Government’s expenditure is without priorities – HH

United Party for National Development (UPND) leader Hakainde Hichilema says the excessive external borrowing by the Patriotic Front (PF) government is an indication of lack of priorities and concentration on areas of expenditure.

Mr. Hichilema says the PF is borrowing in order to award contracts to party allies.

He says it is unacceptable for the country to continue borrowing at the current rate when the country is coming out of the debt burden which was diverting resource from development to debt servicing.

Mr. Hichilema says the patriotic front government wants to take the country back into the debt crisis.

He adds that it is risky for the country to have a debt of close to five billion dollars in two years when it took decades for the country to have a 7.3 billion dollar debt, written off.

On Wednesday secretary to the treasury Fredson Yamba said Zambia’s current external debt and domestic debt levels still remain below the international thresholds of 40 and 25 percent respectively.

Mr. Yamba disclosed the country’s external debt is slightly over $3 billion.

    • HH the only wise presidential presidential candidate in Zambia. He does not mince his words when condemning the PF government for their recklessness. Too much money has entered the country but the poor who voted this idi0ts into power continue to suffer and can barely put enough food on the table.

      Come June if the issue of mealimeal price hikes is not addressed food riots will ensue to agitate this government of f00ls to do something to avert the suffering of the people.

      Transport costs will rise very soon to compensate for price hike in fuel. Its shocking how the government of f00ls can unilaterally raise the price of fuel and then seek dialogue with business operators not to hike the prices,how f00lish!

      HH is the only voice of reason for the voiceless.

      Govt is not borrowing for consumption but to invest in various sectors of the economy and this investment is there for all to see.

    • @Gen, go to hell with your never ending tribal bigotry. Why do you address yourself to government expenditure or deficit spending because this is what HH is talking about? You have a budget deficit now running over 8%. This is a threat to macro economic stability and early this week the IMF actually called on Zambia and Ghana to control their expenditure otherwise they risk economic dislocation. The effects are actually starting to show. It has become very expensive for Zambia and Ghana to borrow money as exmplified by the over 8% annual interest Zambia has to pay on its recent bond. Other nations who issued bonds at the same time are paying 4% or less.

    • Mushota you are positively right Sata and PF have right priorities such as building roads, hospitals, new airports, schools etc. And promoting tourism, agriculture, manufacturing and food processing industries. So, if the ghost gives HH to rule in hell what will his priorities, anyway? PF priorities are spot on and well meaning Zambians on the ground (not those in overseas abalebosa fye) are impressed and are in full support of PF development programs.     • Just talk for yourself dont generalise. Mushota is right. HH just barks at any barking opportunity. Even dogs know when, where and why they should bark. In short his barking judgement is worse than a dog.

    • There’s nothing wrong with discussing PF’s budget deficit and reckless expenditure. Discussion of policy differences, governance issues, service delivery etc is what civilised politics is all about. It is not about your cheap name calling and tribal baiting.

    • The issue concerns government deficit spending. It has nothing to do with whether one thinks he has charisma or not. If the topic is above your station it is better you keep quiet than expose your ignorance and shallowness. You’re the cheap characters who’ve made it difficult for intelligent people to use this medium to discuss the burning issues in Zambia because the threads are always flooded with nonsense from empty heads like yourself.

      If really these guys are working, why are their ministers being chased by people in their constituencies each time they try to make a visit. Why was Luo, Chanda and Lungu chased away when Sata sent them to explain his stupid policies.

      People do not want to know about those construction BUFI projects. What they want to hear is; when is Sata going to lower the cost of living by implementing policies which make market forces to lower meali meal and fuel prices?

      Anything else you PF minions crack your heads on trying to explain does not make sense at all to the majority Zambians who thought mealimeal prices will be lower than in RB ‘s regime when they voted for this madman.

      1.infrastructure development did not start with pf.Government.
      2.The government of the day has a mandate to carry out developmental projects.We don’t owe it to them,they are JUST CUSTODIANS of our taxpayers money.
      3.UNIP under KK had national development plans.(I guess you have forgotten your Civics lesson we used to be taught),Botswana is using a similar approach.You plan first then implement.Current scenario, “nichi kulekele fye” with no regard to source of funds,and this lead to borrowing and borrowing.HH is right

    • You are right- being opposition doesn’t mean being blind to reality. These guys are really working. There’s road and this construction in every corner of Zambia. So, what is HH worried of? My conclusion is, he is worried of what to tell the people what he’s gonna do for them. The guys are doing what any politician in opposition thought was a campaign material. They have lost even before the elections come. Unless Zambians are frozen fuuls to vote for another party.

      Chiluba had a vision which only retards like you thought was not important. Chiluba’s priorities were to reduce debt to sustainable levels. But the devil Sata corrupted the man and derailed his good plans and enticed him to steal the privatisation money.

      Now we are back to square one. Chikwnada borrowed massively under KK and massive infrastructure was developed , so why did the people want KK out on the back drop of all that massive development? If you can this question honestly, then you know exactly what fate is awaiting Sata not long from now.

      Go to the shanty towns where the poor live and ask them if they are happy with Sata borrowing and lying to be building roads at the expense of cheap food and fuel prices. They will chase you like Luo, Chanda and Lungu.

    The system, eventually most of our income will go towards debt leaving us broke to
    be able to do anything else, we are just from one death trap to another death trap.
    Worst thing Mushota, Gen, Peter are giving their monies to other governments , so
    they are the worst people to understand HH’s message.

The dollar today is not the same as the dollar yesterday and if Zambia had a debt of 7 Billion in 80’s its definitely not the same as having 7 Billion in 2014 and i know HH understand this very well but want to mislead some people. This does not mean am pro debt but that we need to be factual with our analysis.

  13. Remember to much of any thing is not good. Borrow we can borrow but not to the extent of people suffering in terms of food, transport etc. We all need development but should we stop eating just to have roads? No one will develop Zambia in one term or even 20 years. What people are asking is to take it easy so that other needs can also be looked after.
