Public finance management controls under PF have broke down – Mutesa

The opposition Zambians for Empowerment and Development (ZED) has observed that the increase of unvouched government expenditure as revealed in the 2012 Auditor General’s report spells a breakdown in public finance management controls under the Patriotic Front (PF) government.

The 2012 Auditor General’s report has revealed that unvouched government expenditure has increased from the 77 billion kwacha recorded in 2011 to 553 billion kwacha that has been recorded in the year 2012.

ZED president Frederick Mutesa says such an increase in unvouched government expenditure also indicates the more the reason why it cannot be a surprise that the country could have had a budget deficit of more than 8 percent to the GDP.

Dr. Mutesa says this saddening development further speaks of the wide gap that separates pronouncements to reality when it comes to the rhetoric that the PF government has made on the fight against corruption in the country.

The opposition leader has told Qfm news that such revealed increase in the unvouched government expenditure is however a matter of serious concern that should not go unattended to as the money that is not being accounted for properly is taxpayers’.

He says at this end people in the country should raise questions and hold government to account.

  1. Public finance management has been broken in Zambia from the 1960’s… There have been brief periods of progress but we are more inclined to mismanage albeit with good intentions at times. Good intentions won’t pay the bills.

    • I agree with Mutesa, it seems presidential decrees have replaced the law in this Chumbumushololwa regime. For instance, what law backs the relocation of RDA from Works & Supply to State House? And what’s the nature of goods and services that qualify for procurement by way of single sourcing and under what circumstances? How difficult is it to get a competent road construction contractor through advertisement by public tender to justify single sourcing of this service?

    • But watch out guys, LOL! These days if you see someone dressed in a collarless jacket like Mutesa’s you should suspect them of having dual Zambia & Chinese citizenship!

    • These thieves must answer for these crimes! They are borrowing money that WE, the TAXPAYERS of Zambia, will have to pay back, and then stealing it.

      Sata and his 40 thieves must be kicked out NOW!
