
PATRIOTIC Front (PF) Secretary General Edgar Lungu has advised party members to avoid “succession talk” and concentrate on mourning the late President with honour and dignity.
Mr Lungu, who is also Minister of Justice and Minister of Defence, said “this is not time to talk about power and transition but time to mourn and respect our leader”.
He said this in an interview with journalists yesterday at Mulungushi International Conference Centre (MICC) shortly after a wreath-laying ceremony in honour of President Sata.
“We should reflect and put him to rest in dignity and thereafter we will probably look at the succession plan.
“I, for one, am not worried about who will succeed him but I’m more worried about his vision. Who will carry it the way he had intended it to be?” he said.

Mr Lungu said there is need for the party to ensure the successor carries on the vision of the late President.
“We all rallied behind him, he formed this party and we joined and so at the end of the day, we should ensure his vision lives on. We should choose the best person to carry his vision.
“We were all students of Mr Sata. We bought into his vision and that is why we are confident we will carry on from where he left,” Mr Lungu said.
Mr Lungu said every PF member is ready to succeed Mr Sata.
On why he handed over the instruments of power to acting President Guy Scott, Mr Lungu said “it is not all about power”.
“You see, King Solomon in his wisdom was encountered by two women. One was claiming ownership of a child and the other was doing the same. The King then asked for a sword to split the child in two.
“At that point, the real mother apologised and gave up the child. This is just an example of where we are. I love the people of Zambia, just like Mr Sata did that I wouldn’t dare risk the peace we enjoy. If power is in the wrong hands, so be it. It is only 90 days after…,” Mr Lungu said.
He added: “We have two centres of power, one under article 38 of the constitution and the other article 39 (1), where I was appointed but I chose the interest of the Zambian people, the safety, peace and good order. I gave it away.”
Mr Lungu said the country has one unified command under the Commander-in-Chief of the Armed Forces.
“Suppose I had my own power centre and there were forces putting their weight behind me and the other guy did not have it, what would have happened?” he asked.
Minister of Youth and Sport Chishimba Kambwili advised youths to conduct themselves in a respectful manner during the mourning period.
He said the late President deserves a dignified send-off.
That is wisdom and truly Presidential.You have got my support.

It is now clear from the statement attributed to Edgar, above, that there a battle for power and Edgar was “squeezed” to hand over power to Guy Scott. The constitutional provisions at 39(3) were clearly ignored.
M’membe is all excited now but Zambians better be ready to fight him off and ensure that he longer controls corridors of power. It is his debts that he is interested in and doesn’t care an iota for the rest of us. Let him focus on clearing his debts for now.

He (EL) doesn’t seem like he is in tip top condition himself to take up the highest positioned job in the land. I am not a medical doctor but I have eyes to see and make an informed observation from what I see. Take time to reflect on the kind of party and leader you would want on the helm. We are a democratic country but it seems we have communism and dictatorship tendencies in our leaders once they take up positions of power and together we should stop this at the ballot box. This statement talks about mourning Sata but I can’t help but deduce this is actually a political statement with a campaign connotation. Please take a minute to reflect and read between the lines. President Sata searched in the rank and file of the PF, he found none suitable or credible to entrust with the country from the PF. Sata had never appointed a successor, remember when he went to Ndola for a meeting and castigated the secret meetings Kambwili was having? If Sata had wanted Lungu to take over from him he could have appointed him Vice President. So Mr Lungu cut it, Guy Scott maybe white but the constitution is not white or black. There is a problem with our constitution.
1. It only allows a person with both parents who are/were citizens of Zambia.
2. It allows the President to nominate MPs outside parliament at his sole discretion.
3. Section 13(2) of CAP 124 of the Laws of Zambia allows the President to bestow citizenship on any person not otherwise entitled to or eligible for citizenship of Zambia.
4. The President appoints the VP.
5. The VP takes over once President dies or incapacitated.
Scenario:
President X grants citizenship to his mate who hails from a nation at war with ZED.
He nominates him as MP and appoints him as VP.
President X dies say within two weeks of appointing VP
Question: Would that VP be allowed to ascend to Presidency?

Like the American or European statutes all you need is a verifiable record of birth in your country of birth that you wish to become President in. This useless clause you sneaked in in 1996 is only for parents born at Independence. Check the parentage case for direction and precedent. Under the current circumstances, Cabinet which included Edgar Lungu voted to hand over power to Guy Scott. I think Lungu did an honorable thing as it will only be a temporal issue for 90 days before Lungu can bounce back at the helm of PF. As for the sake of continuity and budgetary constraints we can just ask the opposition to wait until 2016 and let whoever is chosen by PF central committee to lead the country.
