Technical committee ready to work without pay if new extension is granted

The Technical Committee drafting the country’s Constitution has pledged to work without pay if its latest request to extend its work to July 31st is approved by government.

The latest request for the extension of the deadline if approved will gobble fifteen point eight million kwacha rebased.

Government earlier this week announced that it had rejected a six months request by the Technical committee for extension of its work.

Speaking during a media this morning, Technical Committee Spokesperson Ernest Mwansa disclosed that the draft persons are confident that they will finish their work by July 6th ,2013 to allow consideration of their work by the Technical Committee.

Mr. Mwansa says this will follow the editing of the final draft constitution and final report of the Technical Committee by Independent Editors, and thereafter the adoption of the edited final draft constitution and final report by the Technical Committee.

Mr. Mwansa notes that the printing of the adopted final constitution and Technical Committee’s final report will be followed by the actual handing over of the final draft constitution and Technical Committee’s final report to President Michael Sata and members of the public by July 31st this year.

Meanwhile Mr. Mwansa has maintained that the failure to beat the June 30th deadline is attributed to delay by some districts to submit their comments and recommendations on the popular version of the draft constitution.

And Mr. Mwansa has also clarified that the Technical Committee has spent only ninety nine point eight million kwacha rebased from its hundred and fifteen million kwacha rebased budget line.

Mr. Mwansa notes that the key expenditure has been on the initial set up of the Secretariat, purchase of office equipment and furniture, purchase of motor vehicles and operational overheads.

He further states that the Technical Committee has had only ninety eight sittings from 2011 to date

  6. The government is too broke to continue on an issue considered to be of no benefit …
    Why do you think is the reason for removing subsidies, increase of retirement age
    resolting to batter system as means of trading,
    what do you expect drafting a budget that they have failed ti live by?

  7. But allow the Auditors to do their work on your spending so far. You should have volunteered in the first place. You have extended after extension, what makes you think when you extend you will finish what you have been extending. Too many unfinished projects in Zambia, the African style. If developed world worked like you have done they couldn’t have developed the way they are. They commit themselves to completing tasks in time, unless by catastrophy. In your case, there has been no catastrophy, but only to complain of your failure to finish delegated work in rural areas. Just the thinking is the bottleneck. You schedule that you start at 14:00hrs but in your mind your effective start time means 17:00hrs, the knock off time. No wonder extensions!

IWE CHI ITALIAN PRESIDENTIAL FOR NOTHING!Dont you know that we have been working on this consititution for a number of years now?Its only the PF who have managed to expedite this process to be where it is otherwise people have just been minting funds.There’s a time for everything and this is now the time hand in this document.we cant afford to waste tax payers money like this as we are a responsible govt.Just shut up!

    • PF was merely reviewing the failed MMD Constitution; why has it taken them this long to review it? JUST REVISION!!!!!!!

  9. Ba mwansa sounds like your aim is to finish all the money that was budgeted, and ofcourse to finish your personal projects. this constitution making process is the biggest scandal started by the MMD and now continued by PF. makes me sick!

Some few people i know have built Mansions at a coast of sitting on a committee assigned to draft this constitution, now looks like they want to seek an extension to this process so that they fulfill their personal gains making sure they tap more money from government coffers to finance their small personal projects. No need to extend this process because this process is long overdue since Mwanawasa days.

It should be allowed if they say they can foot their logistics expenses such as transport and accomodation.If not, then the issue should begin winding the business and closing the doors for business.We have had enough of these of these wasteful expenditures ,unplanned and meaningless provinces and district which are to provide jobs for relaives and friends.

  13. i just dont get it!!from six months now they are comfortable with one month extension? i mean they should have just asked for a month in first place if they ment well. the rich will always thrive at expense of the poor!!!

  14. Odd to ask for as much as 6 months when all you really needed is one month. I know about contingency measures, but this is ridiculous. Actually if the Committee does not clarify asap on this big gap to the satisfaction of the masses then it will raise doubt about their credibility to come up will a Constitution that will face the test of time. For now, I will hold fire.

  15. This is how one can appreciate the quality of leadership we have in Zambia, arm-chair critics! Remember how kabanda was criticising the MMD over the same n now he seems to be speechless coz he’s benefiting. Ba fee-colour aba!
