Absence of key staff in Councils frustrating development

Luapula province minister Benson Kapaya says the absence of key personnel in Councils is frustrating government developmental efforts.

Brigadier General Kapaya says no meaningful development can be achieved in the absence of key staff such as the Director of Engineering as well as the Social and Physical Planner among other key positions in the councils.

He observed that most of the Councils in Luapula province and probably elsewhere in Zambia lack the services of qualified personnel for most key positions.

He said engineering services and the effective social and physical planning are an integral component of the development process especially for rural districts like Nchelenge that are in dire need of infrastructure.

Brig.Genl Kapaya who is also Chienge Member of Parliament however said the government through the Ministry of Local Government and Housing is working tirelessly to ensure that local authorities are adequately staffed.

The Provincial minister who was accompanied by Home Affairs Deputy Minister Nickson Chilangwa was speaking this afternoon when he visited the commercial plots sold by the council on the shores of Mweru Lake in Nchelenge district.

Earlier, Nchelenge District Council Secretary Mulowa Sishumba told the Provincial Minister that the poor staffing levels and the absence of key personnel in strategic positions was hindering development.

Mr. Sishumba said the local authority does not have a Director of Engineering and the Deputy and also lacks the services of the Social and Physical planner saying this was detrimental to development efforts by the council.

He observed that in order for the local authority to effectively plan and execute its mandates, its engineering and planning capabilities cannot be compromised.

Meanwhile, Luapula Province minister general Benson Kapaya has directed the Nchelenge District administration to immediately submit an execution plan to crop the stray dogs at the islands of Kilwa and Chisenga.

Unconfirmed reports reaching ZANIS in Nchelenge suggest that a child was recently attacked and eaten alive by the stray dogs at Isokowe Island on Mweru.

If the PF thugs had any brains, they should have thought about this.As things stand, Satan has 5 Permanent Secretaries in one Ministry, 4 Deputy Ministers in one Ministry and look at the perks that go with such jobs.800 Litres of free fuel for a Deputy Minister every month, 2 cars and other allowances. Moreover thePF manifesto talks about replacing professionals with PF cadres in crucial stragetic positions.Because of poor reading culture in Zed, nobody paid attention to read this crap in the PF manifesto.Look at the state of Luapula and where is the development Kasolo and other PF cadres are talking about.We surely need to change as a nation and look for young visionary Leaders who understands development.In Munkombwe’s eyes Sata has developed Zambia to unprecedented levels.No Eurobond

  2. How much does it cost to employ professionals in these vacant positions? Why not trim deputy Ministers and fill up these positions. Is Sata normal?

Can Munkombwe and all the dead wood in PF justify this state of affairs.Where is the unprecedented development they are talking about/In China, to be a President, you must come from an Engineering background and look at China today.The belief is that Engineers are meant to solve problems.So how can we have order when such vital Depts have no manpower but Sata keeps creating positions for his family such as 6 PS in one ministry.Where are all those vocal Zambian intellectuals who kept blogging against RB?All the rubbish going on and none of the so called Intellectuals passes a comment.How can a president fail to meet the people who elected him and instead asks a kid called Chella to post all sorts of nonsense on his FB page.Can Sata even know what to do on Facebook?PF is a failed project.

Yes all after Jiang Zemin have been engineers , not by design if you may wish to know. Yang Shangkun, Li Xiannian etc did not even attend University but had a military background. Dont feast on peoples ignorance.
