Prof Saasa ticks off INDECO rebirth, we have made that mistake before

Prominent Economist Oliver Saasa has expressed doubts on intentions by the Government to re-establish the Industrial Development Corporation (INDECO).

Professor Oliver Saasa says the creation of a parastatal body might be contrary to the liberalized economic policies that Zambia has been implementing.

He wondered why the PF Government was keen on establishing parastatal bodies which were inefficient and loss making during the UNIP era.

“The fact is that we have been down this road before and these parastatals were loss making, surely you don’t want to make the same mistake,” Prof Saasa said.

Prof. Saasa has since advised Government to undertake a feasibility study on the possibility of reviving the parastatal body.

“There are a cadre of human resource in the Government that could do a through feasibility study on the viability of resuscitating these parastatals before we proceed as a nation.”

President Sata disclosed in his New Year address to the nation that Government will in 2014 establish the Industrial Development Corporation (INDECO) to facilitate the creation of jobs in the country.

    • The idea of INDECO wasn’t a bad one. What UNIP and Kaunda did with INDECO is what led to the untold looting of Zambia’s wealth with impunity – the cronyism, nepotism, ‘chikayalism’, ‘UNIPISM’ and in the case of ZCCM the Bembalism of ALL member companies of INDECO. THere was INDECO & ZIMCO(Zambia Industrial Mining Corporation), and UNIP was shareholder number 1 in ZIMCO, giving it power and access to all proceeds of these companies’ operations. This is the money that bought MPs personal-to-holder vehicles, farm, home and all sorts of loans and allowances!!! All friends and children of UNIP were either employed or conducted huge business with these parastatals, making priftability, accountability and professionalism totally NON-EXISTANT! What is the new legal & operational…

    • This move has nothing to do with creating employment in real terms apart from creating a conduit through which the family forest will benefit.

      This whole move begs the question; why revert to some business arrangement which failed big time during KK? I can smell a rat here. It seems the move is to nationalise most of the important industries like milling companies in order to control the price of meali-meal.

      This is a clear indication that KK is in charge of running this country not Sata. Sata abrogated his responsibilities the moment he got KK on board.

    • Its shocking to hear that PF wants to open up new irrelevant structures when most of the projects Sata launched the whole 2 years since he got into office have ground to a halt due to lack of money. How is he going to fund this useless organisation? Will it be funded from subsidy removal income? If so then the lies they told is now unravelling before our very eyes.

      School construction projects have now been abandoned in Luapula and most of Northern provinces due to lack of funds. The contractors engaged to execute these projects have pulled out due to non payment.

      PF has lost all credibility to run Zambia now. They totally have no clue of what they doing at all.

    • @Luka. Think before and analyze facts before you call other people names. The roles of IDC is different from that of INDECO. IDC initiates policy and guidelines, provides oversight and monitoring performance. In other words it is more concerned with facilitation of business, while each company retains autonomity.

      Your indeco, on the other hand will be the OWNER and CONTROLLER of all public companies. It will provide centralised command centre and these companies should not operate independently. Indeco will not advise but determine how each company should operate to the point of micro-managing the smallest detail.

    • And like in the past Indeco came in and ‘swallowed’ up the private companies and became a monster than controlled more than 80% of the economy outside the mines. Jobs were dolled out on patronage. Mark my words, once more chilanga, nakambala, chibuku, supa loaf, national milling, buses etc will be nationalised. Many may be too young to remember the matero reform and mulungushi watershed speech way back in 1969 – 1972 I think? We are back to the wamuyaya syndrome….waikata wapya.

    • Ok Lets get this straight.. the good Professor is actually not dismissing the proposal at all. He is in turn calling for a “feasibility study” a business research and analysis in effect. INDECO was considered a failure during KK’s era due to the model undertaken, also, lack of competent management, lack of auditing etc etc. These things can still work in this day and age when we have many talented Zambian economists business people, basically our base of knowledge of business systems is no longer the same as it was 40 years ago. Further, many of the Industrialized nations in the world today, have sovereign investment arms, PLC’s run by government, America,UK, Singapore, UAE all these have a similar thing. You see the idea is to ensure the wealth remains in Zambia. This is what KK IS…

    • Saasa is not making sense. He opposes the re-introduction of INDECO on grounds that it was loss making under UNIP, but nonetheless proceeds to call for a feasibility study to determine the viability of the project. What kind of thinking is this? If he is so certain that the idea won’t work, why call for a feasibility study? Or is Saasa cleverly creating work for his Premier Consult Company?

      To argue that INDECO will fail if resurrected today or tomorrow simply because it failed yesterday is rather simplistic and unexpected of someone of his level of education (by dint of his title). What is required is to understand why the previous effort, which was well-intended, failed, so that we learn from such weaknesses and mistakes and rectify them to ensure that we succeed this time around…

    • …And as an educated person, Saasa should have started this debate by outlining and analysing some of the reasons that led to the loss-making and eventual collapse of INDECO (LESSONS) under UNIP before proceeding to suggest the measures (RECOMMENDATIONS or PROPOSALS) that should be employed this time to avert a recurrence of history. That is what educated patriots do, not simply shooting the idea, without engaging it in a meaningful way. That was cheap, Saasa! On whose behalf were you speaking, Prof Saasa?

  3. The only mistake Zambia made was to sell of all its companies for a song during the crazy privatisation in the 1990s. it was based on advise from scholars like you prof. How does a country sell a mine for $20 million, much less than what chelsea paid to buy drogba?

    • These mines were loss making in the first place. No one could buy them above that price. Surely this is total madness. How do you go back back to a situation that previously put you in serious troubles? Some of knew that PF was up to no good and I’m glad I never wasted my vote on them.

      Its difficult to turn parastatals around when they are heavily politicised. If the one who is mismanaging the company is a nephew to Sata can you fire him or reprimand him? All those parastatals would have been run as viable businesses if they recruited on professional basis not recruiting sons and daughters of UNIP prominent members. How can a grade 9 drop out be put in position of management and hope to run a company properly?

    • @ critic, the main reason why the mines are making money is because there is no government interference in the management of these mines and if you think turnaround strategies are possible in institutions run by govt, then you have another think coming. Do not be hoodwinked into thinking that INDECO is coming back to make money. The brains at the helm do not have the capacity to put in strategic plans and make viable business models to ensure this thing is successful. The re-introduction of INDECO is purely political and to appease chaps who are still waiting in line to be rewarded for putting PF into power. This is a lost cause and has no room in modern economics, especially not with dunderhead extraordinaire sata as chairman.

      Just look CDC the British government international investment organisation, 100% owned by the government. The only difference is that they recruit professional to run it not sons and daughters of the ruling party. In Zambia it is a different story my friend, only sons and daughters whether qualified or not will get jobs in INDECO .

  5. I have a lot of respect for prof Saasa but I think the government is correct on this one though they should not do it exactly the way it was done in the past. I say this because the private sector has failed to create jobs for the masses and the government is getting the blame for lack of jobs. We mail also have to wait another 50 or more years for the private sector to take up certain expensive investments which are slow in bringing back profits.

    • You are entitled to your own opinion but honestly this is madness. How many parastatals started failing paying their workers and were being subsidized by Government? You should be too young to remember these issues. How many Jobs did these parastatals create? Well I can foresee the era of price controls and subsequently ques for commodities coming back. This is PF for you. Just read their constitution then you will definitely know that PF is UNIP in disguise. Only two parties with Central Committees in Zambia. Does it ring a bell?

  10. Parastal companies then did not run as private companies, did not compete with private companies to make profit and declare dividends etc. They relied on government support or bail outs all the time. The sore share holder was government and not the public.

    South African telkom (Zamtel) and Postal services operate like private companies.

    • The drawback is that when the parastatal (whether run as a corporate entity) incurs a loss it is government (tax payer) who pays.

  12. Typical of any extractive political set up, the allure of control and power overrides what makes economic sense. The parastatals will be an avenue to employ and give contracts to cadres that will siphon out gvt resources that will further consolidate the extractive systems crating a vicious cycle. Read the history of Hosni Mubarak of Egypt as a case study. One question though, if Prof Oiver Saasa is against parastatals, then why did he agree to be on the board for Zambia Railways which is now a parastatal?

  21. We thank God that Andrew Sardanis, the man behind INDECO as CEO and Chairman is still alive at Chaminika. Please ba Sata go and consult him. This is the man Kaunda trusted with INDECO. And Andrew has been good to Zambians he has recorded the events, success and failure of INDECO in his book (Doing Business in Africa/ the Otherside of the Coin not sure because I read them one after the other). One of the problems of INDECO was nepotism, employment UNIP cadres (I see PF Cadres getting jobs here – more money in their pockets) Andrew bemoaned the fact that INDECO overstayed and ran out of its usefulness. The president may have humble education, but some of his Ministers and Civil Servants are the best material Zambia has. These research and make suggestions to the cabinet. They technocrats know why they made this suggestions. In business you learn from your mistakes and restart your business with safety valves to take care of what led to the first collapse. Even people that invented the cars and planes you see now failed several times before they succeeded. INDECO if well managed can achieve a lot to the development of this country.     • All Prof. Saasa said is that Indeco finally failed and that there was need to conduct a thorough feasibility study to determine the way forward. The technocrats in government cannot carry out a comprehensive feasibility study because they are too busy running the operations of government. They simply do not have the time even when technical capacity is there. I suspect that the politicians in PF, who I believe are pro-UNIP policies, fear a feasibility study by an independent consultant, could bring out more more weaknesses/disadvantages that benefits. What happens to the Zambia Development Agency (ZDA) whose objectives, structures and operations are more harmonious to a liberalised and free market economy? We could just restructure ZDA!!

Can’t imagine electing someone to be president who has not served in any government position before. To understand what happens one needs to enter presidency at a certain level.     • Yes, someone with no government work experience can work very well provided s/he gives members of Cabinet and senior civil servants the opportunity to tender objective advice. In any case, ALL the contending presidential candidates in Zambia have good work experience from the lowest to the highest levels. Think of Milupi, HH, Nawakwi, Mutesa, Chipimo, Nevers Mumba etc- all these have successfully performed in renowned institutions. Modern management and administration whether in govt or corporate body are guided by the same principles of good corporate governance covering interests in political, economic/commercial, social/religious ares. Any of those people above are exciting and can do very well as Presidents. They are all good Zambians.

  39. I agree with Prof Saasa. The problem is that Sata is not familiar with anything else apart from what he saw in UNIP. He has an almost uncontrolablle urge to replicate everything Unip did – he doesnt seem to realise the different world economic order we live in today. He wants to crown himself chairman of the Indeco board in KK style. And of course give jobs to his relatives and cronies. What a disaster this PF experiment is proving to be !

  41. I foresee nationalization coming under PF. It appears that we are being dragged to old ways of doing things. I agree with one blogger that the rebirth of INDECO will just be a conduit for government officials to do business. Already GBM has a huge contract under FRA. Job openings will be for children of government officials. We are in a free market and such ideologies should not be encouraged. Let us all rise up and oppose this plans from the government.

  42. There is nothing wrong to have a captive firm to allow Gov. control both sides of the flow of the economy apart from supporting the markets and environment in which private led flourish
    The Chinese and US have captive firms to support development in addition to market and private enabling , sometimes given shortime investors and its a way that can help, a venture capitalist type or equity only with excess funds avoiding the failed

    The comments from the prof are valid and above a careful review and case snario will refine and validate but then only in circumstances where Gov. has excess monies to place otherwise supporting private led and creation of local markets for exports now

  43. The re-introduction of INDECO will not yield any good. Parastastal companies are doing very well competing effectively with othher private companies. INDECO will kill the autonomy that the current parastatals have and it will affect professionalism. My take is for us not consider its re-introduction as that is bad for business and for the economy

The only problem we have in ZAMBIA is corruption,nepotism.None is above board in this country.We are so corrupt to the bone.Tell me! who hasn’t got self interest in what one does?The govt should just support individuals to start up companies and closely monitor their operations so that they don’t vanish in thin air

  45. Some time I wonder what these so called professor in economy do. Economy is diverse China Brazil and other up coming comes are leading in development because they are not following the American style were every thing is privatised. With lack of serious investors the government has the right to do business. We need equipment for our agriculture, industries, commerce and eg. The question is should we have to import every equipment which we can make locally. I dont like Sata’s political policies but this one i fully support. Lets also invest in our local colleges and unis research departments. We need more from our industries private ones have failed.

  46. It seems to me like the mention of the name INDECO is bringing bad memories to a lot of people. But surely you don’t expect the private sector to single-handedly develop our country! A sensible blend of private and state-sponsored investment is required to move the country forward quickly. Don’t expect Private investors to sink money into projects which will break even after long time.

    Instead of opposing and trashing the idea, you should be challenging the govt. to provide details of the role of the “new INDECO”. Then you will have grounds to oppose (or hopefully support the idea).

    Prof Sassa should be showing his professional prowess instead of opposing prematurely.

      We know the probs that led to collapse of parastatals!!
      People ignorantly condemn – yet Govt still relies on ZESCO VERY HEAVILY – why? Becoz it makes so MUCH FOREX at the expense of all the blackouts!!
      However having said that, I DON’T THINK THIS IS THE GOVT THAT CAN EVER MAKE A SUCCESS WITH PARASTATALS!!!

  49. The comment by Prof Saasa is right in that feasibility studies would help formulate a business plan based on evidence. As for parastatals, they are not so bad, when you have them run by professionals with proven experience. The parastatals during the UNIP era failed because of misguided policies that put people with little experience and professional qualifications, although with lofty degrees, in charge of them. A country like China has a very strong economy because of a mixed approach to economics. The Chinese government runs a lot of the companies being given contracts around the world and also have some of the most successful business groups in China itself. We have to be object as Zambians. Let’s not reject things based on party affiliation and fanaticism.

  50. You are right Mufumbwe except for the unfortunate use of subjective language in the last sentence.

    The fears expressed by many Zambians are justified. Which Zambian who was mature enough in the 80s and 90s does not know the deprivations we suffered when INDECO, FINDECO, ZIMCO and MINDECO were in charge of the so-called commanding heights of the Zambian economy. For your own information, Prof Saasa was already an accomplished economist tutoring/lecturing at UNZA. He, and many fellow economists who have not been heard on this subject, are more qualified to critically comment on the subject, than most of the uninformed partisan cadre/bloggers on this page. Viva objective criticism. PF needs them to move the nation forward. WIDER CONSULTATION on policy is the way to go.

I challenge Bwana Mukubwa to go to UNZA Economics Department and i repeat,Saasa is not an Economist.I have little respect for this man from the time he and his collegues messed up at Zambia Railways where a more accomplished professor had big plans.The man is contradicting himself,he is condemning and yet requesting for further research to be undertaken.My point is the idea of Indeco is excellent but must be modelled to today’s industrial needs.President Sata should be given a part on the back over this.we have more educated people today who can do the job at INDECO and of course reasons that led to the failure of INDECO have been outlined includinng lessons learnt so i dont see why people should fear.Come out of your cowardise and support the president’s call all you that are timid.

      If you need to move forward, it is very wrong to listen to the Proffessor especially the proffessor in Economics maybe one of Mechanical or Electrical because these proffessions have answers, you actualy get comfused and end up doing nothing. Theirs is to talk and no solution. So me I don’t even know whether he says the GRZ goes ahead or not, what is he talking about?????????????
