Lungu demands order in infrastructure development

President Edgar Lungu has today sworn in Misheck Lungu as Permanent Secretary for the Ministry of Local Government and Housing.

President Lungu has also sworn in Esau Chulu as Chairperson of the Electoral Commission of Zambia (ECZ) and Percy Chato as Commissioner General of Prisons, which is a higher position.

Justice Chulu was deputy chairperson of the ECZ while Mr. Chato was Commissioner of Prisons.

Others sworn are Lloyd Chilundika as Deputy Commissioner General of Prisons for operations and Chileshe Chisela as Deputy Commissioner General of Prisons for administration.

President Lungu has since appointed Tobias Mwanza as Commissioner of Prisons and Emily Sikazwe as Member of the Electoral Commission of Zambia.

Cecilia Mulenga, who was Deputy Director for State Functions at Cabinet Office, has also been appointed and sworn in as State House Chief Analyst for Press and Public Relations.

President Lungu said during the swearing in ceremony at State House in Lusaka today that the new Permanent Secretary for Ministry of Local Government should work closely with the Local Government Commission.

He said there was need to bring order in the way people are erecting structures in the country.

He said this should be probed noting that it was not possible for everyone to build infrastructure wherever they want.

The President has also urged Justice Chulu to remain impartial in his discharge of duty for a free and fair electoral process.

President Lungu further said the Prisons Services should move away from being mere punitive institutions to correctional services.

He said radical transformation was critical to the improvement of prison services because of its dynamic nature.

The President has since congratulated those sworn in and wished them well in the execution of their duties.

  1. The only order Lungu needs to demand is for PF thugs to leave HH alone. What infrastructure is this proven failure (PF) member referring to: new government buildings, presidential mausoleums??? we the Zambians demand a full audit in how you used the $192 million you hide, $700 million eurobond and other countless borrowing before you demand for order. We also want full details of the contractors and how they got the contracts. No more proven failures (PF), Zambia deserves better. 2016 you are out, no matter what you do!

  2. When will we have a “system with all positions filled up”? This practice of appointing PS’ every month is not good. Why can’t the president just appoint once and for all, fill all positions within a space of 1 month and forget about swearing-in people every month?

  3. ka Lungu reminds me of me. When I’m drunk, I tend to make nonsensical proclamations. “demands order in infrastructure development” man oh man! That sounds just like me. When I’m totally zonked!

  4. Percy Chato!!! Congratulations Man!!!! Always quite but very hard working. The sky should not be the limit. I remember you from our class at Kabulonga Boys Grade 10P- 12 P (1989-1991). Dr. Chisela, congratulation too. I enjoy watching and listening to your lovely bemba programme on ZNBC. I envy your explanations of health issues in Bemba. You are a great man.

  5. “Percy Chato as Commissioner General of Prisons, which is a higher position” – meaning? I thought this guy always the Head of Prisons as Commissioner of Prisons. Does it meant that the post itself has been regraded and renamed, and him promoted? Please assist with information, ba LT, or anyone who can.

  8. All good stuff. Our President is focused and providing Zambia a good and solid foundation to build on in future. Structure Planning permissions must be shaken up, we need order in our infrastructure. These appointments are according to great need and our President has always been good at selecting talent and team building.

    Any improvements in our Prisons welcome.

  9. Too bad mother Zambia, it’s like only bemba and easterners are the recognized people for swearing in jobs. It’s always Mwanza Tembo Phiri Chileshe Mulenga etc etc

  10. We are capable of competing on the global market but this will never happen as long as PF is in power. It’s such a shame people in politics see it as a means to an end. They steal money and build big homes such as in Luanshya by the golf course and the president does nothing. They allocate land to themselves as far as stealing money to buy properties in South Africa costing $500,000. All this money could have been used on infrastructure development. Instead of focusing on technical structures such as roads, bridges, tunnels, supply, sewers, electrical grids, telecommunications, ZESCO and so forth, they choose not to. The physical components of interrelated systems providing commodities and services essential to enable, sustain, or enhance societal living conditions should be priority.
