
Government says the opposition should take the blame for the delay in completing the constitution making process.
Justice Minister Wynter Kabimba said if the opposition MPs had not resorted to the avenue of demanding for the constitution through parliament, remarkable progress in the matter would have been made.
Mr. Kabimba charged that the opposition MPs should be held accountable for causing delays to the constitution making process by engineering premature parliamentary adjournments that are disrupting the business of the house.
Addressing a media briefing at his office in Lusaka today, Mr. Kabimba said a lot of progress would have been made in the one week that opposition Movement for Multiparty Democracy (MMD) and United Party for National Development (UPND) Members of Parliament have continued to abscond parliamentary business.
“I have no doubt that we would have made remarkable progress in that one week with the constitution. They should take responsibility for the delay,” he said.
Mr. Kabimba said the rowdy behaviour of the opposition MPs was unparliamentary and was undermining the integrity of parliament as a law making institution.
He explained that to disrupt proceedings of the house was an offence under the laws of the country and that to besiege the Speaker and heckle in front of him was contemptuous.
Mr. Kabimba said he was left to wonder as to the real reason for the protests because the MPs know very well that the constitution making process was not the responsibility of the Speaker but of the executive only until when it was presented in parliament.
He charged that the opposition Members of Parliament were stealing tax payers’ money by clocking in for daily allowances and yet were absconding from representing their constituents in parliament through their continued absentia from the house.
He said it was unfortunate that the opposition Members of Parliament were deliberately lapsing their questions.
Yesterday, 20 questions were listed on the order paper and only one from Chipili PF Member of Parliament Davies Mwila was asked while 19 from opposition MPs lapsed.
He named the opposition Members of Parliament who lapsed their questions by disappearing from the house as Boyd Hamusonde for Nangoma, Villie Lombanya of Solwezi East, Brian Chitafu for Kafulafuta and Stephen Katuka for Mwinilunga.
Others are Lumezi MP Isaac Banda, Solwezi West MP Humphrey Mwanza, Gwembe MP Brian Ntundu, Lubansenshi MP Patrick Mucheleka, Senga Hill MP Kapembwa Simbao and Clive Miyanda for Mapatizya.
The Minister has since taken a swipe at people and organizations supporting the actions of the opposition MPs in the name of democracy and warned that any attempts to justify breach of laws was tantamount to promoting anarchy which will be dealt with by the law.
He has meanwhile called on society to condemn the actions of the opposition Members of Parliament because Zambian people deserve better representation.

Iwe there was nothing for the opposition to ask regarding the constitution. Oposition MPs were warned not raise any issues in connection with the constitution until Friday after the speaker, Kabimba and Scott have recieved permission from the president.
So if the session was not about debating the road map for enacting the constitution why should the opposition expend their much treasured energy debating irrelevant things which will not force the PF to release the constitution.
The opposition members were 1000% correct in staging a SILENT protest if the matters in that particular parly session was not in their interest.
Parly had to be adjourned because the sensible UPND and MMD MPs capable of sensible debates did not participate or chose to remain mute during the session.

On the facebook likes between Sata and Hichilema, I thought Hichilema is supposed to have more facebook likes of people wanting to listen to him since he now claims to be more popular than the President. I am sure it is not debatable that Sata during his opposition days would have had more facebook likes than even Rupiah Banda, because his (Sata) popularity was genuine and not claimed as we have now become accustomed to Hakaindes.

Kapeya had earlier said the cabinet was studying the draft constitution and would inform the nation accordingly. Few weeks later he said the draft constitution had not yet been handed over to the president. So which draft constitution was the cabinet studying according to his first statement. I hope they did not get allowances for studying a document which they had not yet received.
Where is the committee to clear the air because I doubt that the draft constitution was not handed over to the president. Otherwise the MPs would not have acted this way if they were aware that the Committee is yet to hand over the draft constitution. Now Kabimba is blaming the opposition. Next it will be the people.
In my mind, if PF had been in opposition today, this is an action I can’t put past them. They would have made so much noise about the constitution and would certainly have caused more trouble in and out of parliament. So for me it’s a case of those who live in glass houses….. Well done opposition.

There ius no crisis yet with the constitution making process, it is not even a priority either. For me it is better to complete the rehabilitation of UTH Filter Clinic and procure more dialysis machines at the hospital, complete the roads cnnecting Isoka to Chipata, and Namwala to Choma than spending time andresources on a document that will not make a difference in anyone’s daily life. whether the PF promised early delivery of the Constitution or not is neither here nor there because the document is not a priority, full stop.
MP could have been a bit justified if they had started such demands in 2015. For now, there is no justifiable reason for such extreme reaction.

Only a foolish person would say we do not need a new constitution. How long are we going to wait for the new constitution? If the government have failed to give us a new constitution after being in power for 2 and half years, then to tackle poverty, which is more difficult than the constitution is just empty words from the current government. We have so many PF MPs we voted for who now care for their own bellies, scared to stand for the people, pretending that all is okay. Hats to opposition MPs who are standing with the people.
