
Chief government spokesperson Kennedy Sakeni says the Patriotic Front (PF) government has not received any report suggesting that the African Union has found a prima facie case against Zambian government over the Barotseland Agreement of 1964.
Earlier the PF government had indicated that it will engage dialogue with the Barotse Royal Establishment to find a solution to the 1964 land agreement which the Barotse Royal Establishment feels has not been upheld from the time that it was signed between the two parties.
Mr. Sakeni however notes that his government still engages dialogue with all traditional establishments in all ten provinces of the country.
Mr. Sakeni has also told Qfm that the PF is also in the process of decentralizing government functions in all ten provinces through local authorities in collaboration traditional establishments.

I was studying some west African ethnic group and came across the Yoruba who are not only found in Nigeria but also in Togo, Benin Rep and others. This all geographical division done by the colonial did not take into consideration that certain people spoke the same language.
It is a legal document. Civilised people honour the documents they append their signatures to. The USA still swears by its constitution written over 200 years. Honour the damn thing or let them go. It’s not about Chiefdoms. Its about two territories coming together on the basis of a agreed upon conditions! And those conditions should be honoured!
@Legal Mind, the USA isn’t the shining example in these matters as you want us to believe. Just look at the agreements the US govt made with indigenous people (American Indians) and see how many of those were/are respected. It is the same story with Australia and its indigenous population (the Aborigines). So stop this Romanization of the West and their supposed respect for agreements, because it is NOT true!
And comparing the US Constitution to the BA64 is really taking the issue way out of context. Zambia, just like the USA, has a Constitution which includes everybody and which every Zambian, including yourself I hope, is bound by and should respect. This is totally different from an agreement put together with the help of the Colonials eager to relinquish responsibility.

By the way @Legal Mind, how does the AU got to do with an agreement as Internal to a member State as the BA64 is? Can an issue get any INTERNALLY EXCLUSIVE to a Country as the BA64 is?
Try asking even the more powerful UN to get involved in the internal agreements the USA, Canada, Australia, and other Western countries have with the segments of their populations and see. The UN would be laughed off like the proverbial “village !d!ot”. So how are these countries any different from Zambia and her agreements?
In fact, you stand a good chance of getting some resolution to this issue in the Zambian Supreme Court, as provided for in the BA64, than hoping that someday the AU or UN Army Calvary will match into Zambia and deliver a Country called “Barosteland” to you—pure fantasy!
Yambayamba, this is not an internal matter. It is an agreement by two States that was abrogated by one of the parties to the agreement. North Eastern Rhodesia and Barotseland were TWO different territories before the B64. Get familiar with the Zambian history especially with regard to B64.
@mike, it is a nice notion to believe in. But there has never been a State called Barotseland in the history of the world. If you can’t even define the borders of the state called Barotseland, brother, you are living in fantasy land!
The British having given some special reverence to Lewanika in exchange for his signatures to ward off Britain’s fellow imperialists closing in from Belgium Congo and Angola does NOT mean Barotseland was a State.
The British gave protectorate status to many Chiefdoms in Africa which were never eventually regarded as separate States within the larger imperial borders of the British empire. Of course, in the end, these awkward creations of the British colonial govt had to be righted somehow, hence the BA64—and NO cessation provisions there!
@Yambayamba. You are very shallow. At the signing of this document in 1964, what was referred to as Barotseland in the documents is what we now colloquially call Western Province. Western Province was called Barotseland until 1967 when Kaunda unilaterally changed the name to Western Province. Please grow up and stop creating your own facts. Are Kaunda, Mwanawina and the British government so stupid that they would sit down to join two countries one of which had no defined borders? Iwe Yambayamba are you normal?

Just being inquisitive if Barotseland becomes a country ,what will be the status of all people who yield from western province spread across Zambia and indeed minorities who live in western province and have no intention of being in Barotseland but remain in Zambia as it is.
