Zambia’s Cooperating partners are concerned with the ongoing infringements on the freedom of assembly of opposition political parties and the media.
Speaking during the first Poverty Reduction Budget Support (PRBS) review meeting in Lusaka today,UK Department for International Development (DFID) Head

who spoke on behalf of other cooperating partners underscored that an active and free opposition is an essential element of democracy.

Mr. Quinlan said cooperating partners share the concerns raised by the Human Rights Commission on the ongoing infringements of fundamental freedoms in the country.

Meanwhile the Cooperating Partners have observed that government’s unbudgeted Expenditure risks crowding out resources for programs targeted at the poor Zambians.

Mr Quinlan observed that government decisions on poverty reduction appear to be inconsistent.

Mr. Quinlan has cited the recent wage increases for public sector workers, whose income is already, well above the poverty line as one that has the potential to have a negative impact on tackling poverty.

He however noted that 2013 has seen some policy decisions that align well with the goal of reducing poverty.

He said that increases in budgetary allocation for health, education and front line staff as well the removal of fuel subsidies are progressive strides to alleviating poverty.

  1. satan is in trouble that’s why he has the fear of the unknown.suspecting everyone in the opposition.

    • immigrates from zambian watch rabid dogs(zwrd or is it former zwd) are cracking my ribs, how can someone ve a sentence as his name? boys from zwd! u think insults ll become votes for your clueless under5.

    • george bush kaponya, we are still reading watchdog on “hidemyass.com” so do not be excited like a rabbi ed dog, thinking you are clever. this is a world of technology. some 1diot will just finish tax payers money hiring chinese technologies, yet they failed to block face book in their country

    • I really dont understand why PF are so afraid of the truth,,, in democracy everyone has a choice and a right,,, but in kaponyacracy which PF seems to be believing in, everyone must worship Satan and tell lies.

Sata must be told the truth for him to perform and bring out positive results….

    • George Bush, you’re a clown! We’re still reading ZWD despite Ukwa’s futile efforts. PF are a bunch of comedians and we’ll kick them out come 2016, rigging or not.

    • #1.2, Good for you… reading watch-poppy through a hidden ass ….kkekekekekekekekekekekekekekekekekekekekekekekekekekekekekekekekekekekeke

  2. If I were the president I would take it easy, because I do not see any meaningful opposition in Zambia to be scared of. Currently there is no opposition political party which is as strong as the PF was when they were in opposition,. This must be time to do the real work and build on the promises and let the fragmented opposition fight each other

    • Fail! The reason why he is cracking down on the opposition is because he knows he has failed. He knows people are disappointed with his incompetent government. Hence the strategy to make sure the opposition does not get organised. Problem is; he is making himself very unpopular with his foul language and thuggish behaviour! Sata and his PF are finished!

  3. There will never be freedom in Zambia as long as Sata is President. It is Sata who gave us Scorpion Kadobi, Prisca Nakawala and now Judge Ngoma. It is thuggery through and through as long as Sata is in State House!

    • Goncalve, you are an ass hole and a segmented naive!!! update yourself. for how long are you going to be bitter like that?

    • Akpos – You come out as the one more bitter than Gonclave.

This dunderhead we have in state house will not take us nowhere. I honestly fill sorry for small boys like Judge Ngoma, as Sata would have gone to the other side to protect him in 2016 or before 2016.

    • @Akpos Akpen, actually your comments should apply to yourself, where have you been? Where were you when PF thugs sponsored by GRZ harrassed Narep officials, Can Opposition parties meet without police arresting them? ….

  4. Democracy! Its very very saad that PF talked about more money in ther pocket or sorry more money in the pocket and yet all the contracts from the councils the mines the govement are goin to only Pf and yet in the past we all benefited why is it so now is this not abuse of ofice ???? Am scared for these MPs mayors and councilors esh!

  5. most of the opposition parties are behaving like under 5s. and where are these cooperating partiners coming from? are they the ones zambia got the Euro bond from???

    • Funny how on one hand Zondwa says under 5, while on another he needs U5 (Youths) votes.

Zondwa was the last OLD RUG to rule this Country. Starting 2016, it will be the so called U5, taking all leadership positions in this Motherland.

    • Enemies of freedom like you don’t belong in countries like Zambia, go to Zimbabwe, you will enjoy propaganda all day.

  6. Government generally has more access to the media. That has to do with cost. It is like comparing elites with others. Security for government to roll out official programs is better. Again that is structural. Instead of pretending that government is equal to opposition, it is better to put government back in the driving seat. The opposition can only come to power when the case is compelling to do so. No amount of provocation will defy that rule. Zambian democracy co

  7. These donors are double tongued, when gvt increases civil servants perks in order to be in line to reduce poverty, they complain. So we do not know what they want. The opposition also do not want to follow the law. They dare gvt to do what they want to do whether with a permit or not.

  8. mr cooperating partner, first and foremost differentiate the opposition parties and noise makers. What we ve in zambia are noise makers. Where did u see an opposition that opposes from day one, make twists and turns on every issue? Sir, these are just noise makers, young and yet to learn politics. They are undemocratic in their parties than GRZ they are accusing. Some opposition survive coz someone stole from privatisation and cant be replaced despite his low political acumen.

    • Mr cooperation partner, first and foremost differentiate between stone throwing kaponya George Bush and George Bush ex-USA president, before you take an advise…. True democracy is what is required in zambia or not stone throwing kaponyacracy

  9. These so called cooperating partners are encouraging anarchy in the country and when fighting breaks out they will be enjoying watching it on CNN and BBC from afar. Then they will continue looting our resources.

  10. On wage increase madam you are off the normal thinking for you are contradicting yourself. On one breath you want poverty to be alleviated while on the other you don’t want the poorly paid civil servants their wages increased, but that they continue living in poverty!!!. Tell your friends next time they should proof read the speech.

Peace and Prosperity to Mother Zambia.

  11. So who will respond to these donor ‘concerns’? Dracula Batman Sakeni? George Chola Boy Vuvuzela Chella? Or Commandante Wynter Kabimba?

Will the response be like ” we don’t care what outsiders think of us”? Or the opposition is just bitter because they lost an election? As Dennis Liwewe would have said, “Let’s wait and see”.

  12. The guy is allowed to be concerned, also he has given some welcome feedback on poverty alleviation measures. He’s doing his job, I’m sure with Ala Bee and Levy the partners were also concerned with the continual harassment of Sata and PF. Has Ala Bee been arrested for car theft or espionage, or has his wife?

  13. these 1diots do not realise that time is catching up with them. even if some of you stuopet ministers disguise yourselves on this blog, we know you. even ukwa himself is snooping on you 24/7. you are true imbeciles who will be running like rats about to be caught by a cat. kambwili you will eventually loose those buttocks to poverty

  14. Time to revenge

When you were beating us you didn’t know we are human beings.
wait for 2072 when we loose power and fight us back. You cant beat us for mahala you bitter MMD thugs.you even threatened the police. Now balemiponona no size.

  15. I feel sorry for that cadre, the officer must have unleashed that mbama very effectively, and thats the Police for you. We are worse off now than two years ago. Police brutality, no freedom to assemble or express ourselves, the president snooping in our bedrooms….people this is how dictatorship is born. Wait and see.

  16. The opposition has failed itself: MMD leader is about to be impeached, other parties choose to be led by father-less leaders, a situation that has led to the demoralization and demotivation of followers and supporters.

  17. Yes they have raised an issue, but please advise the opposition to be analytical and no criticize everything. They are making themselves irrelevant to our governance system. Generally speaking, PF is on the right track in terms of development. No one is opposing this fact. If they continue with works they have started, Zambia’s face will change for good.

And Lusaka Times, please do not allow insults here. Many of us stopped reading the ZWD long before it was made difficult to access because of reading insults instead of constructive criticism or advice.

  18. I WOULD HAVE SAID ALOT OF THINGS ABOUT THESE CO OPERATING PARTNERS BUT I REALISE IT IS LUCIFA INCARNATES THAT HAVE SHED AFRICAN BLOOD AND STILL WANT TO PEPETUATE THAT. F.O. OLS 2 GATHER WITH YO STOOGES IN DE OPPOS.LEAVE OUR COUNTRY ALONE ,ID IO TS!

  19. So insults, falsehood, slander, unpeaceful behavier etc is democracy? No wonder u allow un natural acts in yo countries. Y can’t u advice the opo to be objective and respectfull of others too?You hypocrites, killers! Children of lucifer!

  20. We need to get to the bottom of this political confusion in Zambia. I believe that the CIA must advise their Secretary of State John Kerry to REVIEW THE TENURE OF THEIR USA AMBASSADOR (Mark) IN ZAMBIA. Mark misinformed his USA Govt on the political climate in Zambia. Apparently, Mark’s Hero is now on a dangerous path to reveal military intelligence to China, yet Zambia got a diversity of support from the Western countries.

  21. I am impressed with LT for covering this news article in the context they have done. You deserve a pat on the back. i have always known LT to be pro-PF but they have equally realised that the mess this country will find itself in 3 or 4 years will engulf them and their relatives. This is how it should be. Human rights abuses in Zambia has reached alarming levels and for the donor community to come out in the the manner they did and at the expense of being insulted by the PF, this should be a wake up call for ZAMBIANS TO RISE and defend their democracy.

  22. This is not Eygpt where u have created chaos ,u lucifer’s kids. What human rights can these devils talk about?lt is human rights wen it suits them. Hypocrites, hypocrites!

  23. These are issues we need to reflect and meditate over deeply as we address the issue of the Watchdog’s blocking. It shouldn’t be denunciations for the sake of denunciation or condemnations for the sake of condemnation. Some of the things that have been going on in our online publications are worse than the British media hacking scandals. There, journalists were arrested for their criminal behaviour and no one criticised, condemned or called the British authorities tyrants or dictators. All the journalists kept quiet while their colleagues who had committed crimes were being visited by the law. Even the so-called human rights organisations that defend freedom of expression and of the press kept quiet and watched. The News of The World weekly newspaper, which was at the centre of the…
