Government responds to Nevers Mumba and Elias Chipimo’s criticisms

Government has released a statement in response to remarks made recently by MMD President Nevers Mumba and NAREP President Elias Chipimo jnr. In a statement signed by Minister of Information and Broadcasting Service Mwansa Kapeya, Government accused Dr Mumba of embarking a journey of  insults and advised Mr Chipimo to not blindly follow in the foot steps of spent forces.

GOVERNMENT’S RESPONSE TO ATTACKS BY OPPOSITION LEADERS NEVERS MUMBA AND ELIAS CHIPIMO

I refer to recent attacks in the media against President Michael Sata and attributed to opposition Movement for Multi-Party Democracy (MMD) Dr. Nevers Mumba when he appeared on Joy FM Radio and later published in The Post newspaper of Friday, 20th September, 2013.

Government finds it difficult to respond to the careless attacks made by Dr. Mumba as they consist of derogatory and demeaning language that only serves and promotes hatred and plants seeds of uncivilised politics in our national discourse.

Government is determined to engage in healthy and constructive debate and discourse that will help bring solutions to the challenges the country faces.

I wish to state that Government has a strong and clear economic programme that focuses on alleviating poverty, develop rural areas, promote agriculture and diversify from copper as the mainstay of our economy, to other productive sectors as outlined in the Revised Sixth National Development Plan (R-SNDP).

Government has heightened its focus and support to the agriculture sector with defined attention not only to Crops but to Livestock, Fish farming and a sustainable Farmer Input Support Programme (FISP) premised on developing poor rural households into successful small and medium scale farmers.

The NAREP leader, Mr Elias Chipimo, for his part, ought to be reminded that for the first time since the early 1970s, Government has embarked on massive construction and rehabilitation of infrastructure such as roads, bridges, schools, health facilities and other vital social and economic amenities countrywide.

This robust infrastructural development programme is opening up our communities and taking Government services closer to the people and in the process achieving two important goals: lifting our people out of cyclical and generational poverty and creating employment especially for our young people.

For nearly 50 years, Zambia has had only three public Universities namely the University of Zambia in Lusaka, the Copperbelt University in Kitwe and Mulungushi University established recently in Kabwe.
In line with its Manifesto, Government has embarked on the construction of new universities in various parts of the country.

They include David Livingstone University in Livingstone, King Lewanika University in Mongu and Paul Mushindo University at Lubwa in Chinsali. This is in addition to other universities being created by converting existing colleges such Chalimbana, Palabana, Kwame Nkrumah and Mukuba Universities.

Further and beyond this, Government, under the leadership of His Excellency President Michael Chilufya Sata, has placed high priority on the training of youths and giving them an opportunity to obtain life skills and vocational training.

To this end, Government is constructing youth skills training institutes in various parts of the country with some of them nearing completion in Isoka, Muchinga Province, and Kalabo in Western Province.

Government is also building over 84 secondary schools countrywide – 32 of which are already completed.

Furthermore, Government is constructing 21 new Districts countrywide and 650 Health Posts. Government is also constructing 114 new staff houses. Government has also just completed the rehabilitation of 137 health facilities. The rehabilitation of a further 110 health facilities has commenced.

Besides the Link Zambia 8000, PAVE Zambia 2000 and the Lusaka L400 road projects, Government has embarked on a wholesome development agenda that is set to make Zambia a far better place than the MMD left it.

Therefore, to respond to the broad insults that Dr. Mumba has uttered would be giving credence to the unfounded and baseless attacks, allegations and malicious insinuations.

I must emphasise that President Michael Sata and his Government is determined to engage in meaningful and fruitful debate whose outcome should promote national development, peace and national unity.

President Sata would be keen to respond to attacks from opposition leaders, if the response will evoke a genuine dialogue on solutions to the various developmental challenges facing the country such as high poverty levels, the high disease burden, the high unemployment rate affecting our people, especially young people, and the under-development that characterises our countryside.

Our people are keen to see that leaders at all levels engage in debate that will resolve these and other serious matters affecting their welfare and livelihood.

It is for this reason that we refuse to give merit to Dr. Nevers Mumba’s derogatory journey of insults, his keenness to practice dirty politics and mischief as clearly displayed by him.

For young politicians like NAREP leader Mr Elias Chipimo JR, he is advised to take time and learn politics and avoid following blindly in the footsteps of spent forces.

Our sincere appeal to the opposition leaders is to urge them to practice politics that help build and develop the country. Currently our colleagues from the opposition are bent on engaging in disruptive and negative politics that take away the strides that the people of Zambia are making in coming together to focus on the development of the country and to ensure that we maintain our peace and unity.

    • Mwansa Kapeya has addressed some of the issues hinging on what were MMD programmes rebranded by the PF. He, how ever has not addressed the issues of selective justice, misinterpretation of POA, nullification of opposition member’s seats, lack of rule of law, bloated cabinet and high cost of living to mention but just a few. These are the issues for which real answers are required by the public.

      At least sata has eased the civil servant ‘s plight by increasing their salaries which is not new at all . But has failed to cushion the impact of the high cost of living caused by maize subsidy removal for the 9 million poor people. MMD also increased salaries though they did not implement the minimum wage requirement. What makes MMD better in comparison to PF is that reintroduced…

    • What makes MMD better than PF is that apart from increasing civil servant’s salaries, they also cushioned the poor non civil servants from the impact of high cost of living by reintroducing subsidies.

      I know the PF zealots will argue that the subsidies only benefits the rich. But when you consider the impact on the poor compared to the impact on the rich, it is clear that the impact on the poor out weigh that on the rich by far. In the western world like the UK they got around this problem by introducing social benefits such as housing benefits,child benefits,and unemployment benefits. Unfortunately for poor countries like Zambia which can not afford to implement such a benefit system, the only option to cushion the poor majority from the high cost of living is by maintaining…

  2. Dr Mumba said the truth. Sata is the king of confusion. He doesn’t rest until he says blood. These are facts like the chawama massacre. That’s why the country is in a state of confusion. All those projects that illiterates are talking about are mmd’s.

If you are saying that PF is implementing your programs which you were foolish enough not to, then you should at least be grateful for the sake of the people of Zambia.     • And of course the money that has been spent includes the billions in reserve that the MMD left. PF has exhausted the reserves and now resorted to borrowing. Development should be done within ones means just like a household. One shouldn’t live beyond their means. We all would love to own all sorts of things but we prioritise our spending based on our resources.

  7. Uyu ni form 3 drop-out with low level of comprehending issues. He cant distinguish issues from insults. Can he pinpoint the insults contained in Dr Mumba’s statements other than factual realities. I find his statement hollow and miles away from addressing the hot issues at hand i.e selective development eg 3 universities in lusaka province, 2 universities each in Muchinga, central and copperbelt, 1 each in western and southern, none in northwestern, eastern, luapula, and nothern provinces. Even other major development projects announced by pf government such as construction of football stadia have elluded northwestern, eastern, and luapula provinces. What is the implication of such actions? The government spokes person is expected to address such issues rather than dwelling on petty…

  8. The response is hollow. PF did not start those projects the minister is bragging about. How can you be constructing new universities when the upgrading of the old ones is not completed. Constructing new districts, what is that? You should have first constructed them before declaring them. Please PF, plan first before starting projects.

    The post in the past weeks has been doing everything to paint pf bad while giving HEMCS praise all coz of the loan. At the moment fred has left pf, we shall read more of his hit & run personal battle attacks on his perceived pf enemies. He is alpha and omega, u cross his path, it ll never end even in yo grave.

    Fred mmembe was the initiator of 2016 noise in pf thats y he ll dedicate all his post arsenals to this cause.there is so much at stake for him.

    • Do not confuse having aptitude (intelligence) and lacking it. Bill Gates was at Havard and the likes of Sata wouldn’t see the perimeter of Harvard. Creator of FaceBook is degree holder. Your comparison is baseless and shows your lack of understanding what a PhD is all about. That is a speciality in a small field. How do you expect Pro Luo, a microbiologist to do wonders in the ministry she has been assigned to. Do not talk of things u don’t have a clue about.

Facts are these old people are out of Touch, I bet these universities will just be levels of a college/ high schools. Why not follow the Malaysia concept?? Attract credible universities to Invest in Zambia?? Names like George Washington, Boston, Liverpool etc. It is a successful model that has worked in other countries. Other problem with these Papas is that they think being Old makes them know it all. Telling Chipimo as young Politician?? Of course he is much aligned with modern global trends than them. Dull Ministers??? No wonder Sata is all over them??

    • Agree! With all these universities being built, I would like to believe that equal planning in staffing levels is being invested in. All these new faculties will need lecturers with at least a Masters and PhD holders for credibility, labs etc. If this is not being looked at, these will end up white elephants or hire foreign lecturing staff which will result in externalizing funds.

    Firstly, I see nothing wrong with opposition leaders going on radio and criticising government policies as long as they have their own veritable arguments for doing things better. Trying to curtail this freedom would be a wrong signal in multi-party democracy.

    Second, if the government is fully bent on delivering, the results will be visible and as time goes on the wind will naturally break off political criticism, since everyone will be able to see what the government is doing.

    My advice to them is to continue with their ” strong and clear economic programme” and everybody who sees what they are doing will understand and support them. Governments the world over are facing obstacles in implementing their programmes and criticism is part of their struggle.

  20. Those are just plans that any one can make. I can add 100 more development programs to that list. It is the implementation, caliber of implementing govt and priorities that show if those are achievable or are just wishes. Based on evidence on the ground, with a broke govt, we can forget about those mare pronouncements which every jim and jake can make.

  22. Is King Fred also going to be arrested? In his Post editorial today (Sunday) he has admitted that the PF is a confused and violent party. He further states its leadership (direct attack on Sata) are rewarding this confusion and violence !!

Lets highlight policies other than projects….policies to include labour brought in by foreign companies(welders, drivers…)….introduce windfall tax..and raise TAX threshold to KR5000..cut cost of oil importation to reduce fuel pump price…..agricultural policies to boost food production…..etc

  31. Ba Kapeya should give the advise to Wynter and GBV. They deserve it more than Chipimo. Chipimo is more intelligent than Ba Kapeya. NAREP is now doing poilitics.

  32. Surprisingly, the word “bitter” is missing from the statement. Or did I miss it? Or is it because Kapeya is addressing his homeboys and not HH? A liar should called a liar, a dictator should be called a dictator and a Chawama butcher must be called exactly that. RB was right when he called some of these PF people “Visilu”.
