Chief Government Spokesperson Mwansa Kapeya has defended President Michael Sata’s absence from some international events where he has delegated vice president Guy Scott to represent him.

Mr. Kapeya says there is nothing wrong with President Michael Sata delegating the vice president or any of his Ministers to represent him at any international function.

Mr. Kapeya has told Qfm News that President Sata has the obligation to assign anyone government official to represent him.

He says there is nothing sinister or anything to raise eyebrows on President Sata’s absence from former South African president Nelson Mandela memorial service and subsequent burial.

There have been concerns raised over President Sata’s absence from international events with the latest being Nelson Mandela’s funeral.

  1. RB used to fly all the time and the people complained that if spent just half the time he spent in the air on earth, Zambia could have been better. Now Sata is not flying and people are complaining

TPF can’t see why leaders came in droves from all over the world to mourn Madiba and why Tanzania’s Kiwete and Malawi’s Banda amongst many went all the way to the burial site in Gunu? Sata and his legion of cadres can’t see the bilateral dividends these countries have secured with SA as a result?

      You will never justify MISSING Madiba’s memorial. Zambia should be have sent the highest possible representation – No less than the President of the Republic of Zambia.

      Did you see how Tanzania stole the limelight. Kikwete blatantly claiming that the ANC HQ was in Tanzania – Coordinating all activities around the entire world.

    • Some people want to critisize even where there is no need to. How many Presidents or world leaders attended Mandela’s funeral and the subsequent burial? Only fools would want the whole world to send all the Presidents/ Prime Ministers to a single function or event! Zambians lets analyse OBJECTIVELY, NOTHING WRONG WITH OUR PRESIDENT deligating his vice to represent him like did other world leaders.

    • Kamuzu Banda was one of the presidents who hated travelling. He rarely attend international events but just delegated, has Malawi lost international recognition? Dos Santos in Angola rarely travels even now, when was the last time u saw Santos on screens? Has Angola lost any international recognition?

Yes, there is nothing wrong for the president to delegate to anyone, but we all know the principle of delegation. Only delegate that which you yourself cant do because of a more important commitment. What was so important that warranted the president to miss to attend the funeral – even for just two to four hours at Qunu village surely?

    • Zambia was not absent at all important late Mandela (MHSRIEP) functions. We were ably represented by genuine delegates our responsive President assigned in the Veep and his wife as well as Ministers including our beloved Elder/Statesman Father of the Nation KK who actually participated in the process of dismantling apartheid and ensured Mandela got released. What more do you want, or did you expect? You children who were not even there when KK reigned supreme in the Region and whole Africa. Sata did well that he ensured Zambia was not absent and sent KK who mattered most relevantly for that event. Meanwhile RB should be spared he did travel much for Zambia like he used to do when he he was Zambia’s Foreign Minister many year ago. Again you were not there, keep cool!

      Attending a world conference is imperative in order to establish contacts. It also shows that you as a world leader can prioritize. Nelson Mandela was no ordinary man. Any leader worth his salt would be an idi0t not to attend this once in a lifetime event. While Joyce Banda (@1.6) will not get direct investment as a result of her speech, she will get more investment from all the one-on-one and face-to-face conversations she had with all the world leaders she could come into contact with.

      Also, it is OK to say that our president made a mistake by not attending the funeral, rather than pretending/imagining that he had more pressing issues.

      Nothing has been solved/resolved in the last few days that absolutely required the president to be here personally than attend this monumental event.

  3. Bakapeya, you must understand that we are Africans and the representation of abakalamba mwinemushi (the head of state) is very important and carries weight. In sending KK was not a matter of urgency. Even if KK was not sent to represent Zambia, he would have gone because KK was and is a liberator and would have gone himself.
    Ba Sata had fear of unknown because of what he tried to do by wanting to close the South African Embassy and it took the RSA president to blast him that Zambia and South Africa have deep roots where by no one can destroy the relations. Ninsoni baunfwile.
    You will defend the president but it does not carry weight ba Mwansa Kapeya.
    Suppose he died today and only representatives are sent to attend what are we going to feel as Zambians?

Why do we vote for a president among the many things; for your own information since you spent most of your time on ifyebukaya or whatever radio programme:
    1. HE the president must represent us at important internal meetings i.e. regional groupings, UN functions and the like
    2. His/her duty is to safeguard Zambia’s interest in international treaties (during internal meetings)
    How can these been done effectively if he is forever delegating?

  9. I do not understand what these complaints are all about. Did the South African president attend the funeral of our late presidents Levy patrick mwanawasa and FTJ Chiluba? Stop raising issues of no concern. Our president was ably represented by Dr Guy Scot the Vice President and he even went a step further by declaring seven days of national mourning for the late Nelson Mandela, what else do you want imwe bantu kansi? May the soul of the departed father of Africa rest in eternal peace.

    • Yes the South African president (Thabo Mbeki) attended the funeral of Levy Patrick Mwanawasa. Zambia under Sata is no longer a factor in the region. So people should not worry that Sata did not attend Mandela’s memorial service and funeral. I guess KK, depite his hollow speech, was a better representative than Sata.

  10. Truth is that Sata does not garner respect from most of these nations. The South Africans have been on the recieving end of Sata, Scott and Mmembe. Ba Sata, you allowed people to say all manner of things about Jacob Zuma. Fred Mmembe was allowed to even say bedroom things about Zuma. For this reason, you know that you cannot visit South Africa having failed to contain your wayward friends – Scott and Mmembe. You owe the South Africans an apology and also a public admonishing of the two people you allowed to make noise. I hope you saw the respect Mandela was given. Even the KK you are trying to turn into a cadre has respect. Ask yourself an honest question – does anyone respect you given the fact that you have absolutely no respect for anyone?

Over a week ago this Kapeya said ‘there was nothing embarrassing’ about Sata asking the ILO to create jobs for Zambians and now he says ‘there is nothing wrong’ with Sata’s absence at international events. Just because the have given you a job should not make all zambians go for the funeral. In any case a funeral is not a party but you go if you are truely touched and a friend of the deceased.   23. No need to cry over ba Sata’s absence from Mandela’s funeral and memorial service. It may be bad for our country’s reputation seeing that Zambia is a true friend of South Africa, but ba Sata’s unpresidential conduct justifies that he delegates other able and respected leaders to represent him. It shows, on his small credit side that he at least is aware of his misdemeanor and wouldn’t like to embarrass the nation. He was certain to say some vile thing that would have shamed the nation. He has no control over what pops out of his mouth. Other leaders know this and that’s why they avoid visiting his country and he does them a favour by not visiting them.

Mandela’s funeral in respect to Zambia can be likened to some-one losing a biological father in the village and u end up delegating your younger brother, or your wife or your son when u the eldest son, fit with no serious engagements decide to stay away….whatever excuse you will give for not attending the funeral will be irrelevant …all the ‘villagers’, close relatives including neighbours will look down upon you as an ‘unreasonable’ character.   25. The concept of representation is totally misunderstood by Kapeya to begin defending the indefensible. Sata lacks statesmanship and his absence at international events is a clear sign of incompetent leadership in the nation. World leaders are aware of the vacuum left in Zambian leadership. Kaunda and Guy Scott are used as face savers for Zambia leadership because Sata has been written off by all leaders in the region and world at large. Zambia has been without any state visit by foreign head of state ever since Sata became president of Zambia. Check this space with the next in coming government. Zambia will need to redefine its foreign policy disterted by Sata.

  26. The US sent TWENTY-TWO members of Congress plus ONE Senator, THREE PAST PRESIDENTS PLUS OBAMA and FORMER SECRETARY OF STATE HILLARY CLINTON and they were going to let the Senate to adjourn Friday before the funeral so many more could attend.
    So people are justified in their complaint about Sata. We were the closest to SA in my opinion that’s why Mandela came to Zed after his release. Zambians died in that struggle. I don’t know how many Americans died.People should have been reminded of that or made aware of.

  30. Awe naimwe ba kapeya. Nelson Mandela’s funeral was more important than anything else Sata chose to do, or he’ll choose to do in the near future. In fact, Zambian wanted to go. He’s our leader. Guy Scott is second option, not first. Sata missed an opportunity of a lifetime to have a chance to interact with world leaders in one setting. Going for a by-election campaign instead of Mandela’s funeral is a very cheap excuse and irresponsible leadership. How are South Africans going to interpret this snub? Utter insensitivity on our president’s part. Its shameful.

  31. SHAME on Zambia. We will never develope for as long as we get bogged down by petty issues. We should be concerned and debating developmental issues and not why Sata is not in Qunu or Pretoria. Times have changed and while we were busy declaring many days of national mourning, in south it was life as usual. sports events went on, except on the day of burial when shops closed. That was it. As to who and who dis not attend, mind you there was also invitations sent out to specific leaders as requested by Mandela before he died and the family. Mozambique, Swaziland, lesotho, Angola, Dr Congo, Burundi, Rwanda were not there. Neither was Israel, North Korea, Afghanistan, Pakistan, Iran and Iraq. China, Russia, Libya and Algeria trainer MK combatants but are not crying neither are their media.

  32. Just be careful next time who you choose as president. Whether you like it or not Michael Sata lacks international stature! As a matter of fact, it was good he didn’t go to S. Africa to attend the funeral of Nelson Mandela. He wouldn’t have been able to fit in the occasion.
