
The recent calls for Barotseland to secede from Zambia are different as they are well coordinated at international level by a certain organised clique as revealed by continued investigations into last week’s disturbances.
Government will intensify investigations to pursue the clique which has escalated an international campaign for secession. This has also been done to mobilise resources, international lawyers and recruit individuals and civil society groupings to support their cause of Western Province seceding from Zambia.
The country has in the past held debates on the possible restoration of the Barotse Agreement of 1964. However the recent activities outlined here is totally different as the recent calls demand Western Province to secede from Zambia.
It is important to note that this entity has established a secession government in exile, and has registered and affiliated the so called Barotseland government to international organisation known to promote secession and breakaway provinces from current independent states.
This entity has also set up a website with direct contact [email protected]
Most of the recent correspondences and petition letters have been written to the United Nations, the African Union, to the Southern Africa Development Coordinating Committee (SADC) and others have been generated by this clique.
This entity also writes letters to international dignitaries visiting Zambia. For example when the United Nations Secretary General, Ban Ki Moon, this entity wrote a demand letter dated 16th April 2012, claiming that Barotseland as nation was under subjugation and was being dominated by Zambia and the call for their right to self -determination and self-rule was justified under the United General Assembly Resolution 545 (vi).
Further this entity is running an online newspaper called Barotse Post and is also running a blog radio called Radio Barotselan, where subversive and seditious material is freely circulated.
The entity has also registered the so called Barotseland government to session movements that fund and support these activities. The following are the organisation
1. The Organisation of Emerging African States (OEAS) (www.oeas.info) – with Headquarters in Washington DC, The OEAS was established by the so called Washington Declaration of 2010. Its Secretary General is a Mr. Ebenezer Derek Mbongo Akwanga a Cameroonian who advocates for the secession of Southern Cameroon. It now has registered members totalling 26 of groupings promoting so called states to breakaway that include Barotseland. On its list, it includes Kabinda in Angola, Matabeleland in Zimbabwe, Caprivi in Namibia and Kivu. The OEAS is run by a Bureau which provides resources, planning, administration and publicity for “member states”. The organisation is credited with championing the cause of South Sudan
2. The Federation of Free States of Africa (FFSA) – the organisation was formed in 2007. The Secretary General is also Cameroonian by the name of Mangovo Ngoyo and his deputy is an American known as Michael Johnson. This organisation also advocates the right to self-determination and promotes the secession of parts of a country from their mother State. Barotseland is also a member.
Another matter of concern is the letter that was written to an organ of the African Union.
On 3rd December, former Ngambela Clement Wanyae Sinyinda of Barotse Royal Establishment (BRE) and on behalf of the Litunga, Lubosi Imwiko (II) and on behalf of the Kuta of Barotseland wrote a complaint letter to the African Union (AU) organ, the African Commission on Human and Peoples’ Rights (ACHPR). He founded his complaint on Article 55 and 56 of the African Charter on Human and Peoples’ Rights.
On 17the December 2012, the Commission received the complaint.
On 1st March 2013, the Commission acknowledged receipt of this letter and registered the communication as 492/12 titled – The Ngambela of Barotseland and Others Vs. Zambia.
This letter was couched in language and procedure that meets the eligibility criteria of the ACHPR.
Secretary of the Commission Dr. Ngambela was directed to present evidence and arguments on the admissibility of the communication within two months as required under Rule 105 (1).
The Commission sitting in Banjul, Gambia in the 13th Extra-Ordinary Session from 19th -25th February 2013 decided that;
1. The African Commission is seized of this complaint because it reveals prima facie violation of the rights guaranteed by the African Charter
2. The African Commission calls on the Complaint to present evidence and arguments on admissibility within two (2) months in accordance with Rule 105(1) of its Rules and Procedure.
Although Clement Wainyae Sinyinda was fired or resigned as Ngambela of the Litunga and Kuta, this complaint has however not been withdrawn or disowned by those it was written on behalf.
Further, it must be noted that the ultimate findings of this body will only make recommendations to the African Union General Conference.
It is for this reason that the Attorney General of Zambia has to ensure that the Complaint is dismissed or expunged from the African Commission of Human and Peoples’ Rights as this is an organ of the African Union based in Banjul, Gambia.
As a country, it’s imperative to immediately act when the constitutional order of the country is seriously threatened and so that the development agenda is not derailed.

I really don’t know what MWAMBA is trying to achieve by putting this in the press. People are waiting for solutions, not another tirade of threats. Also considering some of the wording he has used in this letter, Mwamba will now find it very difficult to get cooperation from the very people who are supposed to help him in his work, but whom he is now subtly accussing of conniving with the perpertrators of the seccession call. It is the same mindset MWAMBA is displaying which is has led us to this stage. This letter is not providing any new information, except to children born yesterday. No one needs seccession, seccession is a dull-man’s solution. We all love Zambia. However, fighting dull seccessionists with daft letters like this does not help things.

I. Independence is attained by people concerned through unilateral declaration (UDI)
II. International community is just informed of the purpose, and lobby support or recognition.
III. Government structures have to be put in place after all requirements of statehood have been achieved.
IV. The transition government is the last step to be ushered in by same people declared independent not the International Court of Justice (ICJ)

Please come to your senses! Western Province does not make Barotseland so stop hiding behind this vile of reclaiming land when instead trying to mount a treasonable campaign. Let them make a coordinated case for the entire region that covered Barotseland. These “foreign sponsored” campaigns will only bring bloodshed among innocent people while the sponsors sit comfortably awaiting the end of the massacre before they fly in to take the spoils. If that campaign fails they will still remain in their armchairs watch without an ounce of guilt.

@dingiswayo the great : You seem oblivious to the reality that the Resolution by the BNC (Barotseland National Council) was executed during Rupiah Banda’s tenure. Barotseland used to be an MMD stronghold. Their fortunes were reversed when Rupiah Banda sent the army and policy to Mongu who ended up killing some protestors and arresting others, including 97 year old former Ngambela Mututwa of Senanga, who later died. You are ignoring all of that and making yourself believe that Michael Sata’s campaign promised to reinstate the BA 64 is what has resuscitated the issue. That’s very cheap propaganda against president Sata and the PF party. Otherwise, there never was a time since 1964 when it could be said that the Barotseland issue had died and forgotten about.

Don’t count so much on guns and stone throwing. The battle for Barotseland is a battle of the brains. The Roger Chongwe Commission intimated something to that effect. Currently, the Zambian contingent appears too timid to confront the issue morally and intellectually by way of dialogue.
To every problem there is a solution. KK abrogated the 64BLA in 1969 and we were given an opportunity last year to restore the agreement as recommended in the report of our own commission of inquiry. This was neither granted nor debated by our cabinet.
The 64BLA is what binds former North Western Rhodesia and North Eastern Rhodesia, collectively called Zambia, as one. Without it in place there cannot Zambia meaning that the marriage of the two broke down in 1969. Legally, there is no Zambia based on this understanding.
However, 1969 is a very long time ago. Can the argument of Western Province to secede hold any water since the 64BLA was between North Western Rhodesia (5 provinces of today Zambia) and North Eastern Rhodesia at the time three provinces f today Zambia? (continues)

Restoration of the 64BLA does not imply authorizing break away of Western province. It just means normalizing our relationship as enshrined in that agreement. The benefits of the Litunga are not even very far from what obtains in other chiefdoms, though his were a little bit enhanced.
The length of time coupled with the fact that Litunga Iluta Yeta and other prominent Lozis were full members of UNIP’s Central Committee, and many of them were/are ministers in the MMD and PF govts makes their case for secession weak. Lozis had the opportunity to remedy this situation.
The way forward:
My ‘humble patriotic suggestion to HE the president is that he discusses the Chongwe CoI findings on the 64BLA with his cabinet and choose to restore/renegotiate the agreement.
My advice to my brothers in WP is that the 64BLA was not between between WP and Zambia but between North Western Rhodesia and North Eastern Rhodesia. I don’t see how you (WP) come in and in any case issues concerning secession requires a referendum in the affected areas. Are you absolutely sure that if a referendum was held in the now six provinces of Zambia(of SP, WP, NWP, CBP, CP and LP) the YES for secession will go through?
@Dawson: You have so ably and aptly stated your case. Thousands others before you have done the same previously. But all have been rebuffed by the ruling class. The maturity and civility of any group of people is judged by how well they are able to resolve conflict among themselves. Now after nearly fifty years of independence, we seem to know no better than the use of force to resolve conflict. That’s our fate, it would seem. Indeed the Barotseland issue is not a BA 64 story per se. The BA 64 was only a tool that was put in place by some wise person to afford us the opportunity to create a nation that we would call our own and to which we would all feel belonging. That we have failed to do and the BA 64 has expired on us. That is our predicament, and yet we are not even aware of it!
