Delayed payments slows down roadworks in Chingola

ASPHALT Paving Limited (APL) says delayed payment by Road Development Agency (RDA) has resulted into slowed down roadworks in Chingola.

RDA contracted APL in August last year to assist Mivami Construction Company, the main contractor, to speed up the road rehabilitation works in the mining town.

APL projects manager Morne Labuschagne said over the weekend that the construction company has since used K5 million from its own resources.

“We have run out of resources, we cannot work like this, we have not received any payment from RDA,” he said.

The construction firm has since written to RDA to express concern over delayed payments.
Mr Labuschagne said as a result of non-payment from the agency, the works will not be completed as scheduled.

“When we came in, as a sub-contracted company by RDA, we sacrificed our resources even before we were paid, but we have also run out of money,” he said.

Mr Labuschagne said the company has the capacity and the skilled manpower to construct roads and that it will speed up the road rehabilitation works once it is paid.

Government will spend a total of K67 million on the 23.4 kilometre stretch under the urban road rehabilitation project in the mining town.

Chingola district commissioner George Sichula appealed to RDA to quicken payment to the contractor to enable it work within the stipulated time frame.

RDA senior public relations manager Loyce Saili declined to comment on the matter.

  1. these 1diots also, they do not value the people of chingola even though the town has been a major contributor to the economy of the country through the mining activities. but even the mining giant kcm has contributed very little despite reaping huge profits

    • Uko, like I said all the flagship PF projects launched by Sata are fast grinding to a halt. Chikwanda and his team are frustrated because Sata just dictates where borrowed money has to be spent on without thinking much about the projects he has been launching all year in 2013.The Chingola issue is just a tip of the iceberg.

      Other construction companies are afraid of speaking out their concerns about delayed payments despite facing the trouble for fear of reprisal by Sata. Sata is failing to see such project through, how on earth will he manage to fund the formation INDECO ZIMCO MINDECO and the rest of the useless parastatals.

      Sata and PF are typical CNPS driving Zambia into a path of destruction.

    • its not just chingola but the entire copperbelt province that looks like its just recovering from a war.
      the copperbelt is now a sorry shell of its past glory.

      Govt cant claim that they have no money, we just want the job on all streets and avenues on all townships on the copperbelt

  2. Most of the infrastructure projects, especially roads will stall as gvt has run out of money. Most of these projects were not budgeted for . Alternatively, the gvt will be compelled to borrow to avoid embarassment of unfinished projects. This will increase Gvt debt servicing obligations, starve other areas of resources, and increase the cost of borrowing – this will adversely affect the economy as a whole . But this is either too much for Sata to understand or he simply doesnt care – it is the successive Gvt after PF in 2016 ( if not sooner) , which will have to deal with the consequences and is likely to get blamed as it institutes austerity measures to reverse the course of economic mismanagement by the PF.

  4. All these link 8000 roads are Sub standard ,will have to re-do them after 2yrs. Coz nothing good can come out of chines and cadre contractors.

  5. Roads in Chingola are an eye-sore and driving on most of them is a total night-mare. These roads have been neglected for a long time and seeing the road works stall is so disheartening. May the powers that be, please, do something about this. On the part of blaming KCM, I do not agree in that they are in business. Corperate social responsibility has its limits/extents. The blame is entirely on our government and its policies. The government needs to come up with ways of taxing these mining firms so that the mining towns can have some form of retention fees with which to develop them

  6. Chingola town looks like a town affected by years of war because of the terrible road network in all its townships due to years of neglect. The MP’s are also to blame and as well as the councilors. Since 1991 no meaningful development has happened in Chingola. Its so so sad
