Mandevu Member of Parliament (MP) Jean Kapata says she is committed to improving hygiene standards for the people of Mandevu constituency.

Ms Kapata said hygiene, drainage and road construction are top priority sectors being treated with haste in Mandevu Constituency.

The Mandevu Lawmaker, who is also Tourism and Arts Minister, said this today when she handed over a tractor and trailer to the Lusaka City Council for the collection of garbage in Mandevu.

Ms Kapata said the equipment was bought using the Constituency Development Fund (CDF) at a total cost of K285 000.

And Councillor Fred Bwalya, who read the speech on behalf of the Lusaka Mayor, said the tractor will be used for the intended purpose of improving hygiene standards in the area.

Mr. Bwalya said the tractor will help the council collect garbage timely in the vast constituency in Lusaka District.

  1. I will never stop saying this:

    If the law maker, MP, legislator, is going to do “tola kapepala” in his or her constituency, what should the Provincial Minister and local government be doing? Where do you draw the line between what the provincial minister and municipality do and what the MP should do?

    My opinion is that as a legislator, an MP is supposed to speak on behalf of the people. He or she is the voice of the people in the law making process. Once the law is made, it is the duty of the enforcement agencies to implement them, not the law maker! If they don’t do it, let the Executive explain why? That is how the system should check itself. Anything short of that is uncivilized – it’s criminal!

  2. @1 THAT IS THE FIRST QUESTION THAT CAME INTO MIND. WHAT ARE THE COUNCILS DOING? ARE THERE STRUCTURES IN ZAMBIA TO DEAL WITH ISSUES SUCH AS WASTE MANAGEMENT? SO, THIS IS SUGGESTIVE OF PEOPLE WHO CAN AFFORD BUYING TRACTORS TO COLLECT THEIR OWN GARBAGE (OR IS IT ‘CABBAGE’). WHAT JEAN SHOULD HAVE DONE IS SIMILARLY, WHAT MILES SAMPA DID: GATHER THE YOUTH OF HER CONSTITUENCY AND FORM UP A CO-OPERATIVE AND EMPOWER THEM WITH GARBAGE COLLECTION EQUIPMENT AND MATERIAL. THAT WOULD HAVE CREATED EMPLOYMENT FOR THE YOUTH OF HER CONSTITUENCY AND PROBABLY, IT WOULD HAVE BEEN DUPLICATED TO OTHER CONSTITUENCIES. BECAUSE THE WHOLE ZAMBIA IS JUST TOO DIRTY/FILTHY- THERE’S A LOT OF BUSINESS OPPORTUNITY IN WASTE MANAGEMENT. IF SHE’S A LAW MAKER SHE SHOULD HAVE THOUGHT DEEPER THAN THAT.

Beyond the purchase of the tractor, there are important missing pieces: (i) behaviour of the people, with respect to waste disposal; (ii) council’s responsibilities; (iii) censorship or penalties for offenders (in other words clearly spelt out rules on solid waste management, also translated into lay lingo)… And I am sure there are many more simple and practical solutions.

  4. We can buy all the tractors in the world but as long as we Zambians remain dirty and careless it we will still remain a dirty country. I am not being political I speak as a Zambian

  5. This CDF should be paid to the council and then the MP and the local community budgets for its usage…we need to review this asap!

  6. This is one PF MP who works hard. Go Jean and make Madevu cleaner than Cairo and Lumumba roads. Start penalising people who throw rubbish any how.

  7. If the tractor was bought using CDF its a shame , 5 children from that constituency cause of the lack of a bridge.
