Speaker orders Bob Sichinga to apologise for coming late

SPEAKER of the National Assembly, Patrick Matibini has warned members of Parliament against coming late and dodging from Parliament at the expense of using tax payer’s money labelling such conduct as ‘notorious’.

The Speaker also ordered Commerce Trade and Industry Minister Bob Sichinga to apologise for coming late and furnish the House with an explanation for his conduct after the first question on the order paper directed at the Ministry lapsed.

The question concerned the construction of Kitwe’s Mukuba Mall and was asked by Patriotic Front (PF) Kamfinsa Member of Parliament, Moses Chishimba.

Dr Matibini said coming late and dodging was only disadvantaging the Zambians in that the legislative arm of Government should adhere to high levels of discipline and not misuse public resources.

Dr Matibini said today following a point of order raised by Chipili PF MP, Davies Mwila, who sought guidance on the absence of the Minister and his deputies.

Mr Sichinga, his two deputies, Miles Sampa and Richwell Siamunene, were not present at the start of business.

“It is indeed correct that all these questions are asked in a representative capacity, on behalf of the constituents and meant to ensure Government is held accountable. Above all the sittings are scheduled and it is of utmost importance that all of us, from the Speaker, attend on time.

“We must be very religious about this, at least I am. It is especially displeasing when colleagues on the right (Cabinet Ministers) are not here to respond. There are many of you who come late and leave early before business ends. We must be disciplined.

“We are required to be here throughout. When we conduct a census by the end of business today, the situation will be different. Some of the members are notorious for that. We are not using tax payer’s money properly. This is tax payer’s money and we must be serious,” Dr Matibini demanded.

Mr Mwila said that Parliamentarians tabling questions laboured to conduct research on various topics so that the electorate could be informed on various important national issues.

  1. Speaker Matibini is the man.Discipline is the cornerstone of all aspects in life.This is a timely warning.

    • The reality is that Ministers have to work a second job. This is why we need a constitution that separates the executive and the legislature.

    • Hmm, but the story does not state whether or not Sichinga actually apologised! Or was it just a piece of advise from the Speaker to Sichinga, not an order that the culprit apologises?

    • Apocalypse in PF…. who cares about parliament, Sata is away for how long now??
      That Sichinga would have been acting President now, but he has been humbled by Kabimba like a dog…

  2. this man has been dead silent for a long time, why ba sichinga? are you still thde minister of commerce or minister of industrial development? at your ministry you must be enjoying your working holiday.

  3. He was probably at Parliament Hotel doing what he does best….who can blame when there is absolutely no effective leadership. The oldman is on AWOL..probably on his death bed.

    • azlight jay jay. Sichinga ukulanda sana but practical output very low. In engineering we would say he has very low efficiency, probably 2%

  4. The speaker has all of a sudden become the watchdog in parliament. He should have been that Just from years back. Trend followers in here will agree with me that smoothing is fishy. I will not mention it….

  5. Ba Matibini lost his face along time ago. Mkhondo Lungu is far much better than Matibini. Late coming should not be an issue. Kabimba went there with fetishes and Matibini was just grinning. Questions raised about Sata’s health should be answered by level headed fellows and not the whisky drunk scrotum Guy.

  6. Those that really know Bob Sichinga and can see his fast talking know that this is one of the most disappointing appointments amde by HEMCS. The man has never made it anywhere. Even in ZCCM he was one of the notable non-performers.

    Running up to the 2011 elections he was always on radio attacking MMD about the large holes they have allowed to be left in the ground due to extensive mining in North Western province. His tongue was so sweet to the point that some callers started insulting the MMD leadership for not appointing him Minister of Finance. But what has he achieved today? He has failed everywhere his asebele has tried to push him… Ministry of Agriculture…disaster…Minister of Commerce….disaster.

    • I remember when Bob was in opposition the man used to be a guest economist editor in The Post, he used to write monthly articles about how to improve the agricultural and business sectors….the old man appointed him as an Agriculture minister and now commerce minister he has LAMENTABLY FAILED to do anything worth talking about. ..the man like majority PF ministers is a liability to taxpayers an EMPTY TIN.

  7. Matibini is not serious. He pays more attention to petty issues and abdicates on matters that require serious and mature ruling especially those to do with the mad red pig Scott.

  8. ZAMBIANS WORK ATTITUDE- REPORTING LATE FOR WORK IS SO DEEP ROOTED INTO ZAMBIANS SUCH THAT IT’S PART BEING A ZAMBIAN. I AM SURE HE WAS EVEN THE ONE WHO LEFT PARLY FIRST.

  10. Back to Hon Bob SICHINGA. Let us be fair to him and praise him for something ‘Positive’ that he instroduced.

    He set up some thing called Zambia-USA chamber of Commerce based in the USA and he appointed his son to head it.

    Can someone in Parliament please ask him if that institution still exists? What purpose if any is it serving apart from providing a job for his son?
