
Opposition leader Hakainde Hichilema says the successful holding of Sunday’s Mandevu rally has broken the back of the Public Order Act.
Mr. Hichilema said the UPND has managed to successfully protect and safeguard the country’s democracy following the holding of the rally at Mutende grounds in Mandevu.
“We have broken the back of Public Order Act. All political parties are now free to hold rallies. Don’t be afraid to go ahead and organise rallies. The UPND has restored our freedoms as a people,” Mr Hichilema told a cheering crowd.
He said the fore fathers fought hard for democracy and that they should be emulated.
“We now have a duty to deliver economic and social freedom. Our freedom fighters were not afraid to fight. Let’s take out our fear factor so that UPND can win the next election and liberate this country economically and socially.”
Mr Hichilema who catalogued a number of national issues on which the PF has allegedly failed to deliver said the UPND deserves a chance to govern Zambia.
“All opposition parties should unite around the UPND. Our friends in the MMD should rest, they had 20 years to rule this country, we love them but they should give us a chance. The PF has failed and the UPND is the obvious choice,” Mr Hichilema stated.

He encouraged UPND members to encourage and embrace new members.
“UPND is not Hakainde. UPND is not Canisius Banda or Kapita. Kapita this is not your party, it os the people’s party. Let’s welcome all new members as we built a strong party.”
On governance, Mr Hichilema charged that the PF has failed to govern the country using sound governance principles and the rule of law.
“Mr Sata said he will use the Ten Commandments to govern this country but looking at the way this country is going, we don’t know which Bible he reads.”
He also condemned the manner in which the PF government is “brutalizing” former President Rupiah Banda.
“Mr Sata, please leave RB alone. Allow him to enjoy his retirement. Stop brutalizing Mr Banda. We promise we will not brutalize you when you leave that office. We will take care of you and other former Presidents,” Mr Hichilema stated.
The UPND President also demanded that the Anti-Corruption Commission takes up allegations by Vice President Guy Scott and Justice Minister Wynter Kabimba that some senior PF government officials are corrupt.
“This is the man who told us that he is allergic to corruption, we want the ACC to step in and investigate the confirmations from Guy Scott and Kabimba, we believe a white man does not tell lies so the ACC should act quickly on these allegations,” he said.

Mr Hichilema also demanded that President Sata’s government releases all the 84 Barotse detainees including former Ngambela Clement Sinyinda.
“This man (Sata) has arrested and ill-treated more Liyungandambos than Mr Banda ever did. You have arrested Hon. Sinyinda for performing his duties. Hon Sinyinda called the Barotse National Council in his official role as Ngambela and you arrested him for treason. Please Mr Sata, release these innocent people forthwith.”
Mr Hichilema said the UPND will use the Barotseland agreement of 1964 which he called a legal document as a basis of devolution of power across the country.
He said the UPND will never interfere in the traditional affairs of the Royal Establishments.
“We will respect the BREW, we will respect Mwine Lubemba and all traditional leaders because we treat them as partners in development,” he said.
Mr Hichilema reiterated that the PF government’s decision to remove fuel and maize subsidies has thrown more Zambians into poverty.
“The cost of living has gone up, bus fare have gone up the price of cement has gone up, food and other essential commodities’ have also gone up.”
Mr Hichilema stated that the UPND will restore fuel and maize subsidies once voted into power.
“We will bring back these subsidies as a way of reducing the cost of living. We will also offer free education to all Zambian children. We will pay pensioners their dues within reasonable time.”
He said Zambia is such a blessed nation and its citizens do not deserve to be suffering the way they do.
“Let me speak to you as a business person. We have a beautiful country. Zambia is a highly blessed country. We have a small population but plenty of natural resources. We are poor because of bad leadership, vote for UPND, vote for economic and social freedom,” he said.
Other speakers at the rally included the party’s two Vice President’s Canisius Banda and Richard Kapita, former Deputy Speaker Mutale Nalumango and other provincial leaders.
Political activist Dante Saunders and a horde of bus drivers endorsed Mr Hichilema as their preferred candidate in the next general election.
At the same rally, youthful politician James Lukuku dissolved his own political party to back the UPND whole renowned Musician Petersen performed the famous anti PF song Bufi.

This size of a crowd cannot win him presidency in 2016.
Likely would-be attendees stayed away for fear of potential attack by PF cadres.

And there are alot of `other ways` which develop countries subsidizes life of their people.. look a the salary stuctures of workers in zambia and those in developed countries.. eg compare a medical nurse`s salary in zambia and that of the same in UK, Norway, sweden or anyother developed country.. cleaner in zambia and a cleaner in UK..
I know for a fact here in sweden.. the swedish govt pays out their unemployed youths through social welfare and they have alot schemes which promoted skils development.. so yes no need for subsidies but Zambia needs abit if not alot of subsidies to make life normal..

Which developed countries have completely abolished subsidies? I know for sure that the European Union still maintains the common agriculture policy (CAP) which allows farmers to receive various types of subsidies in all member countries of th EU. As for Cleo I do not understand what he talking about federal politics. Is he referring to devolution of power?

I think you guys are misinformed about what exactly is happening in the western world.
To begin with, subsidies are still prevalent in the western world. Here in the UK, and the rest of Europe they have rebranded subsidies and called them social benefits where the those not in employment and those on low income are given subsidised housing and money to help them afford a decent standard of living. The supermarkets are encouraged to sell low cost shop branded goods to cater for the low income groups. For example you would find ASDA bread for 48p, and branded bread at £1.60.
Zambia does not have the capacity to implement such programmes because the system for assessing social benefit eligible people would cost the government more than implementing subsidies.
@Ndobo i also studied in Sweden for a full semester so i know what i`m talking about.The fact that students gets loans which they must pay back is an indirect way of not offering free education unlike in Zambia where university students gets bursaries and they are not required to pay back.They now charge a lot for foreign students too unlike in the previous years.Social welfare is a different story ,no wonder the Scandinavian social welfare is the best in the world and thats beside the point here@Melvin…subsidies in the European unions have only been maitained to a limited extent not where subsidies take a big chunk of of th resources.Government used to spend US$200 million annually on maize subsidies alone and can you imagine how many hospitals and roads could be build from this amount?
When it comes to education, here in the UK for example education is absolutely free. The parents only buy uniforms. The books and all other school requirement are provided by the schools. The uniforms for children from poor backgrounds are bought by parents using the child benefit given by the government. If you talk about Sweden, it is slightly different there because the government guarantees every one a job where by the lowest pay is a 20% of what the CEO gets. They follow a proportional pay structure. Sweden strives to make sure that every able bodied person receives a decent wage to afford school fees. How ever those who are physically challenged are still subsidised by the state.
So in Zambia we need a different approach to help the poor. Thats why subsidies are still important.

First world are running away because the masses can afford. You first improve the economy and peoples income and then remove subsidees. You dont remove subsidees in order to fund a useless constitutional making process, stupid byelections, massive corruption etc.
When it comes to agricultural policies, are you aware that here in Europe farmers receive payments from the EU fund for just looking after the land where farming is not profitable? In France and the USA farmers still enjoy government subsidies. For example if a farmer produces large quantities of crop and can not sell because the market is saturated ,the government reimburses the farmer production costs. Besides, in the western world every land owner was granted a title deed to enable them to borrow from the banks using their land as collateral in order to finance their agricultural needs. If Zambia can make sure that every small farmer is granted title deeds for their pieces of land to use as collateral for bank loans,then the government can stop subsidising them.
Where government spends US$200 million annually on maize subsidies alone and 754 million rebased kwacha (2012) on fuel subsidies alone while Hospitals,schools and roads are lacking?

I think the word you forgot is affordable….. yes student get affordable loans which can easily be paid back….UNHEARD!!! of in Zambia.. from kindergarden to high school education it is absolutely free.. and alot of skills courses offered through a arbeförmedlingen are FREE!!..my children get quality free education,, in Zambia i would have to pay for same “ quality education“!! so countires like sweden donot need subsidies because they subsidizes the way of life of their people in other ways

You need to dig deeper to understand how the IMF hoodwinks Africans believe that in the Western world there no subsidies. They just play with words. You are worried about $200 milion, compare that to £20 billion given out by the EU for agricultural subsidies. If Kabimba did not steal that $250 million during Trafigura oil deal in which he charged government $500 million instead of $250million, Zambia would have been in a position to finance some subsidies with that amount. Unfortunately that money went into two people’s pockets ,Sata and Kabimba.

You seem not to have any grasp of how PF is mismanaging Zambia’s economy. You gave an example where the $200 million would be put to better use,like Hospitals, and Education. PF has removed the subsidies now ,but why is there critical shortage of medicines in hospitals? , a thing that never happened in MMD despite them spending $200 million on subsidies. Why are some projects on hold for lack of funding if the subsidy money has been channelled to fund such projects? Now the PF has hatched another plan to win IMF support by introducing a range taxes such as toll roads and sports levy .

Whatever your comments are; the good thing is that a Rally has been held. This is the democracy we brought back in 1991 and which pf was trying to kill using the zambia police and the cadres. this rally was successful because the cadres are divided and if one group attacked the rally, the other group would fight them. The police also entangled themselves by issuing a permit to cdres to march to state house and in the main town lusaka to inconvinience the public. All inall the pf and its police are now learning democracy the hard way. HH well done move arround the country

Donchi Kubeba means if any politician corrupts you, receive the items being used to bribe you but vote with your own conviction, hence don’t tell them who you will vote for is synonymous with ‘Donchi Kubeba’. This was appropriate due to high levels of electrol corruption during the MMD.

Economies and policies are often cast in a stone and to change them requires unwinding the policies and stratergies in fiscal and monitory policy of the previous reshime.You cannot unwind sudsidies when key economic indicators are showing that in time of budget deficit policies applicable are these without stifling and hurting other sectors of the economy.
That is why adherence to national economic plans should be a preserve of civil servants and politicians should looked at with highest scrutiny knowing fully the stage and direction of the economies and the regions as a whole. Its good that constructive alternative is give but its must be what is feasible given the current and the future.

I beg to differ with you on this one. The current budget deficit Zambia has is as result of the PF’s reckless spending. If they can stop wasting money on the bloated government wage bill ,bribing opposition MP and inducing bye- elections that deficit can be reduced to Mwanawasa levels. What has even made the situation worse is the crookedness of some top PF officials who award them selves government contracts and inflate the costs such that the government ends up paying three times the actual project costs or goods. A good example is GBM. He has taken all military supply contracts and is charging the government extortionate amounts.All military procurements of bullets ,guns and machinery are supplied by GBM as the middle man. He is just one of the many PF crooks.

Yes, Zambia is beautiful and highly blessed with plenty natural resources. We are poor because we were oppressed and robbed of our resources. In fact, our country continues to be subject to economic oppression by western powers.
But people are tired of listening to the same songs. What they need are genuine leaders that will not make more noise but take full ownership and and deliver. Leaders that will stand up against the oppressive system of western nations and their institutions and boldly shake off their grip on our economy.
Sata, HH or even Jr Chipimo. I really don’t care as long as Zambia becomes truly independent and real development and prosperity is enjoyed by all her citizens at last.

Your prognosis is some what correct but unfortunately things on the ground are different. The treasury and national plans’ priorities under PF is to borrow more from the IMF and other international shylocks to fund their reckless spending habits. They have implemented a salary increment without proper planning. This has angered nurses and local government workers who have resorted to strike action. Soon other groups like teachers will follow because there is no way secondary and college teachers can earn the same money as nurses and cleaners.

There is no a childish person who can run a successful business empire he created himself from a scratch. HH is totally a different breed who made his money without politics. Sata is accusing him of stealing privatisation money. The truth is MMD a party in which Sata was a part of awarded a contract to manage the sell of government businesses to Lybrand and Coopers an international company for which HH worked as a partner. Lybrand and Coopers then appointed HH based on his qualification and experience of working in the city of London as an economist to over see the whole privatisation process. All the proceeds of privatisation were handed over to MMD. Unfortunately Sata, Chiluba and others in MMD shared the money. RP and PT tried to block the move but were eliminated.

The USA which is still the biggest economy does subsidise its farmers. Europe spend billions of Euro on what is called the Common Agriculture Policy.
Zambia can subsidise some key sectors of the economy. What is needed is to target these subsidies and not to be wasteful.
Mr H H next time your message should be : explaining to people why politician fail to fulfil campaign promises and your solution to failure to fulfil campaign promises.

That is not true at all. HH was elected in a free and fair election unlike Sata who imposed himself as the PF president because he formed it. Mazoka was not tonga but a north westerner. Most political speeches highlight the obvious to inform the people that the politicians are aware of their problems. Politician can not connect with their audience if they invent rhetoric which most people are unfamiliar with. HH is not supporting secession.He said he will promote devolution. This means provinces will be given powers to run provincial governments just like in the USA where there are many states which are semi autonomous but united as one nation. Devolution entails that each province will be allowed to elect their own governor and provincial MPs to run provincial matters. Under this system each province will be responsible for developing their own state or province.

If other countries can manage to hold together several or even many states together, why would Zambians fail to hold together at least only two states, namely Barotseland and Northern Rhodesia. Are we so dull, really? USA comprises at least 50 state, but still remains a world leader.
Mano, you should argue intelligibly. The devolution of power according to HH is by province using the Barotseland Agreement as a model. Now go ahead and defend this kind of thinking. It is very practical if one knows what they are doing, but it can also be a very thorn issue as you have to relocate most civil servants into their provinces of origin to avoid uproar of locals claiming people from other provinces are getting their jobs.
It is very easy for a novice to take this at face value, without understanding the full repercussions.
Next UPND rally will be a mammoth one. Most people feared PF thuggery, hence the fewer thousands of attendees. As soon as people know how PF ministers are sharing state land among themselves and spending trillions of kwachas constructing streets/road in those plots, and creating parallel police force and intelligence/OP while UTH and other hospitals have no drugs (resulting in death of thousands of Zambians daily) PF will be history.
