asked to leave the MMD by party officials in the area.

Mr Ngoma, who is confident of scooping the seat, asked the people of Feira Constituency to vote for him as a way of showing appreciation to the president for the development that has so far been taken to the area since the PF party came into power.

The Feira seat fell vacant when Patrick Ngoma resigned from MMD to join the ruling PF party.

The seat is also being contested by NAREP candidate, Samuel Sikaonga, MMD candidate, Elias Phiri, UNIP candidate Charles Kanyama Phiri and UPND candidate, Eularia Zulu.

    • So this policy you’ve been supporting so passionately is not yours? What exactly do you believe in you people? In one breath you say it was wrong for the to introduce subsidies. And you praised the PF decision to remove them. Now you’re telling us that it is the MMD that is responsible for removing subsidies. Is the MMD still in power in 2013. PF are a bunch of lunatics!

    • @Goncalves We are kind of just telling the nation that this thing is not new.MMD wanted to do the same, but they discarded the idea before elections because they were afraid of losing popularity and eventually elections.But us as PF we are not afraid of losing popularity and 2016 elections ,because we believe in doing the right thing.It is a risk we are taking,we just hope that many Zambians will come on board on this issue.

The change was more for personal benefit than any change in policy direction. Sata has a heart for the poor blah blah blah and yet he was MMD in disguise! You’re a bunch of congenital liars!

      So it is now official. PF has no plans of its own! At least MMD had its own plans. PF is pure Chimbwi NO Plan. Zambia is indeed in problems. We have a government that cannot generate its own plans. PF can only do copy and paste!

    • When I heard this man blame the mmd for the removal of subsidies I was really sad. It is like listening to a spouse snatcher who says…’hey I did that because even though you don’t know your past spouse was going to do the very thing but he/she realised that you were had found a good job they chickened out..’ Why cant guy skoti fight his own battles. The mmd is past tense so leave them there, they, pf, are now ruling.       Whether PF dies now schools will be built, roads will be constructed, etc. These programs are externally funded. We want you to say sorry to Zambians for several liars you talk us during your campaigns. Respect to humans, accord them what they deserve-human rights

You promised cheaper fuel. Cheaper mealie meal. Lean cabinet. Etc. So what are you bloody doing implementing MMD policies in May 2013? Honestly you guys are crazy. You are escapees from Chainama!

  5. This is really Pathetic Foolishness. Why are you still implementing MMD policy? It shows there are no brains in this government and they are depending on what MMD wrote down.We used to call it ‘crooks’ at UNZA. Even MMD U-turned the idea.Reminds me of a guy who was copying from his friend during exams and even copied his friends name.

    • But MMD does claim certain things PF has undertaken/done as their ideas/projects (Levy stadium, certain road projects, etc). Maybe the V.P. was simply trying remind the MMD to claim this one too since they (MMD) seem to have forgotten that, once upon a time, they too thought removing certain subsidies was a good idea. Yet today they are in the forefront condemning the very ideas they once supported and later shelved for political (NOT economic) reasons—oh the iron of politics!

    • @Yambayamba sometimes you should pose to think. The removal of subsidies is a Political decision. Politics is defined simply as : Deciding who gets what and when! This is what is called Public Policy. The PF has decide in its wisdom to take resources away from the majority of poor Zambians. Instead they have chosen to pad their little nests. Every one of the Ministers , Deputies and Permanent secretaries are getting a monthly allowance of $1600 in fuel subsidies from the tax payers. Not to mention the $25 000 per month in rentals in addition to their salaries which were increased by 150%. The removal of subsidies is merely a cash transfer from the general public to the PF leeches!

  7. How schizophrenic can this Government get? in one breadth the commander rallies his troops to go into the battle ground and defend the subsidies to the last drop. And then the second in command hits the ground and realises he needs to win an election, then changes the messages to ” Oh, that is not our idea, it is MMD idea , PF wouldn’t do that” How are your foot soldiers who have been hitting the subsidies drums interpret this now.

    What a confused Government. PF is in Government and has made it’s own budget and has the power and mandate from the people to discard any MMD policies.

    MMD does not even have the numbers in parliament to impeach you guys, so why keep implementing our policies and making us look bad to the public?

This whiteman is confused always he opens his mouth he amazes me he is saying MMD wanted to implement this project in three phases, but his PF Kaponyas govt has done it at one time so what is he trying to tell us when he talks of MMD who where suppose to do it in three phases, my question is who is doing good between PF and MMD? this statement has exposed PF that are empty dot know what they are doing in this country and will lead us total collapse of our growing economy left by MMD. We should stand up as people and defend our beloved Zambia from being looted by these hungry politicians.

  9. Just own it ba PF. The opposition to this isn’t as widespread as you may fear. It is a small number making a lot of noise about this issue. Any honest Party would have done exactly what you (PF) has done, so OWN IT AND RUN WITH IT!

    Simply explain to the masses why this move (removal of subsidies) is necessary and how you intend to effect broad based economics by getting rid of subsidies. Economics that will benefit everybody, especially the poor, for which subsidies have failed so lamentably to achieve all these decades. Trying to blame MMD for everything makes your look very unsure of your polices and the direction you intend to take the country. Zambians are NOT as [email protected] as you politicians might think, they can understand and appreciate a well-articulate argument.

    A kaponya was explaining to his friends ati “subsidy nivima chemicals vamene bamafaka ku unga paja pogaya kuti kusazinkala tudoyo ,manje Sata akamba ati basaziikako kaili ati nivodula futi vidwalika bantu, vili nama side effects”…C’am on ba zambia!!…#dead!

Well then Dr. Its nice to admit lack of your own policy and general plan on economics but remember that perhaps you should have also asked for the logic behind the implementation plan instead of just cutting and pasting the policy! The phased approach was perhaps to bring down the cost of production first and cancel it out with subsidy removal in phases so that there isnt a change in price for the end user (does that make sense to you sir???) vikopo!!!

Whose interests are at stake if profits are no longer accumulated by demostic and foreign business cartells?What is the percentage of profits earned by foreign business cartells operating in Zambia remains within the borders of the aforesaid country? Using evidence-based research as a strong pivotal line of argument, can the PF furnish a factual debate to any media, be it a print media or electronic media? In furtherance, can the PF explain why Zambia has so far lost between $31 billion and $39 Billion in the period between 2005-2012? The above funds have been repartriated illegally to off-shore accounts by foreign capital operating in Zambia. And yet,…

In addition to what has been put forward as the overview of my argument, in complexities of extracting profits from what capital deems as ‘surplus profits’, the poor or ‘the have nots’ are not included but labour is. However, capital turns the quasi-bourgeosie lifestyle seemingly enjoyed by labour on its head through the inclusion of advertising followed by actual buying of goods in upmarket shopping malls. On the other hand, capital looks after its interests through its subsidiaries which are part of its superficial structure. Thus, Sata comes into play through arms such as the police, the defence army composed of various specialised units whose sole purpose to crash any form of resistance from the oppressed sector of the population.   16. Moreover, since the poor or the working poor do not have regular income or no income at all, capital puts forward conditional offers such as removal of subsidies on all essentialls. Subsidies are not good for capital’s pursuit of profit generation, thus the South African government was strongly advised against subsidising any essentialls for the poor masses by both domestic and American captains of industry. The Los Angeles Times covered this robust debate and it revealed as to who owns South Africa’s 550 Billion dollar econonomy. Political economy and real economy are not one and the same thing. Americans and capital are falling over themselves in praising Sata for the removal all subsidies and, yet Sata is playing blame games with his constitutencies. Reacting eloquently to this, who?

  17. The rising inflation rate rate which is the direct off-shoot of the weaker performing local currency (Kwacha) against the Dollar is beneficial to capital. There are no shock absorbers which can act as cushions for the freey floating weaker currency on the account that profits earned from the transactions of raw commodities such as copper, cobolt or silver, are not retained in the exporting nation (Zambia). Hence, Zambia merely remains a commodity rich nation. Inflation indictors, CPIX, PPI and CPI, even though show that the inflation rates have been declining, but this only by-passes the real reflection which is that the percetage point in terms of the actual decline is extremely small to support social spending or rather to off-set the deficit.   18. This admission by the VP finally confirms the status of “CNP” (Chimbwi No Plan) of PF. So PF is on auto pilot implementing MMD policies – God help us as a nation we are headed for a severe crash landing. PF policies are the ones of handing out cash loans to buy buses – sheer waste of scarce resources
