Government awards Malawian firm 9.9 million Euros contract

GOVERNMENT through the support from German government has awarded Plem Construction Company of Malawi a 9.9 million euros to carry out urban water supply and sanitation in Eastern Province.

The 21 months project would be carried out in Katete, Chadiza and Nyimba Districts respectively.

Eastern Water and Sewerage Company (EWSC) Managing Director Wamuwi Changani told Katete District Council Secretary Wamulume Aongola in Katete yesterday that the contractor was expected to move on site immediately after resolving the land issue.

Mr Changani said the project which was co-funded by the Governments of Zambia and Malawi would include construction of a dam, network line, tank, and offices in Katete while for Chadiza would include works such as rising main, network, tank and offices.

The managing director said the contractor was also expected to carry out works in Nyimba which included network systems, offices and tank would be done in addition of the already existing emergency works.

“The dam in Katete will only be constructed in 2014 March due to the onset of the rains. The construction of a dam in Katete will resolve erratic water supply currently being experienced in the district,”Mr Changani said.

And Mr Aongola said the people of Katete would be glad to see the dam being constructed by Plem Construction Company.

“People here they want safe drinking water because currently we are receiving water which is not safe from these old infrastructures (pipes).Please let the company do this work as quickly as possible,” he said.

Plem Construction Managing Director Mohan Krishnan said his construction company was ready to move on site as quickly as possible.

    • This is yet another clear indication of corruption. PF government is busy exporting jobs for a reason. Its easier to ask for bribes from a foreign company than local ones.

      Putting up a dam, tanks and building a pipe network
      will exceed 9.9 million Euros.
      And am sure any prudent contractor would not bring man power from Malawi
      if they have to maximise their profits.

  1. 1. This project is said to be taking place in various towns of eastern province and from the brief description of the Scope of Works given above the 9.9 Euro can be justified.

    2. The following is what has been poorly reported on in this article:
    A. What land issue is there to resolve?
    B. the title suggests there’s an issue about the contract being awarded to a Malawian company, but this doesn’t come out in the story. And what’s wrong with an African company winning a tender in a neighbouring country anyway?
    C. Why is Malawi funding part of this project when none of the work is to be done in Malawi? Or does this explain why the contractor is Malawian?

    • @Wanu Ngwee, actully it is the German government that is partially funding the projcet and not Malawian government as reported.The malawi issue is just about the contractor who is to carry out the works. As for the land issue, the proposed dam site is to be constracted on the titled land belonging to the R.C.Z church, hence issues to do with compasation.

    • Germans happy with previous work by the Malawian contractor hence seconded the company to their funded site Zambia,Shimizu contractor also benefited from Japan in similar circumstances.Normal Normal.. reporting on land,the govt and relevant authorties to sort out land issues not the Malawian company..Ba LT that’s why you even reported this awarding to Malawi you thought it’s was dubious,,well its not..don’t look for faults always…

  2. This if funny, Malawi itself can not sustain the provision of clean water to its citizens. How can they do this now in Zambia. If these pumps breakdown, do we have to cross boarders again? Ba PF APA MWAITAYA

    • corruption is very clear here. the management of eastern water has been troting to malawi for what? eastern province is boarder with zimbabwe. acc get down to work and check all to ma travel vouchers. when was this tender advertised? did zppa advertise it? where are yoir teeth pf. mmd 5 pf 0 there you have it.

  3. Are you saying there are no Zambian companies that can do this? That money can be well-spent on a Zambian contractor who will hire Zambians to do the job.Thus creating a thriving economy.

  4. @dee, its written co funded by the govts of Malawi and Zambia,it further say partially funded by the German gov’t.so the question is what is Malawi govt or people benefiting from this?maybe the company is owned by Malawian govt.otherwise more corruption is involved.

  6. Dear Bloggers: I think the Germany government wouldn’t allow corruption in a big contract like this one. The combined expertise of the bloggers and that of the funders/donors of the project is a complete mismatch – so in future we need to debate issues but not non issues. EU donors are very strict with their funding and wouldn’t allow what is being peddled by bloggers. Yes we can comment o
    ut of ignorance but I think the Germany government would like to see inter country synergies – after all Malawi and Zambia are like Siamese twins, to borrow from Mugabe’d description of his country and Zambia.

  7. It is ok. We need to support one another. Nothing wrong to have a company from Malawi. After all Zambia, Malawi and Zimbabwe are one country. Next time please let a Zimbabwean company build something in Choma, especially that we are trying to make new infrastructure . If a company comes from China, you cry, from Malawi you cry, from Zambia, you cry! duh!

    • Actually more contractors should visit Zim here our friends are serious,hardworking and results can show,,lets do some exchange programmes we stand to benefit may be we may even learn how to be upright and truthful in out dealings.

  8. the extent of zanis reporting is bad. the funds come from kfw euro 9.9m covers chadiza, nyimba, katete and some works in chipata. plem is a mere contractor. the Malawi govt has no role in this. yeeish.

  9. The whole article is difficult to understand. It says co-funding by Zambia and Malawi; usually donors do not finance such projects 100% and expect the benefiting country or countries to raise supporting funds. It may be that this program covers projects in Zambia and Malawi which the editor forgot to mention and not just in Zambia

    • i attended this meeting. the German govt is financing the entire project @ 9.9m euros. it has nothing to do with Malawi govt. plem is a Malawi based co who won the bid in a competitive international tender. so stop debating half truths, and LT get the corrected version from Eastern Water because your reporters don’t pay attention.

People of Zambia why debate something which is right.Sometime back the Japanese Government gave us the money to do additional lanes for the famous Lumumba road.What happened?MONEY WAS CHEWED .Japanese Government had to come in and correct the situation and contracted their own Kajima Contruction Company from Japan and they even extended their road works to Kafue road.
    Late last year we had our own who are doing the drainage along Chandwe Musonda road up to Lumumba road.They have failed to finish the drainage and this is anniversary.If the drainage was given to the Chinese they would have completed it within schedule.
    Chinese worked on the drainage on the road leading to Parliament Motel where new Toyota Zambia show room is without much delay.
    Zambians we are good at talking at times.
